Having examined the Preliminary Progress 3eport on Community Development and Economic Development submitted by t~e Secretariat of the C.ommission (ljl/CN.l4/l44), and the section of the Commission's Programme of Work and Priorities for 1962-1963 dealing with community development;

Con.sidering that community development, by endeavouring to in- ouloate in populations an attitude favourable to progress, to induce them to, embrace new ways of life and of production, and to stimulate them to effort, can and should not only raise their level of living within their communities but also oontribute, to the eoonomio and sooial

development, and especially the rural development, of their oountries by creating conditions favourable to the work of technicians ~nd by the formation of capital;

1. Expresses its satisfaction with the section of the Programme of Work and Priorities dealing with oommunity development, social wel- fare and allied activities, and with the work done by the Standing Committee on Social ;relfare and Community Development at its first session;

(i1) Studies are made of the various approaches to community development, and of the means.. of increasing.its praotio".

(iii) Studies are also made of organization and planning and of the possibility of including oommunity develop- ment in a development plan;

(iv) In dealing with rural housing, the Commission shall give priority to self-help bUilding within community development,and assist in the establishment of train- ing centres for promoters of a type of low-cost rural housing;

(v) The Commission shall not only continue its programme of sub-regional training oourses but shall also assist countries to organize their own national training programmes;

(vi) The Commission shall take steps to assist governments, at their request, to compile their national community development programmes.

4. Requests the Executive Secretary to report to the Commission on those aotivities at its next session.
