DRAFT FIR S T REPORT OF THE COMMITTEE ON PROGRAMME AND BUDGET

The Committee on Programme and Budget held its first, second, third, fourth and fifth meetings on 6, 10 and 11 May 19&5, under the chairmanship of

D r A. L. Mudaliar (India), On the proposal of the Committee on Nominations,^

D r R. Geric (Yugoslavia) wa s elected Vice-Chairman and D r V. M. V o v o r (Togo) Rapporteur. However, D r Vo v o r being unable to attend all meetings of the

Committee, Mr N. Ekh a h Nghaky (Cameroon) was elected Rapporteur to succeed D r Vo v o r upon his departure.

Duri ng the course of its fourth and fifth meetings the Committee decided to recommend the following resolutions for adoption by the Eighteenth W o r l d Health Assembly:

1. Development of the Malaria Eradication Programme The Eighteenth Wo r ld Health Assembly,

Having considered the report of the Director-General;2

Noting that the population of the areas in the maintenance and

consolidation phases freed from the risk of endemic malaria now amounts to about

millions or

per cent, of the population of the originally malarious areas of the world;

Noting the progress that has bee n made in pre-eradication programmes and the stimulus these programmes have given towards the development of a network of rural health services in the countries concerned;

A ppreciating the steps that have been taken to intensify investigations w i t h a v i e w to determining the means of fully interrupting the transmission of malaria in p r o b l e m areas;

Rec o g n i z i n g that, as malar i a ceases to constitute a public health p r oblem in a country, there is still a need for constant vigilance and for an awareness of the danger of re-establishment of the disease,

1. URG E S go vernments undertaking pre-eradication programmes to give priority to the co untry-wide development of a network of rural hea lt h services to

su stain the m a l a r i a eradication programme;

2. URG E S in ternational agencies and governments providing bilateral assistance to give priority support to meet the extensive needs of such programmes, p a r t ic ul ar ly in the training of personnel and the provision of supplies;

3i .■ R EQU E S T S the Director-General to bring up to date his report on the

■financial part of the -study of'the mal aria eradication programme carried out in accordance w i t h p ar agraph 4 of resolution WHAl6.2j5, for submission to a future H e a l t h Assembly, bringing out the need for continued assistance from WH O during the ma in te n a n c e phase of mala r ia eradication programme;

4* REQ UESTS the Director-General to increase the amount of the budget for re se a r c h w i t h a v i e w to intensifying investigations for determining the means of fully interru pt in g the transmission of malaria in .problem areas;

5. UR G E S g ov ernments of countries wh i c h have reached an advanced stage in their mala r i a eradication programmes to take steps to encourage or ensure the collabo r a t io n of all medical and heal t h personnel in vigilance against the r e - e s tá bl is hm en t of the disease; and

6. URGE S g o v ernments of all countries to ensure adequate teaching on both the clinical and public health aspëcts of malaria and requests the

co-operation of universities and schools of medicine and public health in this regard.

amending the International Sanitary Regulations in particular wi t h respect to disinsecting of Ships and Aircraft

and Appendices 3 and 4: Forms of the International Certificates of Vaccination or Revaccination against Yellow Fever and against Smallpox

The Eighteenth World Health Assembly,

Considering the need for the amendment of certain of the provisions of the International Sanitary Regulations;

Having regard to Articles 2(k), 21(a) and 22 of the Constitution of the World Health Organization,

- ARTICLE I

In the following articles .and in Appendices 3 and 4 of the International Sanitary Regulations, there shall be made the amendments listed below:

1. E v e r y ship or aircraft leaving a local area where transmission of malaria or other m o s q uit o- bo rn e disease is occurring,, or where insecticide resistant mosquito vectors of disease are present, shall be disinsected under the control of the health au t h o r i t y as near as possible to the time of its departure but in sufficient time to avoid, delay ing such departure.

2. O n arrival in an area where malaria or other mosquito-borne disease could deve lop fr om imported vectors, the ship or .aircraft mentioned in paragraph 1 of

~4his Article- m a y ••be-^li-sinseeted- if--the-heal^h'-authority-’is not s a t isfied w i t h the disins ect ion carried out in accordance w i th paragraph 1 ~f this Article or it finds live mos quitos on board.

3- T h e States concerned m a y accept the disinsection in flight of the parts of the aircraft w h i c h can be so disinsected.

ARTICLE II

1. The perio d of v al idity of an International Certificate of Vaccination, or Re v a c c i n a t i o n against Y el l o w Fe ve r issued before the entry into force of these Ad d iti o nal Regulations is hereby extended from six years to ten years.

2„ Upo n the ent ry -i nto-force of these Additional Regulations, the form of

C e r t i f i c a t e of V a c c i n a t i o n or Revaccination against Smallpox set forth in Appendix 4 of the Interna tio n a l Sanitar y Regulations m ay continue to be issued until the first day of J a n u a r y 19^7 • A certificate of vaccination so issued shall thereafter conti nu e to be val id for the period for wh ich it was previously valid.

ARTICLE III

T h e period provided, in execution of Article 22 of the Constitution of the O r g a n i z a t i o n for r ej ection or reservation shall be three months from the date' of the n o t i f i c a t i o n b y the D i rec t or-General of the adoption of these Additional

ARTICLE IV

Th e s e Additional Regula ti on s shall come into force on the first day of J a n u a r y 1966.

ARTI C LE V

The f o l l o w i n g final provisions of the International Sanitary Regulations shall a p p l y to these Additional Regulations: paragraph 3 of Article 106, paragraphs 1 a nd 2 and the first sentence of paragraph 5 of 107 j
