AFRICAN EDUCATIONAL DEVELOPMENT

Resolution 45(IV) adopted fry the Commission at its 73rd "FloaCfy "Llw^tin^,"' oh 28 February 1962

Having examined the final report of the Conference (UNESCO/ED/l8l) of African

States on the development of education in Africa convened jointly by UNESCO and/the. Economic Commission for Africa which was held at the headquarters of the Commission, in Addis Ababa, 15-25 May, 1961;

Recalling General Assembly resolution 1717 (XVI); '

Realizing that the planned and co-ordinated development of education

constitutes one of the key factors of the economic and social develop

ment of African countries;

Commending UNESCO for the action it has undertaken in this respect;

1. Takes note with satisfaction of the decision of the conference and of the Outline of the plan for the development of education in Africa

established by the African States at this conference, which determines on a long-term basis for a period of 20 years and on a short-term basis for the

period 1961-1965? the objectives and priorities in this field;

2. Draws particularly the attention of members and associate members of the Commission to the financial implications of the Outline and invites them to contribute the necessary resources for the development of education in their countries in conformity with the general objectives of the short- term plan put forward in the Outline;

3. Expressed its conviction that the pressing appeal launohod by tho

General Assembly of the United Nations in resolution 1717 (XVI) will

ensure the financial and technical assistance necessary for the

implementation of National Education Plans in Africa)

4. Expresses its satisfaction with tho measures taken "by UNESCO to convene in co-operation with the Economic Commission for Africa a

meeting of African Ministers of Education to "bo held in March 196*2 with

a view to;

(a) reviewing the national education plans within the framework

of economic and social development;

(b) analyzing current education "budgets in relation to the .;

objectives established at tho Addis Ababa conference;

5a Invites UNESCO to continue vigorously its aotion in this field and, in particular, to convene in 1963 in association with the Economic

Commission for Africa and in conformity with General Assembly resolution 1717 (XVI) another conference of African States to roiflLew the implementation, costs and targets of the plan adopted by the conference and to analyze

national educational programmes with a view to assisting the integration

of these programmes in over—all national development plans-
