AFR/RC30/R17:

The Regional Committee,

Having considered the report of the Regional Director on anti-malaria strategy;1

Aware of the harmful effects of malaria on productivity and socioeconomic development;

Noting that since the adoption of the regional anti-malaria programme,2 new factors have arisen, and in particular the adoption by the international community of the target of health for all by the year 2000 and the primary health care (PHC) approach;

Noting that the international community3 and the Regional Committee4 are urging that malaria control be intensified;

Aware of the financial burden that such control places on certain countries of the Region, 1. THANKS the Regional Director for his realistic report;

2. INVITES Member States to:

(i) rationalize malaria control by formulating national strategies that take account of epidemiological and ecological criteria, available resources, the PHC approach and the mechanisms of TCDC;

(ii) formulate their national strategies using, so far as possible, the outline contained in document AFR/RC30/18;

(iii) convey their strategies to the Regional Director by 15 January 1981, to enable him to formulate a realistic regional strategy;

(iv) give high priority to malaria control by stressing simple and inexpensive methods of case-finding, prevention and control and by immediately allocating to it the financial resources required;

(v) strengthen technical structures to improve the orientation, coordination and management of anti-malaria activities within a multisectoral and multidisciplinary framework;

(vi) intensify their collaboration with WHO and other institutions and bodies involved in health development;

3. REQUESTS the Regional Director to:

(i) submit to the thirty-session of the Regional Committee a revised regional strategy amended in the light of national strategies;

(ii) continue to collaborate with Member States in planning and implementing antimalarial activities focused on PHC, and in training the personnel required for this purpose;

(iii) promote technical cooperation between neighbouring countries and other countries involved;

(iv) step up research on all aspects of malaria control (chemoprophylaxis, biological control, etc.);

(v) make provision in future programme budgets for the funds required to implement the strategy (regular budget and extra-budgetary resources);

4. REQUESTS the Director-General and the Regional Director to make every effort to seek from the international community the extra-budgetary funds required to implement the regional anti-malaria strategy.
