P r e l i m i n a r y e s t i m a t e s su g g e s t t hat in 1 97 7 p r i m a r y e n e r g y r e q u i r e m e n t s of the O E C D r ose by 0. 9 a g a i n s t an i n c r e a s e in G DP of 3 . 5 % as c o m p a r e d w i t h 1976 (see T a b l e A). T h i s v e r y lo w r a t i o of e n e r g y g r o w t h to e c o n o m i c g r o w t h h e l d t r u e in e a c h of t he t h r e e m a i n a r e a s of the OECD. O n l y in t h e c a s e of E u r o p e can it be a t t r i b u t e d in part to s o m e w h a t m i l d e r t e m p e r a t u r e s a f f e c t i n g t h e y e a r on y e a r c o m p a r i s o n . On the b a s i s of t h es e p r e l i m i n a r y e s t i m a t e s f o r 1977, the e l a s t i c i t y of e n e r g y require' m e n t s to G D P g r o w t h is 0 . 5 2 for the 1 9 7 2 - 7 7 p e r i o d , a g a i n s t the 1 . 0 5 w h i c h a p p l i e d d u r i n g the 1 9 6 0 - 7 2 p er i od . T h e a p p a r e n t d r o p in t h e e n e r g y G D P r a t i o must, of c o ur se , be i n t e r p r e t e d w i t h c a u t i o n s i n c e t he r a t e of e c o n o m i c g r o w t h has b e e n v e r y l o w in r e c e n t y e a r s and its p a t t e r n a b n o r m a l . T h e r e c e s s i o n in h e a v y i n d u s t r y in m o s t c o u n t r i e s d u r i n g the p e r i o d may, for e x a m p l e , h a v e had a d i s p r o p o r t i o n a t e i mp ac t on e n e r g y r e q u i r e m e n t s .
2. 1 9 7 7 E N E R G Y S U P P L Y BY S O U R C E
O E C D oil r e q u i r e m e n t s rose by 2. 1 % in 1 97 7 r e f l e c t i n g an i n c r e a s e in d e m a n d of 4 . 9 % in the U n i t e d S t a t e s , and 4 . 4 % in J a p a n , and a d e c r e a s e of 2.9% in E u r op e.
O E C D coal c o n s u m p t i o n d e c r e a s e d by 2% w i t h d e c l i n i n g p r o d u c t i o n in E u r o p e and a coal m i n er s' s t r i k e in the U n i t e d S t a t e s t o w a r d s the end of the year.

N a t u r a l gas r e q u i r e m e n t s in the O E C D a r e a fell by 2 .1 % in 1977. R e q u i r e m e n t s d e c r e a s e d by 3 .5% in the U n i t e d S t a te s, and r o s e by 2. 2 % in E u r o p e and by 1 6 . 6 % in J a p a n .
E l e c t r i c i t y d e m a n d in the O E C D g r e w by 4.5%. W i t h n u c l e a r s u p p l i e s i n c r e a s i n g b y 22%, r e q u i r e m e n t s f o r t h e r m a l e l e c t r i c i t y i n c r e a s e d by o n l y 3.7%.

T h i s d e v e l o p m e n t r e f l e c t s , h o w e v e r , t h e h i g h p r i c e of e n e r g y r e a c h e d in the f i r s t q u a r t e r of t h e year. In E u r o p e and J a p a n , r e l a t i v e p r i c e s of e n e r g y fell s o m e w h a t d u r i n g the year.

M a j o r c o n c l u s i o n s e m e r g i n g from the t a b l e s
(i ) E n e r g y r e g u i r e m e n t s and e c o n o m i c a c t i v i t y
T h e r a t i o of e n e r g y c o n s u m p t i o n to GDP g r o w t h wa s 1.05 in the m a j o r O E C D c o u n t r i e s for the 1 9 6 0 - 7 2 pe r i o d . D u r i n g 1 9 7 2 - 7 7 it d r o p p e d to 0.52. A l t h o u g h th e s e r e s u l t s s h o u l d be t r e a t e d w i t h c a u t i o n , they are u n d e r p i n n e d s o m e w h a t b y the fact that, d u r i n g b o t h p e r i o d s , the r a t i o s for i n d i v i d u a l c o u n t r i e s m o s t l y c l u s t e r r o u n d the IEA and O E C D a v e r a g e s . T h e 1 9 7 2 / 7 7 o u t c o m e s u g g e s t s a total e n e r g y c o n s e r v a t i o n of m o r e than 200 m i l l i o n t on s of oil e q u i v a l e n t in 197 7 c o m p a r e d to e x p e c t a t i o n s on the b a s i s of the h i s t o r i c a l e n e r g y / e c o n o m i c a c t i v i t y ratio.
T h i s r e s u l t is c o n f i r m e d by c a l c u l a t i o n s b a s e d on r e g r e s s i o n e q u a t i o n s w h i c h p r o v i d e s i m i l a r results.
(i i ) S h i f t s in e n e r g y s o u r ce s
D u r i n g the 1 9 6 0 - 7 2 period, t h e r e w a s a s h a r p d r o p in the p r o p o r t i o n of e n e r g y s u p p l i e d from ha r d coal. B e t w e e n 1972 and 1977, n u c l e a r p o w e r p l a y e d an i n c r e a s i n g l y i m p o r t a n t role.
By the end of 19 7 7 the proportion of O E C D s u p p l y c o v e r e d b y i m p o r t s
had r i s e n to 36%. It had been onl y 3 3% in 1972. T h i s i n c r e a s e
is a c c o u n t e d f o r by oil i mp or ts .
