Suggestions for Developing a Scale of Contributions Working Paper
In Part II of the Report of the Interim Commission, the Commission suggested, under item 12,2,6, "Scale of Contributions",1 that among the points -which should be considered in developing a scale of contri- butions were the followings
(a) Should a unit or a percentage scale be adopted?
(b) Can the United Nations scale be used as a basis for
assessing contributions of Members of WHO -who are members . of.the United Nations?
(c) How should Members of WHO -who are not Members of the United Nations be assessed?
(d) Should a maximum level of unit or percentage contribution be fixed and if so, i/vhat level?
(e) Should a minimum level of unit or percentage contribution be fixed and if so, -what level?
The present document and its appendix are presented as working papers to serve during the consideration of this subject. It is assumed that for purposes of simplicity a unit system : would be more adaptable to the needs of WHO, and at the same time, would relate closely to the percentage scale now being used by the United Nations.
The unit system has the following advantages:
1. Comparability with the percentage scale used by the United Nations.
2 . Flexibility in considering the obligations of non-United Nations governments;
3. Facility of adoption of scales of contribution for new members ;

4 . Flexibility for purposes of determining budgetary con-
• ' tributions.
It will be seen in the appended table that the United Nations percentage scale has been converted to a total of 12,015 units and that the total
units up to date for non-United Nations Members is set out as 608, thus giving a total of.12,623 units, if all the governments that signed the Constitution beconrer Members of the Wprld Health Organization, It should be noted that this latter figure is not fixed. For example, it would not include Associate Members, since their contribution can be added when they are admitted to the Organization»

In Part II of the Report of the Interim Commission, the
Commission suggested, under item 12.2.6, "Scale of Contributions", ^ that among the points which should be considered in developing
a scale of contributions were the following:
