Recognizing the crucial role uf training African personnel, in all fields and at all levels, in the economic and social development of African countries,
L He1comes the decision taken by the Ger.eral Conference of UNESCO at its thirteenth session (October-November 1964) and the recommendation made by the Scientific, Tec~nical and Research Commission of OAU at its second session (J-~;.uary 1965) regarding the La.:;os Plan established by the International Conference on the Organization of R~search and Training in Africa in relation to the Study, Conservation and Utilization of Natural Resources, organized and convened by ffi1BSCO in association with the Commission;

2. Invites member States:
(~) To include manpower plannin5 in the continuing formulation of their plans for economic and social development~
(b) To establish permanent machinery at the level of the central administration to supervise the implementation of policy relating to trainin~whetherthis is provided within the country within the region or outside the African continent, in the light of national preferences and plans and in liaison with the bodies responsible for economic and educational planning and, where appropriate, with the Commission, mr~sco,
the lLO, FAO and other s)ecialized agencies of the Dr.ited l'ra tiona;
countries.
