Report of the Third Working Party
The Working Party held one meeting on 9 July 1948, i n order to consider, at the request of the Legal Committee ( l ) a draft resolution concerning the privileges and immunities of specialized agencies pending the formal accession of State Members of WHO to the General Convention on Privileges and Immunities of the
Specialized Agencies, and ( 2 ) the regulations for expert committees referred to the Working Party by the Legal Committee, and the
proposals for amendment submitted by the delegations of Egypt, the Netherlands, the United States of America and the USSR*
The Working Party consisted of representatives from:

the General Assembly of the United Nations on 21 November 1947 which recommends that Members of the United Nations, pending their formal accession to tie General Convention concerning the privileges and immunities of specialized agencies, should immediately accord, as far as possible, the benefit of the privileges and immunities provided i n this Convention and i t s annexes and that the
specialized agencies take necessary parallel action i n regard to those of their Members not Members of the United Nations,

The Working Party considers that the extension of this action 1
to поп-menibers is desirable and accordingly recommends the adoption of the following resolution.
"The first World Health Assembly
Recommends that the States Members of the World Health Organization, whether or not Members of the United Nations, pending their formal
accession to the General Convention concerning the privileges and
immunities of specialized agencies, including Annex 7 with the accepted additions, should immediately accord as far as possible to the
Organization the benefit of the privileges and immunities provided i n the said General Convention and Annex".
( 2 ) The forking Party, after discussing the various questions involved, agreed unanimously on certain amendments to the Regulations for Expert Committees and their Subcommittees with which i t was required to deal»
The Working Party recommends to the Legal Committee that i t propose to the Assembly the adoption of the Proposed Regulations and Rules of Procedure for Expert Committees and their Subcommittees as in Off,Reс >WHO, 1 0 , pages 125-126, with the amendments herewith attached. I t therefore submits for approval by the committee the following resolution:
"The first World Health Assembly
Adopts as the permanent regulations and rules of procedure for expert committees and their sub-committees the Regulations and Rules of Procedure appended to this resolution".

COMPETENCE OP COMMITTEES Regulation 1
The expert committees shall Ъе competent to advise the World Health Organization i n th.ir respective technical fields in accordance with their terms of reference. They shall not Ъе competent to advise on questions of policy.
. . SELECTION OP MEMBERS Regulation 3
The choice of members of the committee shall be based primarily upon their abilities and technical experience; appropriate consultation shall be made with national health administrations. Due regard shall be paid to adequate geographical distribution.
Regulation 9
If the chairman resigns, or i f he is unable effectively to carry out h i s functions, the committee shall elect a successor,
AGENDA Regulation 12
The Director-General, in agreement with the chairman of the committee, shall prepare the draft agenda for each session and transmit i t to the members in a reasonable time *
Note: ( a ) The numbers of the regulations from 1-25 have in each case been altered, as a new Regulation 1 hac been added to the Regulations;
thus the previous Regulation 1 will become Regulation 2, and so on. Since the former Regulation 26 i s deleted, the numbers of the subsequent

CO-OPTING OP EXPERTS ¿ND CORRESPONDING MEMBERS Regulation 14
The committee may suggest to the Director-General the co-opting i n a temporary capacity of one or more specialists. I t may likevd.se suggest that other members Ъе appointed whose collaboration would Ъе particularly useful i n the execution of its terms of reference.
Regulation 15
'The committee and its secretariat may obtain the assistance of specialists from various countries as "corresponding members". To this end, the specialists shall communicate information on scientific research and its practical application within their own special f i e l d . On the request of a regional organization their services may be made available to such organization. They shall not be invited to attend the meetings cf the committee, but i f they wish to attend such meetings as observers and at their own expense, the chairman of the committee may authorize them to do so. The regulations governing the appointment of committee members, their term of office and i t s renewal (Regulations 2 , 3 and 7) shall also apply to corresponding members.
REPORTS ON SESSIONS Regulation 20
At' the end of each session, the committee shall draw up a report and approve i t . This report shall be submitted to the Health Assembly through the Director-General and transmitted to the Board. The report shall contain a summary of the committee's work and the recommendations adopted,

Regulation 30 t
» Persons representing the Organization on any joint committee shall report to the appointing Organization upon the nature of their
participation - including divergent opinions - in all sessions they attend. This special report shall be supplementary to the collective report drawn up by the mixed committee i t s e l f , and the rules provided under 2Ц. and 25 of the present Regulations shall apply to i t , as also to the above-mentioned collective report, but in the latter case with due regard to the provisions of the agreements with organizations concerned*
