My main work during that year was concerned with my Secretaryship of the Malta Development Finance Cor
poration, a body set up by the Malta Chamber of Commerce to create a
development bank for Malta. My role as Secretary and Economic Consultant to the Corporation embraced all the activities attendant on the establi
shment of such a body.
In April 1964, 1T.A.T.0. awarded me a Research Fellowship to make a
comparative study of labour conditions within the Atlantic Alliance.
In October 1964? I was appoin
ted Lecturer in Economics at the Royal University of Malta. During the pre
vious year, I had acted as Tutor in Economic History. Also in October I was appointed Special Lecturer (Part-Time) in Commerce at the Malta College of Arts, Science and Technology.

versity) in Berlin a r ’ finished by taking the degree of "Diplomhandelslehrer",
teacher for commercial schools of all levels, in 1926. I continued my studies at thfc University of Breslau. There I got the degree of "doctor rerum politi- carum" (Dr. rer.pol.) in 1929- At the sane time I was a teacher in the Muni
cipal Commercial Schools of Breslau.
After the doctorate examination I began my preparations for a "Habilitation" as
a preparation for the university career.
It became impossible to reach this aim when the nazis came to power in Germany, During this period I remained a commer
cial teacher protected by the Chamber of Commerce of Breslau because I was one of the very few 'specialists for the pro
blems of industrial book-keeping. In January 1945 my wife and I succeeded in escaping from Breslau. In July 1945 we reached Brilon in Westphalia. There I was charged with the reestablishing of the "Kreisberufsschule" (vocational school of the country) in November 1945 5 I became the first headmaster of this school after the war. In April 1946 I was officially appointed to the "Kultur
abteilung" (later on "Kultusministerium") of the new German Government in Düssel
dorf. My special task was the reorganisa
tion of the training-system for the
teachers of Vocational schools. When the
"Berufspädagogische Akademie" (training college for such teachers) was opened later on in 1946 in Solingen I became a senior lecturer (Dozent) of sociology remaining

"Landesschulkonferenz" of Northrhine- Westphalia and took part as an official
counsellor in the discussions of the problerxs of a school-reforra.
In 1 9 5 2 I returned to university finishing my admission examination ("Habilitation")
and took up my lectuigs in the faculty for economic and social sciences of the Uni
versity of Cologne. In 1955 I was appointed extraordinary professor for
"tfirtschaf tspädagogik" (technical edu
cation) in the "Witschaftshochschule"
(commercial university) of Mannheim; in 1954- I got a chair (ordentliche Pro
fessur) in the same place. Since 1957 I have the chair (ordentliche Professur) for "Wirtschaftspädagogik" in the
"Wirtschafts- und Sozialwissenschaftlichen Fakultät" of the University of Francfort ; since the same date I am director of the Institute (Seminar) for technical educa
tion of this University.
Since several years I have occupied my
self with the consequences of the ar
ticles 118 and 128 od the Traty of Rome because they are the legal basis for the harmonization of technical education and vocational training in the EEC. In I9 6 I the Commission of the EEC has asked me for a study concerning the problems of technical education of young people. My study has been officially published in the four languages of the EEC (collec
tion studies, series social policy, nr.l, Bruxelles 1963) German title ; "Die be

Free Waldorf School until the suppression of the Rudolf Steiner institutions by the NS regime. During the Second World War he
received aviation training and was then engaged as an air pilot. From 1946 to
19 4 9 he studied sociology (laws, political economy) and graduated, his dissertation being a study about philosphy of laws, called "Die Bestimmung des Rechtes".
During this time he was a scientific assistant at the university of Heidel
berg. Later he became the assistant to the manager of labour and social affairs at an iron and steel mill in the Ruhr district. There he obtained knowledge about the situation of man placed in a technically highly civilized sphere of work.
In order to develop his ideas of educa
tion by way of a model, he took charge of the apprentice education department at Hibernia Chemie. On the basis of Waldorf
education,- he transformed the industrial education. - hitherto practised only in the field of technical specialization - in such a way that it became part of a general education according to age. At this point he was especially interested in how such a practical education was to be performed so that it would lead gradually from the playful engagement of a child up to the specialized abilities asked for in industrial finishing, this however in such a way that the marks of a child's playing : spontaneity, mobility, and independence, should not get lost.
Thus began an education out of which the Hibernia School came into existence, lead by Dr. Fintelmann.

I went to elementary school in different places of the Stuttgart area during the first post-war years, and completed secondary school ( G y m n a sium) in 1958. In ny free time I
devoted myself above all to music.
I learned to play the piano rather early, and later I went to the Music Academy for Youth (Jugendmusikschule)
of my homo-town, Giengen/Brenz in the Suabian Jura? there I learned to play on the violon and participated in orchestra arid choir concerts.
When studying at the teacher training college in Stutthart I chose music as my major subject. As a member of the Academic Orchestra of the Stuttgart Institute of Technology I took part
in various international student meetings in Germany and abroad. Before I started teaching I went to Geneva in order to improve my knowledge of Drench. As a teacher I worked with children of ele
mentary and lower secondary level, as well as in a special school for backward children. I taught music also in upper grades and conducted the school chorus.
Shortly before I left the teaching pro
fession I produced a musical play 'based on a Russian fairy-tale for which I had myself composed the music. It was done with ten-year-old boys and girls who made the performance a great success
by their candid and enthusiastic approach to the task.

cun de nos pays de génération en génération. Ces caricatures font obstacle aux efforts des profes
seurs d'histoire et de civisme pour créer une meilleure compré
hension des autres pays d ’Europe et de la famille européenne de nations dans son ensemble.
La recherche consisterait à évaluer et à compléter ces études en répartissant la substance sous des rubriques par pays et en pro
posant des méthodes éduc ci b i V G s spéciales permettant de faire disparaître les préjugés qui en résultent et qui sont souvent dus à d e s _attitudes de familles et de groupes.
Various unofficial surveys have been made in recent years of the negative caricatures of foreigners that persist in each of our countries from generation.
These are an impediment to the efforts of history and civics teachers to create a better under
standing of other European coun
tries and of the European family of nations as a whole.
The research would consist in appraising and supplementing these
surveys, distilling the essence from them under country headings and proposing how the resulting prejudices - often due to family and group attitudes - could be broken down by special educational methods.
It would be an advantage if the methodological part of the study
