COMMITTEE ON PROGRAMME.

DRAFT FIFTH REPORT

At its fifteenth, sixteenth and seventeenth meetings held on 19 and 20 May the Committee on Programme took the following decisions:

1. Rehabilitation of the Disabled, including the Blind

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

The Third World Health Assemblyj

Having considered the. information presented by the Director-General, and Taking into account the increased interest in the field of medical

rehabilitation,

1. REQUESTS the Director-General to co-operate fully with the United Nations Department of Social Affairs and the relevant specialized agencies in this field and develop proposals for the participation of WHO in the combined programmes of the United Nations and the specialized agencies for implementation in 1952, and to report to the first suitable session of the Executive Board on the progress made;

2. FURTHER REQUESTS the Director-General to develop, within the limits of the 1951 budget, a programme to ensure adequate coverage in the field of medical rehabilitation of the physically handicapped, including the blind.

2. Expert Committee on Environmental Sanitation: report on first session »

3„ Pestilential Diseases

•The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution: •

The Third World Health Assembly

Taking into consideration the international importance of thé pesti- vM^edJ-ential diseases cholera, plague, smallpox, typhus and yellow fever, and

the statutory obligations of WHO in respect to these diseases]

INSTRUCTS the Executive Board to ¡give high priority to these diseases when planning future programmes of the Organization, and to place suitable

activities directed towards their control on the regular budget.

4„ Expert'Committee on Venereal Infections: report on third session

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

5 о Expert Committee__ on Nursing; report on first session

The Committee on Programme recommends to the Third Yiorld Health Assembly the adoption of the following resolution:

2^ EXPRESSES its gratitude to the Committee for its work, and

3, REQUESTS the Executive Board and the Director-General to take into account the recommendations in the Report in so far as they may be applicable when implementing the programme for nursing.

Expert Group on Prematurity: report on session

The Committee on Programme recommends to the Third World Health Assembly the adopti

on of the following resolution:

3. REQUESTS the Executive Board and the Director-General to take into account the recommendations contained in the report, and also to take into account the views expressed on this subject by the Committee on Programme,

7. Joint FAO/VfflO Expert Committee on Nutrition: report on first session The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

1. NOTES the report of the Joint FAO/VfHO Expert Committee on Nutrition on its first sessxona 1

2. THANKS the experts for their work, and

3. REQUESTS the Director-General to refer to the Joint FAO/WHO Expert Committee on Nutrition at its next meeting, for further study, the various aspects of the prevention and treatment of severe malnutrition, particularly

(1) Recommendations concerning the storage of food by governments as well as by private persons, in order to diminish the risk of severe malnutrition and starvation;

(2) The overall measures to be taken in planning the conservation and distribution of available stocks of food so as to prevent starvation and severe malnutrition in populations living under conditions of severe lack of food;

(3) The proper treatment of patients suffering from starvation]

(4) Measures to be taken during relief activities to prevent the deterioration of the physical and mental state of persons suffering from varying degrees of under-nutrition in the different types of famine;

(5) The organization of general relief activities in relation to nutrition when famine conditions prevail; and

(6) Any other measures that might be deemed recommendable for the prevention of disease and death caused by severe malnutrition and starvation.

8. Expert Committee on Mental Health: report on first session

9. Supplies for governmental programmes

The Committee on Programme recommends to.the Third World Health Assembly the adoption of the following resolution:

In view of the difficulties experienced by certain governments in obtaining medical supplies for their programmes,

REQUESTS the Executive Board to study the question of freer and quicker supplies to governments including the possibility of setting up a revolving fund to meet this purpose, on the understanding that in every case governments would be willing tp pay in their own currencies,

10. Labelling and distribution of insecticides

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolutions

1. EXPRESSES its appreciation of the action taken by the Economic and Social Council at its ninth'session, relating to the availability of insecticides,

2. REQUESTS the Director-General to bring the resolution and' report of the Economic and Social Council on this subject to the attention of all Members,

3. CALLS to the attention of Members the recommendations'of the Expert Committee on Insecticides., that manufactures of insecticide formulations be urged to label correctly thé contents of their products in active ingredientsj

4. URGES Members to take appropriate steps, in implementation of the Economic and Social Council resolution, to ensure the freer flow of

insecticides and their ingredients into countries where they are needed for necessary public health work and where domestic production is either non- existent or insufficient to meet the countries' needs, and

5. INVITES Members to consult with the World Health Organization for information añd advice as to those phases of the production cycle of

insecticides which it might be feasible for them to undertake domestically.

11. Freer flow of medical supplies

The Committee on Programme recommends to the Third World Health Assembly the adoption of the following resolution:

REQUESTS the Director-General to draw the attention of the Economic and Social Council at its next session to the consideration of the proposal that countries facilitate as much as possible the free flow, into the

countries where they are needed, of essential,diagnostic, therapeutic, prophylactic, teaching and research equipment and supplies, and raw

materials and machinery for their production, by measures which they deem appropriate with regard to tariffs, import and export restrictions.
