REPORT OF THE REGIONAL COMMITTEE 37

1. APPROVES these proposals, to come into effect from 1973;

2. ADOPTS the following amendments to the Rules of Procedure:

LANGUAGES Rule 21

Chinese, English and French shall be the official languages, and English and French the working languages, of the Committee.

Rule 22

Speeches made in either of the working languages shall be interpreted into the other working language and into Chinese.

Speeches made in Chinese shall be interpreted orally into both wo rking languages.

Rule 23

Any representative may speak in a language other than the official languages. In this case he shall himself provide for interpretation into one of the working languages. Interpreta- tion into the other working language and into Chinese by an interpreter of the Secretariat may be based on the interpreta- tion given in the first working language.

Rule 24

All resolutions, recommendations and other decisions of the Committee shall be drawn up in both working languages.

WPR/RC23.R7 DISINSECTION OF AIRCRAFT The Regional Committee,

Having considered the report of the Regional Director on disinsection of aircraft,l

1. THANKS the Regional Director for his report;

2. NOTES that most of the countries and territories in the Region require aircraft disinsection on all international flights and will accept vapour disinsection should it be recommended by WHO;

3. RECOMMENDS that the Regional Director prepare an updated situation report for each country if the World Health Assembly takes action to affirm support for vapour disinsection after the ICAO and WHO report is published, and

4. REQUESTS that the Regional Director report to the twenty- fourth session of the Regional Committee in the event develop- ments so warrant.

WPR/RC23 • R8 DRUG DEPENDENCE The Regional Committee,

Recalling resolution WPR/RC22.R7 on drug dependence adopted by the twenty-second session of the Regional Committee for the Western Pacific of WHO; and

Taking note of resolution WHA25.62 which "urges Member States to initiate and/or increase their efforts to promote programmes of education, epidemiological studies, prevention, treatment and rehabilitation, and research;".

Taking note of the following regional proposals dealing with the control of drug abuse and dependence: Working Group on Measures for the Prevention and Control of Drug Abuse and

Dependence (WPRO 7301) and the Group on Health Education Programmes for Young People Concerning Drug Abuse (WPRO 7302), contained in the Proposed Programme and Budget Estimates for 1974;

Aware of the lack of information on the nature, extent of drug dependence and on the availability of treatment and rehabi- litation centres in the Region;

Noting the possibility of assistance available from the United Nations Fund for Drug Abuse Control,

1. REQUESTS the Regional Director to formulate for submission to the Director-General a proposal, for possible financing by the United Nations Fund for Drug Abuse Control and/or other appropriate bodies, for a pilot study in selected countries in the Region which could form the basis for a long-term programme to determine:

(1) the epidemiology of drug abuse in the Region, including basic attitudes toward drug abuse; the drugs of abuse; how they are abused; who abuses them, and whether there are changes in the patterns of abuse;

(2) the availability of treatment, including rehabilitation and research, facilities in the Region;
