At its twelfth, thirteenth and fourteenth meetings held on 17 and 18 May the Committee on Programme took the following decisions;

1. Expert Committee on Rabies; report of the first session

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution;

The Third World Health assembly

1. NOTES the report of the first session of the Expert Committee on Rabies, 2„ REQUESTS the Director-General

(1) to arrange, as approved by the Executive Board at its fifth session, the undertaking of a field trial using hyper-immune serum- vaccine as a preventive measure for rabies in man, and a field

demonstration on the control of rabies in dogs using a new avianized vaccine;

(2) to co-ordinate the exchange of virus strains for the production and testing of rabies vaccines;

(3) to arrange regional meetings of appropriate authorities from neighbouring and nearby countries where rabies is a problem so that

• concerted attacks on this disease will be possible; and

(4) to encourage, wherever possible, research on problems in rabies requiring clarification, as indicated in Section 16 of the report of the Expert Committee on Rabies, and

3., DECIDES to defer a decision on convening an International Conference on Rabies pending examination of the results of the afore-mentioned field trials at the second session of the Expert Committee on Rabies.

2 . Poliomyelitis

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolutions

The Third World Health Assembly

1, STRESSES the desirability of international guidance on the measures to be taken to prevent the spread of poliomyelitis,

2, REQUESTS the Director-General to survey, and follow closely, the scientific developments in this field and to urge national health adminis- trations to state separately the number of paretic cases and of non-paretic cases when reporting on poliomyelitis, and

3, RECOMMENDS the establishment of an Expert Committee on Poliomyelitis- in 1952 to co-ordinate research with a view to obtaining the information necessary to eventually specify effective preventive measures.

3, Trachoma

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

The Third World Health Assembly

Considering the high incidence and the wide distribution of Trachoma and the possibility of successfully eradicating it by the application of modern methods of control;

REQUESTS the Director-General to take the necessary steps to convene, as soon as the budget permits and preferably in 1951, an Expert Committee to study the problem of trachoma with a view to submitting practical recommendations to the Fourth World Health Assembly»

NOTES the importance of hydatidosis in certain areas of the world, both as a human infection and as a cause of losses in food supplies, and

REQUESTS the Direct or-General, in co-operation with other specialized agencies and organizations, wherever possible, to lend technical assistance for its eradication or for research upon request of government authorities.

5• Typhus and other Rickettsioses

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution;

Having considered the report of the Joint WHO/QIHP Study Group on African Rickettsioses^" and the resolution taken thereon by the ad hoc Committee of the Executive Board;

Thanks the experts for their work; and

REQUESTS the Director-Generál to take such action as may be necessary to implement this resolution.

6. Q Fever

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

In view of the increasing importance of Q fever as a world-wide endemic disease, and

Recognizing the fundamental role that domestic animals play in the transmission of this disease, and the necessity for clarification of its epidemiology,

The Third World Health Assembly

REQUESTS the Director-General to initiate a preliminary stucty- on the prevalence of Q fever throughout the world, and in collaboration with other specialized agencies and other organizations interested in the problem to encourage investigations clarifying the epidemiology of this disease with a view to formulating effective control measures.

7. Bilharziasis

The Committee on Programme recommends to the .r?hird World Health Assembly the adoption of the following resolution:

Having considered the report of the joint OIHF/WHO Study Group on Bilharziasis in Africa^and the resolutions taken thereon by the Executive

1. THANKS the Experts for their work,

2. WISHES to emphasize the danger of developing irrigations schemes in bilharzia infected regions if the necessary sanitary measures are not taken to control this infection,

3. APPROVES the proposals for further studies and field work in 1951 concerning this disease, as set forth in the Proposed Programme and Budget for 1951,3 and

4. REQUESTS the Director-General to take such action as may be necessary.

8, Prevention of re-impcrtation of anophelines

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution :

The Third World Heaath Assembly,

Having noted the opinion of the Expert Committees cn Malaria, on International Epidemiology and Quarantine, and on Insecticides, as to the necessity for obtaining information on the practicability, efficiency and cost of the various methods of disinsection of ships,

1, DECIDES that observations and experiments in connexion with this problem should be continued, under the guidance of the Expert Committee cn

Insecticides, until sufficient information has been obtained tn sertte as a basis for WHO regulations on the subject, and

20 REQUESTS the Director-General to take whatever action is necessary for this purpose,

9. Bovine Tuberculosis

The Committee on Programme recommends to the Third Health Assembly the adoption of the following resolutions

In view of the importance of bovine tuberculosis as a reservoir of

human disease,, as emphasized by the WHO Expert Committee on tuberculosis-1- and, Recognizing the economic importance of this disease witA respect to

the world's food supply,

10. Bneumatic Diseases

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

The Third World Health Assembly

Recognizing the importance of the social and economic problems resulting from the prevalence of Rheumatic Diseases,

1 . REQUESTS the Executive Board and the Director-General, when drawing up the Programme and Budget for 1952, to include therein suitable provision for an Expert Committee on Rheumatic Diseases and the necessary services for such Committee.

2 . REFERS the suggestions in document A3/Prog/l3 to the proposed Expert Committee,

3 . REQUESTS the Director-General wherever possible to lend assistance for research, upon the request of Governments.

11. Epidemic and Serum Hepatitis

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

The Third World Health Assembly

: Considering the high incidence and wide distribution of epidemic hepatiti-s and the serious practical problem involved by the possible conveyance of serum hepatitis by blood transfusions and parenteral application of human blood derivatives,

REQUESTS the Executive Board and the Director-General to make arrangements for convening, in 1952, an expert committee to consider the problems of epidemic and serum hepatitis and to make relevant recommendations.

The Committee on Programme recommends to the Third World Health Assembly

t the adoption of the following resolutioní The Third World Health Assembly

1 . NOTES the report of the Joint ILO/WHO Committee on the Hygiene of Seafarers,^

2 . EXPRESSES its gratitude to the Joint Committee for its work, 3 . AUTHORIZES the publication of the report, and

4 . REQUESTS the Executive Board to take into account the recommendations contained in the report when implementing the programme. *

13* Physical Training

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolutions

The Third World Health Assembly

Having studied the information presented by the Director-General, Considering that in view of the fact that the field of physical training presents many non-medical aspects and does not constitute a priority subject as laid down by the First World Health Assembly, 2

And further having in mind the present budgetary limitations of the World Health Organization

1 . REQUESTS the Direсtor-General to postpone further action in the establishment of a programme in the field of physical training, 2* REQUESTS the Director-General to continue participation in this activity as far as is feasible within the budget of the organization,

3 . FURTHER REQJESTS the Director-General to maintain- the collaboration established in this connexion with the United Nations Department of ' ¡ Social'Affairs, the .specialized agencies, and relevant non-governmental, organizations, and to report further to the Executive Board and the Fourth World Health Assembly that if a programme on physical health becomes feasible, it sbylld be prepared,

1 4 . Dental Hygiene , The Corcmittee on Programme recommends to the Third World Health Assembly

the adoption of the following resolution:

Whereas dental diseases are universal and affect adversely the

health and efficiency of millions of individuals throughout the world; and Whereas a study of these conditions on a world wide' basia юё.у

contribute to a better Understanding of factors such as malnutrition underlying dental diseases;

Whereas the application of known preventive and corrective measures designed to prevent, correct, or eliminate dental diseases appears eminently desirable;

The Third World Health Assembly

16 REQUESTS the Executive Board and the Director-General to study the problem of dental health with a view to presenting a programme in this field for consideration b y the Fourth World Health Assembly, and' 2 . CALLS on all research institutes concerned with the question of dental health to collaborate with WHO in a study.
