Introduction
In accordance w i t h resolution W H A 2 0 . 5 21 the Director-General is reporting in this document the resolutions and decisions of the United N a t i o n s , the specialized agencies and the IAEA through October 1971 w h i c h have direct implications for national and international health programmes or for the w o r k of the Organization and thus require specific consideration by the B o a r d .
The present document is divided into four sections:
I. The United Nations General Assembly and the Economic and Social C o u n c i l , II. A d m i n i s t r a t i v e , b u d g e t a r y , and financial matters•
III. The United Nations Development P r o g r a m m e , the United Nations Children's F u n d , the W o r l d Food P r o g r a m m e , and Emergency Operations•

It is proposed to issue two addenda to this document:
Addendum 1 w i l l relate to the steps taken by the Director-General pursuant to the request of the World Health Assembly in operative paragraph 3 of W H A 2 4 . 5 1 , entitled
"Co-ordifiation w i t h the United N a t i o n s , the specialized agencies and the International Atomic Energy Agency: Declaration on the Granting of Independence to C o l o n i a l
Countries and P e o p l e s " .
Addendum 2 will cover the decisions taken after 1 November 1971 by the twenty-sixth session of the United Nations General Assembly and the resumed fifty-first session of the Economic and Social C o u n c i l .

The G e n e r a l A s s e m b l y ,
R e c a l l i n g the principles of the C h a r t e r of the United N a t i o n s ,
C o n s i d e r i n g that the r e s t o r a t i o n of the lawful rights of the P e o p l e ' s Republic of C h i n a is e s s e n t i a l both for the p r o t e c t i o n of the C h a r t e r of the United N a t i o n s and for
the cause t h a t the U n i t e d N a t i o n s m u s t serve u n d e r the C h a r t e r ,
R e c o g n i z i n g that the representatives of the G o v e r n m e n t of the P e o p l e ' s Republic of C h i n a are the o n l y lawful representatives of C h i n a to the United Nations and that the P e o p l e ' s R e p u b l i c of C h i n a is one of the five p e r m a n e n t m e m b e r s of the S e c u r i t y C o u n c i l .
D e c i d e s to restore all its rights to the P e o p l e ' s Republic of C h i n a and to recognize the r e p r e s e n t a t i v e s of its Government as the only legitimate representatives of C h i n a to the United N a t i o n s , and to expel forthwith the representatives of Chiang Kai-shek from the p l a c e w h i c h they unlawfully occupy at the U n i t e d N a t i o n s and in all the organizations r e l a t e d to i t .

2 . C o l o n i a l countries and peoples and apartheid
2.1 A number of resolutions h a v e been adopted by the United Nations General A s s e m b l y ' s S p e c i a l C o m m i t t e e on the Situation w i t h regard to the Implementation of the D e c l a r a t i o n on the G r a n t i n g of Independence to C o l o n i a l C o u n t r i e s and P e o p l e s . The resolutions of the S p e c i a l C o m m i t t e e n o r m a l l y p r o v i d e the basis for action to be taken by the General A s s e m b l y and any such resolutions adopted by the T w e n t y - s i x t h General A s s e m b l y w i l l be reported in d u e c o u r s e .
2.2 As t h e E x e c u t i v e Board was informed at its forty-seventh s e s s i o n , the Secretary-General of the U n i t e d N a t i o n s h a d been requested by G e n e r a l A s s e m b l y resolution 2 7 0 4 ( X X V ) to prepare a c o m p r e h e n s i v e report d e s c r i b i n g the activities hitherto u n d e r t a k e n by the specialized agencies a n d others c o n c e r n e d w i t h respect to implementation of various General A s s e m b l y r e s o l u t i o n s , and the World H e a l t h A s s e m b l y took note w i t h satisfaction of the Director- G e n e r a l fs со-operation in this m a t t e r . ^

2.4 A t the r e q u e s t of the J o i n t M e e t i n g the text of the c o n s e n s u s w a s c o m m u n i c a t e d by the S e c r e t a r y - G e n e r a l to the e x e c u t i v e h e a d s of the s p e c i a l i z e d agencies; in h i s reply on 2 2 O c t o b e r 1 9 7 1 , the D i r e c t o r - G e n e r a l i n d i c a t e d that h e w o u l d b r i n g the c o n s e n s u s to the a t t e n t i o n of the E x e c u t i v e B o a r d . 3 . O r g a n i z a t i o n of the w o r k of the Economic and S o c i a l C o u n c i l
3 . 1 T h e E c o n o m i c and Social C o u n c i l has for s e v e r a l y e a r s been e n g a g e d in a r e - e x a m i n a t i o n of its o w n r o l e and s t r u c t u r e . Its c o n s i d e r a t i o n of this m a t t e r has b e e n d i r e c t e d towards the o b j e c t i v e of m a k i n g the C o u n c i l m o r e e f f e c t i v e in the light of the e x p a n d e d and d i v e r s i f i e d a c t i v i t y of t h e U n i t e d N a t i o n s in those fields w h i c h fall w i t h i n its c o m p e t e n c e . O v e r a p e r i o d of several sessions m a n y p r o p o s a l s h a v e been c o n s i d e r e d and it w a s at its f i f t y - f i r s t s e s s i o n in J u l y 1971 that the C o u n c i l reached a g r e e m e n t on m a j o r c h a n g e s in its o w n
o r g a n i z a t i o n a l s t r u c t u r e ,
3.2 T h e s e a r r a n g e m e n t s are i n c o r p o r a t e d in E/RES/1621 (LI) w h i c h c o n s i s t s of three separate r e s o l u t i o n s , A , B , and С. T h e text of this r e s o l u t i o n is attached as A n n e x I I . Hie r e s o l u t i o n w a s transmitted to the T w e n t y - s i x t h (1971) G e n e r a l A s s e m b l y for action and the d e c i s i o n s taken t h e r e o n w i l l b e r e p o r t e d i n an addendum to this d o c u m e n t .
3.3 R e s o l u t i o n 1621A (LI) r e c o m m e n d s the G e n e r a l A s s e m b l y take all n e c e s s a r y steps at its t w e n t y - s i x t h (1971) session to amend the U n i t e d N a t i o n s C h a r t e r to e n s u r e an e a r l y e n l a r g e m e n t of the C o u n c i l from t w e n t y - s e v e n to f i f t y - f o u r m e m b e r s . It d e c i d e d that in the i n t e r i m p e r i o d the m e m b e r s h i p of the C o u n c i l ' s s e s s i o n a l c o m m i t t e e s and the C o m m i t t e e on N a t u r a l R e s o u r c e s w a s also to be f i f t y - f o u r m e m b e r s as from 1 J a n u a r y 1 9 7 2 . It r e q u e s t e d the G e n e r a l A s s e m b l y at its 1971 session to e l e c t , in addition to the n i n e n e w m e m b e r s of the C o u n c i l , the t w e n t y - s e v e n States M e m b e r s to serve on the s e s s i o n a l c o m m i t t e e s of the C o u n c i l "in a c c o r d a n c e w i t h the p r e s e n t g e o g r a p h i c a l d i s t r i b u t i o n of s e a t s " . The r e s o l u t i o n f u r t h e r c h a n g e s the C o u n c i l ' s p r e v i o u s p r o c e d u r e s by p r o v i d i n g that apart from the g e n e r a l d e b a t e , w h i c h c u s t o m a r i l y takes place at the summer session of the C o u n c i l only； all s u b s t a n t i v e i t e m s s h a l l be allocated to the s e s s i o n a l c o m m i t t e e s . In the p a s t m a n y items h a v e been h a n d l e d d i r e c t l y in the p l e n a r y . F i n a l l y , the r e s o l u t i o n d e c i d e s that the C o u n c i l w i l l
review at its f i f t y - t h i r d (July 1972) s e s s i o n "its c u r r e n t m a c h i n e r y , i n c l u d i n g the p o s s i b i l i t y of i n t e r - s e s s i o n a l m e e t i n g s of the C o - o r d i n a t i o n C o m m i t t e e to d e a l w i t h the task c u r r e n t l y e n t r u s t e d to t h e C o m m i t t e e for P r o g r a m m e and C o - o r d i n a t i o n , T h e C P C w i l l thus hold its two s c h e d u l e d sessions in the spring of 1972 p e n d i n g t h e C o u n c i l1 s d e c i s i o n on future c o - o r d i n a t i o n m a c h i n e r y . D e v e l o p m e n t s in the g e n e r a l area of c o - o r d i n a t i o n are reported i n p a r a g r a p h 5 h e r e o f .
3.4 P a r t В of resolution 1621 (LI)' deals w i t h i n s t i t u t i o n a l a r r a n g e m e n t s for s c i e n c e and t e c h n o l o g y , a s u b j e c t which has also p r e o c c u p i e d the C o u n c i l for s e v e r a l s e s s i o n s . T h e E x e c u t i v e B o a r d has been i n f o r m e d , p a r t i c u l a r l y in reports to its f o r t y - f i f t h and forty-seventh s e s s i o n s , of the c o n s i d e r a t i o n being given to this q u e s t i o n in the C o u n c i l . By its J u l y 1971 r e s o l u t i o n the C o u n c i l has d e c i d e d to e s t a b l i s h a s t a n d i n g c o m m i t t e e "to p r o v i d e p o l i c y
g u i d a n c e and m a k e r e c o m m e n d a t i o n s on m a t t e r s r e l a t i n g to the a p p l i c a t i o n of science and
t e c h n o l o g y t o d e v e l o p m e n t a n d to r e p o r t to the G e n e r a l A s s e m b l y , t h r o u g h t h e C o u n c i l " . whole process of review and a p p r a i s a l , and to ensure intersecretariat co-operation in carrying out the decisions of the General A s s e m b l y and the Council in this f i e l d , the A C C Sub-Committee on thê United Nations Development Decade w i l l be maintained in existence w i t h new terms of reference."
4.4 The Twenty-fourth World H e a l t h A s s e m b l y which met after the meeting of the A C C and prior to the fifty-first session of the Economic and Social Council (ECOSOC) adopted WHA24.49 in w h i c h the Director-General was requested " t o c o n t i n u e , in consultation w i t h the governments
c o n c e r n e d , to develop and refine targets and indicators to b e utilized in evaluating the progress made in the field of h e a l t h , such evaluation to b e utilized if n e c e s s a r y to adapt the strategy in the course of the Decade in the light of new d e v e l o p m e n t s " , and w o r k is in progress towards this e n d .
The indicators to be used are essentially of two kinds: those concerned w i t h results and others concerned w i t h e f f o r t . A c c o r d i n g l y , WHO is developing a methodology for the use of these two types of i n d i c a t o r s . This w o r k can be summarized very b r i e f l y , as h e r e u n d e r .
To meet the first r e q u i r e m e n t , i . e . to m o n i t o r results in the field of h e a l t h , a profile analysis is being prepared for all c o u n t r i e s . It m a k e s use of three sets of d a t a , the first set consisting of parameters of life and death which are used to portray the health problem in a given country; a second set of parameters is used to give a profile of the effort of the community in the field of health in terms of certain i n p u t s . A third set completes the profile by adding to the analyses of the problem and of the effort a picture of the c o n t e x t , in terms of such parameters as population growth rate, the gross national p r o d u c t ,
scholarization rate, population density and protein consumption per h e a d . This profile lays d o w n the baseline situation against which to m e a s u r e the progress achieved by the end of the Second Development Decade in 1 9 8 0 .
For the purpose of biennial appraisals in terms of the indicators of e f f o r t , the
Organization is undertaking inventory studies in health services and health manpower situations in various c o u n t r i e s . This w i l l create a basis for action in that the establishment of
required services and their strengthening can constitute targets for action and thereby give the means of indicating progress made in the pursuit of such targets.
Since the indicators of results in the field of health are slow-moving, the profile w i l l b e used for taking stock of situations over longer periods of time, whereas in the interval it is intended that indicators of effort based on inventories and targets be u s e d .
4.5 The ACC Sub-committee on the Second United Nations Development Decade m e t in Geneva in August 1971 immediately after the session of the Economic and Social Council and considered at the technical level indicators for monitoring economic and social progress and the
collection and analysis of information for the sectoral appraisals and .the overall a p p r a i s a l . According to the agreed timetable, the agencies are to submit by June 1972, their sectoral reviews w h i c h , for this first exercise, w o u l d be m o s t l y of a stocktaking character establishing the base line against w h i c h to assess further progress during the d e c a d e .
4.6 In accordance with the request contained in WHA24.49 the Director-General w i l l continue to co-operate w i t h the Secretary-General of the United N a t i o n s , the Economic and Social Council and the General Assembly of the United Nations and within the Administrative
Committee on Co-ordination w i t h regard to the biennial overall reviews of the implementation of the S t r a t e g y . H e w i l l report to the Executive Board and to the World Health Assembly on the action pursued and the p r o g r e s s m a d e in the implementation of the health aspects of the S t r a t e g y .
4.7 A t its fifty-first (July 1971) session the Economic and Social Council also adopted E/RES/1626 (LI) on the review and appraisal of progress in the application of science and technology to development during the Second United Nations Development D e c a d e . The resolution requests the Secretary-General and the organizations of the United Nations system

C o u n c i l s t r e s s e d , i n t e r a l i a , "the i m p o r t a n c e of securing the effective i m p l e m e n t a t i o n of t h e a g r e e m e n t entered into" b e t w e e n the United N a t i o n s , the specialized a g e n c i e s , and t h e I A E A . 5.3 T h e A d m i n i s t r a t i v e C o m m i t t e e on C o - o r d i n a t i o n , on 21 and 22 O c t o b e r 1971, held its first m e e t i n g after the adoption of E/RES/1643 (LI). It considered the changes in A C C
a r r a n g e m e n t s , i n c l u d i n g r e p o r t i n g , w h i c h a r e required for t h e implementation of the r e s o l u t i o n . 5.4 T h e D i r e c t o r - G e n e r a l w i l l continue to p a r t i c i p a t e in c o n s u l t a t i o n s on this question w i t h i n t h e A C C and w i t h the C P C .
5.5 T h e A C C submitted its thirty-seventh report to the fifty-first (July 1971) session of the Economic and Social C o u n c i l . T h e document reported the A C C ' s consideration of t h e
c o - o r d i n a t i o n aspects of such m a j o r p r o g r a m m e questions as the Second United Nations D e v e l o p m e n t D e c a d e , s c i e n c e and t e c h n o l o g y , the human e n v i r o n m e n t , o u t e r s p a c e , statistical a c t i v i t i e s , p o p u l a t i o n q u e s t i o n s , action against drug abuse, assistance in cases of natural d i s a s t e r , and q u e s t i o n s relating to the i m p l e m e n t a t i o n of t h e D e c l a r a t i o n on t h e Granting of Independence to C o l o n i a l C o u n t r i e s and P e o p l e s by M e m b e r s of t h e U n i t e d N a t i o n s S y s t e m . T h e report also c o v e r e d public i n f o r m a t i o n m a t t e r s , administrative and other q u e s t i o n s , and h a d annexed a b r i e f summary of i n t e r - a g e n c y m e e t i n g s u n d e r the aegis of t h e A C C which h a d taken place a n d m e e t i n g s p l a n n e d as of A p r i l 1 9 7 1 .
5.6 T h e A C C in 1 9 7 0 established a functional group to e x a m i n e t h e co-ordination implications of the "green r e v o l u t i o n " . T h e D i r e c t o r - G e n e r a l participated in t h e w o r k of this functional g r o u p , in w h i c h the F A O took a leading r o l e , together w i t h the executive heads of other agencies and United Nations programmes d i r e c t l y c o n c e r n e d . T h e A C C submitted to the C o u n c i l at its fifty-first session as P a r t II of its annual report the report of the functional group on the
"green r e v o l u t i o n,�. T h e C o u n c i l in resolution 1645 (LI) took note w i t h appreciation of t h e special report prepared by A C C a n d "the initiative of that C o m m i t t e e in thus bringing to the n o t i c e of t h e C o u n c i l t h e opportunities offered by t h e spread of the n e w technology for a truly co-ordinated effort throughout the w h o l e of the United Nations system'*. The resolution further "endorses t h e broad lines in inter-agency planning and concerted action-oriented p r o g r a m m e " outlined in the A C C report and recommends that g o v e r n m e n t s , regional economic
c o m m i s s i o n s , t h e agencies and other international organizations concerned "give close a t t e n t i o n , in their short term and m e d i u m term p l a n s , to the promotion of concerted and m e a n i n g f u l action- oriented projects in respect to the Green Revolution,'.
5.7 T h e E x e c u t i v e Board w a s informed at its forty-seventh session of the preparatory study on regional structures being u n d e r t a k e n by the Secretary-General of the United N a t i o n s at the request of the Economic and Social C o u n c i l contained in E/RES/1553 (XLIX) adopted in July 1 9 7 0 .
During t h e spring of 1 9 7 1 t h e Secretary-General reviewed the responses received from States Members of the U n i t e d N a t i o n s or the specialized agencies w h i c h w e r e in accordance w i t h E / R E S / 1 5 5 3 (XLIX) transmitted in the first instance to the Executive Secretaries of t h e

8.1 The E c o n o m i c and S o c i a l C o u n c i l at its J u l y 1971 s e s s i o n in E/RES/1621 (B) d e c i d e d to e s t a b l i s h a s t a n d i n g c o m m i t t e e of the C o u n c i l "to p r o v i d e p o l i c y g u i d a n c e and m a k e r e c o m m e n - d a t i o n s on m a t t e r s r e l a t i n g to the a p p l i c a t i o n of s c i e n c e and t e c h n o l o g y to d e v e l o p m e n t " , r e p o r t i n g to the G e n e r a l A s s e m b l y through the C o u n c i l . T h e S e c r e t a r y - G e n e r a l is r e q u e s t e d by the same r e s o l u t i o n to s u b m i t a report to the C o u n c i l at its f i f t y - s e c o n d (May 1 9 7 2 ) s e s s i o n on the p o s s i b l e terms of r e f e r e n c e of the S t a n d i n g C o m m i t t e e . This d e c i s i o n w a s the r e s u l t of p r o l o n g e d d e l i b e r a t i o n s on i n s t i t u t i o n a l a r r a n g e m e n t s w i t h i n the U n i t e d N a t i o n s in the field of s c i e n c e and t e c h n o l o g y w h i c h h a v e b e e n r e p o r t e d to the E x e c u t i v e B o a r d p a r t i c u l a r l y at its f o r t y - f i f t h ^ a n d f o r t y - s e v e n t h s e s s i o n s . In its t h i r t y - s e v e n t h report to the E c o n o m i c and S o c i a l C o u n c i l the A C C recalled the s t a t e m e n t it h a d c i r c u l a t e d to the C o u n c i l
i n 1 9 7 Q 1 o n i n s t i t u t i o n a l a r r a n g e m e n t s for science and t e c h n o l o g y . In its report the A C C r e i t e r a t e d i t s view that "such a body should h a v e d i r e c t contact w i t h the specialized a g e n c i e s , I A E A , U N C T A D and U N I D O , and would receive from them the n e c e s s a r y information to a s s i s t it in d i s c h a r g i n g its t a s k . F o r its p a r t , that body w o u l d i d e n t i f y areas c a l l i n g for e f f e c t i v e action w h i c h should b e taken into account in their p r o g r a m m i n g by the
O r g a n i z a t i o n c o n c e r n e d " . T h e question of i n s t i t u t i o n a l arrangements w a s also o n e of the s u b j e c t s d i s c u s s e d at the Joint M e e t i n g of the C o m m i t t e e for P r o g r a m m e C o - o r d i n a t i o n and t h e A C C , w h i c h t o o k place in G e n e v a on 1 and 2 July 1 9 7 1 . It w a s agreed that w h i l e i t w o u l d n o t b e a p p r o p r i a t e for the J o i n t M e e t i n g to comment on proposals then before the Economic and S o c i a l C o u n c i l , i t w o u l d be d e s i r a b l e f o r t h e A C C and C P C to c o - o p e r a t e in the implemen- t a t i o n of t h e d e c i s i o n the C o u n c i l would t a k e . o
8.2 U n d e r t h e terms of the same resolution t h e C o u n c i l decided to m a i n t a i n the A d v i s o r y C o m m i t t e e on t h e A p p l i c a t i o n of S c i e n c e and T e c h n o l o g y to D e v e l o p m e n t "to furnish expertise
to t h e S t a n d i n g C o m m i t t e e " a n d , in addition to i t s existing terms of r e f e r e n c e , A C A S T m a y in f u t u r e "receive such i n s t r u c t i o n s from t h e Standing C o m m i t t e e as w i l l b e necessary to provide it w i t h s c i e n t i f i c , technological and innovative advice and ideas in this f i e l d " . T h e r e s o l u t i o n reiterates "the view that any institutional arrangements in the field of science and t e c h n o l o g y c a n only b e m e a n i n g f u l if adequate resources are m a d e available f o r tackling m a j o r p r o b l e m a r e a s , in a c c o r d a n c e w i t h t h e relevant provisions of the International Develop- m e n t S t r a t e g y for the Second U n i t e d N a t i o n s D e c a d e " .
8.3 T h e C o u n c i l d e c i d e d at i t s fifty-first (July 1971) session in E/RES/1638 ( L I ) to d e f e r u n t i l 1 9 7 2 detailed c o n s i d e r a t i o n of the World P l a n of A c t i o n prepared by t h e A C A S T w i t h the c l o s e c o - o p e r a t i o n of the specialized a g e n c i e s . A s the Board h a s b e e n i n f o r m e d , W H O took r e s p o n s i b i l i t y for t h e chapter d e a l i n g w i t h health and m a d e substantial contributions to the c h a p t e r s d e a l i n g w i t h n u t r i t i o n , p o p u l a t i o n , h u m a n e n v i r o n m e n t , e t c .
8.4 T h e a r r a n g e m e n t s f o r c o n s u l t a t i o n and c o - o r d i n a t i o n w h i c h exist as the r e l a t i o n s h i p agreement b e t w e e n t h e World H e a l t h Organization and the f a c i l i t a t e t h e O r g a n i z a t i o n * s full p a r t i c i p a t i o n in the w o r k of this n e w as w e l l as A C A S T .
8.5 A s t h e Executive Board w a s informed at its forty-seventh session t h e 1 9 7 0 General A s s e m b l y i n A / R E S / 2 6 5 8 (XXV) requested t h e S e c r e t a r y - G e n e r a l , in consultation w i t h M e m b e r S t a t e s and t h e c o m p e t e n t o r g a n i z a t i o n s of t h e U n i t e d Nations system and w i t h the assistance of A C A S T , to p r e p a r e a report evaluating the m a i n implications of m o d e r n science and tech- n o l o g y and i t s role in t h e d e v e l o p m e n t of n a t i o n s , as w e l l as t h e n e c e s s i t y to strengthen e c o n o m i c and technico-scientific c o - o p e r a t i o n among s t a t e s . The report is to b e submitted by E C O S O C to the General A s s e m b l y i n 1973 at t h e time of the first biennial review of the I n t e r n a t i o n a l D e v e l o p m e n t S t r a t e g y . In this connexion t h e S e c r e t a r y - G e n e r a l , pursuant to the r e q u e s t in the r e s o l u t i o n , p r e s e n t e d a brief progress report to t h e fifty-first session of ECOSOC i n d i c a t i n g that h i s c o n s u l t a t i o n s w i t h M e m b e r States and specialized agencies, in w h i c h t h e O r g a n i z a t i o n p a r t i c i p a t e d , w e r e to be completed by the e n d of 1971 following w h i c h , w i t h t h e aid of c o n s u l t a n t s , h e would by m i d - 1 9 7 2 prepare the first draft of a report w h i c h w i l l b e c i r c u l a t e d f o r analysis and d i s c u s s i o n . T h e Secretary-General intends to convene an ad h o c g r o u p of experts early in 1973 to review and finalize the d r a f t . 11.3 D u r i n g t h e f i f t y - f i r s t (July 1 9 7 1 ) s e s s i o n of the E c o n o m i c a n d Social Council there w a s e x t e n s i v e d i s c u s s i o n a n d t h e emergence of v a r y i n g views o n the n a t u r e of the co-ordinating a r r a n g e m e n t s to b e e s t a b l i s h e d w i t h i n t h e U n i t e d N a t i o n s s y s t e m . E v e n t u a l l y t h e differing o p i n i o n s w e r e reconciled to a large degree a n d the final text of the r e s o l u t i o n E/1612 (LI), a c o p y of w h i c h is a t t a c h e d as A n n e x I V , w a s adopted b y 24 votes in favour a n d two a b s t e n t i o n s . T h e r e s o l u t i o n , w h i c h is entitled "Assistance i n cases of n a t u r a l a n d other emergency
s i t u a t i o n s " , specifically takes n o t e in i t s preamble of the competence of the U n i t e d N a t i o n s
"and i t s a g e n c i e s " . T h e o p e r a t i v e paragraphs provide for the appointment of a Disaster R e l i e f C o - o r d i n a t o r r e s p o n s i b l e directly to t h e S e c r e t a r y - G e n e r a l w h o w o u l d b e provided w i t h a small staff a n d a u t h o r i z e d , o n behalf of the Secretary-General "to m o b i l i s e , direct a n d c o - o r d i n a t e t h e relief activities o f the various organizations of the U n i t e d N a t i o n s system in r e s p o n s e to a request for d i s a s t e r a s s i s t a n c e from a stricken S t a t e " . T h e last operative p a r a g r a p h of the r e s o l u t i o n recommended that the General Assembly endorse the proposals a n d r e c o m m e n d a t i o n s contained i n t h e t e x t . 11.4 D u r i n g t h e d i s c u s s i o n of t h e resolution t h e C o u n c i l w a s informed b y some representatives of specialized agencies a n d U n i t e d N a t i o n s programmes of t h e problems created b y the inclusion in o p e r a t i v e p a r a g r a p h 1 ( a ) of the word " d i r e c t " .
