Report of the Rapporteur to the Legal Committee.
The Legal Committee at its fifth meeting examined at the request of the World Health Assembly the proposal contained in the letter of 12 July 1948 from the delegation of Italy"1", con- cerning the Executive Board and amendment of the Constitution.
The Legal Committee agreed -unanimously that this request should be transmitted to the Executive Board for consideration in connection with its study of the question of the annual nomination and election of Members of the Executive Board; pursuant to the Assembly's resolution of 12 July 1948, but referred the matter to the Rapporteur for the drafting of an appropriate resolution for approval by the Legal Committee and eventual presentation to the World Health Assembly,
The following resolution is therefore presented to the Legal Committee for its approval:
WHEREAS the Italian delegation, in a letter of 12 July 1948 to the Presx.t ,nt of the World Health Assembly, proposed:
"that the K^ecutive Board be instructed to study the possibility of amending it-he Constitution of WHO so that tHë'Éxecûoive Board shall consist of more than 18
members., the exact number to be dependent upon the ratifications which will be deposited in the future^- in such a way 1,,hat the Members represented on the Board
shall be one third of all the Members of the Organization,:!
THE FIRST WORLb HEALTH ASSEMBLY TRANSMITS this letter to the Executive Board foriconsideration in connection with its study
