The 'Economic Commission for Africa,
Recalling its resolutions 86(V) of 2 March 1963 and
ioo(JI)
of 29February 1964
on
economic integration in Africa,Noting the statement of the Executive Secretary on Economic Integration in Africa (EVCN.14/L.273); the report of the Chairman of the sixth session of the Commission (EVCN.14/L.223) and the document on the setting-up of working parties (E/CN.14/L.244),
Noting the resolution of the Summit Conference of the Independent African States in Addis Ababa in 1963 on the establishment of a free trade area, payments union and clearing system and common external tariff in Africa and the relevant decisions of the ~eads-of State and Government of the Organization-of African Unity in this regard,
Inspired by the acceptance by both developed and developing countries of General Principle ten of the Final Act of the Uni.t.ed Nations Confer- ence on -Ti-~de and Development 'held in Geneva in 1964 'which supports the promotion of economic integration among developing countries,
Noting the declarations of member States at the seventh session on the need for concrete steps to be taken towards the desired goal of economic integration in Africa,

Conscious cf t~e notable efforts which have been made towards
economic cc-operation jn Africa, at both regional and sUb-regional levels, most especially ~he East African Common Market, Senegal, Niger and Chad Basin Commissions; the economic co-operation institutions in the Magbreb ,
the Equatorial Africa Customs Union and the West Africa"sub-region at the Bamako Conference,
Bearing in IDL~d the establishment of the African Development Bank and the Eccncmio Development Institute as important institutions for eCOnomic integration,
Convinced tha t-tlw ·s€>t.t.ing up ..o.f· insti tuti.on.al framework for eccn o->
mic integration wlll accelerate the attain~ent of the objective cf an African Common Market,
1. Recommends to the member States of the Cornm~ssibh to set up at an early date at the sub-regional levels inter-governmental machinery charged with respon8lbilities for the harmonization of aconomic and social development in the sUb-region taking into account the experience of 3imiHir an st i,tutional' arrangements:l.nside and outside Africa;
2. Regues_~~ the Executive Secretary to provide as early as posslble ass: stance fcr the establishment of the inter-governmental. machinery at the invita tien of the Governments,
3. . - - - .Recommerds that inter-governmental consul ta tions should be under···,
taken as soon as possible, SO that within the next six months the appropriate mach:nery could be set up;
