AFR/RC33/R7:

The Regional Committee,

Having considered the report of the Standing Committee on TCDC1 and hearing in mind resolutions AFR/RC29/R16, AFR/RC30/R15, AFR/RC31/R9 and AFR/RC32/R5,

1. APPROVES the report of the Standing Committee on TCDC.

2. NOTES WITH SATISFACTION the results obtained following the use of TCDC mechanisms by Member States, in cooperation with WHO;

3. INVITES Member States to:

(i) put the recommendations of the Standing Committee on TCDC into effect;

(ii) strengthen intersectoral cooperation in health manpower training in order to make rational use of personnel so trained;

(iii) reorient training programmes towards priority sectors in the implementation of national strategies and the regional strategy for Health for All by the Year 2000;

(iv) set up at least one national blood bank and strengthen existing banks;

(v) integrate diarrhoeal disease control into national epidemiological surveillance programmes on communicable diseases;

(vi) train, in close cooperation with the Regional Office, high-level statisticians and epidemiologists to collect and process date in order to organize an efficient national information system for health management;

(vii) draw the Regional Director’s attention to the progress made in implementing TCDC for circulation to the countries;

(viii) grant facilities to National Liberation Movements recognized by the OAU for treatment of their patients and evacuation if necessary to other countries of the Region for specialized care;

4. DECIDES to amend operative paragraph 2 of resolution AFR/RC29/R9 as follows:

“ACCEPTS the proposal of Standing Committee o TCDC and DECIDES that renewal of membership of that Committee shall commence in 1984, in fourths and by lot for the first three years, and subsequently upon expiry of member’s term of office, fixed at four years; an outgoing shall be eligible for re-election only when all the countries of the Sub-Region have sat on the Standing Committee”;

5. REQUESTS the Regional Director to:

(i) take appropriate steps to facilitate implementation of the recommendations of the Standing Committee on TCDC;

(ii) cooperate with Member States which so desire in setting up blood transfusion centres equipped for the preparation of blood products and glass containers, and in training qualified personnel in the collection, analysis, storage and distribution of blood;

(iii) coordinate and support efforts undertaken by Member States, in the framework of sub-regional agencies (OCEAC, OCCGE, CEPGL, ACAM, CILSS, the Sahel Institute, the Commonwealth Health Secretariat, etc.), to improve epidemiological surveillance of diarrhoeal diseases, especially frontiers;

(iv) pursue collaboration with Member States to introduce relevant health information components into training programmes for the various categories of heath manpower.
