PRINCIPLES GOVERNING MEASURES FOR THE PREVENTION OF TUBERCULOSIS
Report submitted by the Government of the Grand Duchy of Luxembourg
The technical services of the Ministry of Public Health advise that tuberculosis prevention should be based on the following principlesî
A. Case-finding
1. Establishment of a well-equipped network of dispensaries intended fort -- the examination of persons coming on own initiative,
- the examination of persons sent by medical practitioners,
- the examination of those in the immediate environment of a case which has been detected,
- follow-up of cases found in mass x-ray examination. ' 2. Mass x-ray services
A service intended to examine, if possible, all sections of the
population at definite intervals. These intervals should vary according to the occupations of those concerned. Persons whose age or occupation exposes them to infection should be examined at relatively short intervals. Thus, an annual examination should be planned for adolescents and those engaged in certain occupations particularly exposed to risk of infection.
3. School medicines
Tuberculin-testing of children in primary schools twice annually.
B. Follow-up work
Regular follow-up of tuberculosis patients when the disease has been brought under control or cured by;

(a) clinical and radiological examination,
(b) examination of sputa and gastric contents by means of culture and animal inoculation.
Surveillance of members of the family of patients or cured patients.
Surveillance and examination of school-children who recently became positive reactors to tuberculin.
Surveillance of children of (or in) delicate health.
Placement in a preventorium or holiday camp is advised for the last two categories *
С. Vaccination
Where BCG vaccination is not obligatory, its use should be encouraged by means of propaganda and financial aid.
The various measures advised above will be easier to apply on making use of the following means s
1» participation of voluntary organizations;
2. multiplication of direct contact with affected families through medico- social workers ;
3- propaganda and education of the public, and in particular of certain professions which can influence the public (teaching staff, etc.).
