4. Conclusion : Comment agir aujourd'hui ?
Au terme de ces chapitres introductif, nous avons montré l'existence, dans le problème de l'effet de serre, de deux irréversibilités opposées : l'irréversibilité environnementale et l'irréversibilité sociale. Godard et Hourcade54 proposent des principes de gestion des problèmes d'environnement sous controverse, applicables en particulier aux politiques climatiques :
• Gagner du temps sur les phénomènes :. Lancer des actions immédiates de façon à infléchir l'évolution des émissions permet de gagner du temps d'apprentissage et de repousser l'échéance à laquelle des engagements plus conséquents et plus irréversibles pourraient devenir incontournables.
• Améliorer la connaissance : Développer les programmes de recherche scientifique permet de rapprocher l'échéance à laquelle il sera possible de prendre des décisions bien informées.
• Préserver la flexibilité : Eviter les engagements prématurés dans des options techniques, économiques ou institutionnelles trop rigides, comme la relance d'un programme nucléaire massif, la création de nouveaux appareils administratifs lourds...
• Créer une prévisibilité économique : Toutefois, mettre en place des incitations, règles du jeu et calendriers visant à instaurer la plus grande prévisibilité économique possible et à guider les anticipations à long terme dont dépendent les trajectoires technologiques.
Aborder la question de l'évaluation des coûts sous l’angle de la double irréversibilité et de la gestion du temps constitue l'originalité de notre approche, qui s'inscrit toutefois dans la lignée des travaux théoriques développés au CIRED sur la décision sous controverse.
