Women for the Afghan National Police Force – SDC initiative takes roots at the national level

Currently, there are over 95,000 policemen, but only less than 1,000 policewomen serving in the Afghan National Police Force, which accounts for around 1%of total police personnel. The main reasons for such a low number are mainly cultural and traditional constraints, adverse public opinion, and low salary.
In February 2010, the Ministry of Interior of the Islamic Repub-lic of Afghanistan announced that it would recruit 5,000 addi-tional women in the Afghan police force by 2014. The Af-ghanistan National Police Strategy, outlined in January 2010, clearly pledges to recruit 5,000 women over the next five years. According to the Ministry of Interior, the recruitment of more policewomen will facilitate the work of the police as they can search houses and suspicious places, because people do not allow male police to enter their homes and search women. Policewomen will mainly be posted at checkpoints to deal with male rebels dressed in burqas to avoid search by male police officers and pass through checkpoints.
SDC has been supporting LOTFA financially since 2003 and so far, it has contributed over $3.7 million Swiss francs, including the current phase (Phase 4) which will run until end of 2010.

The recruitment and training of policewomen had already started in 2003 as a result of the Law and Order Trust Fund for Afghanistan (LOTFA) in the Ministry of the Interior. The Swiss Agency for Development and Cooperation was among the first donors to announce its support for this project. As part of its activities, LOTFA helps the Govern-ment of Afghanistan to empower and enable policewomen to deliver policing services in communities, to reduce violence against women, and to promote security and peace in the country.
It is evident that security still remains one of the main challenges for the Government of Afghanistan. Over the past three years, the number of security incidents has been rising in many parts of the country. The government has been constantly struggling to find ways to improve security conditions.
Few women in Afghan National Police
Although the Afghan National Police (ANP) has expanded to meet government policy needs, concerns about the quality of the police continue to be raised. Among others, the recruitment, training and mainstreaming of women in the national police force remains a challenge.

LOTFA’s progress so far
Evaluation of the LOTFA project conducted in February 2009 revealed that the project has achieved its goals and made significant progress in ensuring an effective mechanism for the reliable payment of salaries. By rolling out the Electronic Payroll System (EPS) in all 34 provinces, the project has contributed to high accuracy in calculating workforce numbers and provided measures of control over recurrent costs. By March 2010, a total of 94,646 police personnel, that is 99.9% of the personnel recorded in the personnel database of the ANP, had
been enlisted and paid through the EPS. The initial establishment of EPS was funded by SDC.
SDC funded the Gender Mainstreaming component of LOTFA, which targeted the recruitment of 300 policewomen over three years (2006-2009), as well as incentive pay for them, estab-lishment of a gender unit at MoI, and replication of the Kabul family response units in 5 regional centres (Kandahar, Jala-labad, Herat, Mazar, and Kunduz) to deal with domestic violence, helping women gain access to security services in their public and private lives at the sub-national level.
The Law & Order Trust Fund for Afghanistan (LOTFA) was established jointly by the international community in May 2002 at the request of the Government of Afghanistan for the purpose of receiving donor contributions and channelling them through the Treasury Department of the Ministry of Finance for re-imbursement of expenditures involved in supporting and developing the national police force.

The notebooks have been distributed by the SDC partners in their project activity areas whereas the calendar has been mainly distributed to school teachers and some of our partners. On March 16, 2010, the Swiss Agency for Development and
Cooperation (SDC) celebrated Nowruz, the Afghan New Year (solar year 1389), with its local and international partners and media representatives, in Kabul.
SDC has always valued the local culture and traditions of its partner countries and is contributing to reviving and preserving Afghan art and culture. As stated in last year’s calendar, SDC believes Afghanistan’s long and diverse history of art and culture is part of its unique wealth.
To promote Nowruz, SDC invited an Afghan researcher in literature and filmmaker, who spoke about the Nowruz celebrations and their history at the event. Famous Afghan musicians were invited to play rubab and tabla (drum).
At the event, SDC also launched its Afghan Calendar for the year 1389 and notebooks for primary school students. It is the second year in a row that SDC has published the Afghan Calendar but it is the first time it has produced notebooks, which have been donated to students.
