FORTY-FOURTH WORLD H E A L T H A S S E M B L Y Provisional agenda item 26.1
A S S E S S M E N T OF BELIZE R e p o r t b y the D i r e c t o r - G e n e r a l
F o l l o w i n g the accession of Belize to m e m b e r s h i p of W H O , the D i r e c t o r - G e n e r a l recommends that the H e a l t h A s s e m b l y should establish an assessment rate for that M e m b e r .
1. B e l i z e , a M e m b e r of the U n i t e d N a t i o n s , b e c a m e a M e m b e r of the W o r l d H e a l t h Organization b y depositing w i t h the Secretary-General of the U n i t e d N a t i o n s a formal instrument of acceptance of the W H O Constitution o n 23 A u g u s t 1 9 9 0 .
2. It is accordingly n e c e s s a r y for the Health A s s e m b l y to establish the rate of assessment of Belize in W H O for 1990-1991 and future financial p e r i o d s . The p r i n c i p l e was laid down in r e s o l u t i o n W H A 8 . 5 , and c o n f i r m e d in r e s o l u t i o n W H A 2 4 . 1 2 , that the latest available U n i t e d N a t i o n s scale of assessments should be u s e d as a b a s i s for d e t e r m i n i n g the scale of assessments to be u s e d b y W H O . The a s s e s s m e n t of Belize h a s b e e n fixed b y the U n i t e d Nations G e n e r a l A s s e m b l y at the m i n i m u m rate of 0.01% in the U n i t e d Nations scale of a s s e s s m e n t s .
3. W h e n considering the a s s e s s m e n t rate for the financial p e r i o d 1 9 9 0 - 1 9 9 1 , the Health Assembly w i l l w i s h to take into consideration resolution W H A 2 2 . 6 , in w h i c h the
Twenty-second W o r l d H e a l t h A s s e m b l y d e c i d e d "that from 1968 n e w M e m b e r s shall b e assessed in accordance w i t h the practice followed b y the U n i t e d Nations in a s s e s s i n g n e w M e m b e r s for their y e a r of a d m i s s i o n " .
4 . In accordance w i t h this p r a c t i c e , and since Belize a c c e d e d to m e m b e r s h i p of W H O on 23 A u g u s t 1 9 9 0 , the 1990 assessment w i l l need to b e r e d u c e d to one-ninth of 0 . 0 1 % . 5. In the light of the above c o n s i d e r a t i o n s , the H e a l t h A s s e m b l y m a y w i s h to consider the adoption of a r e s o l u t i o n along the following lines :

23 A u g u s t 1990;
Noting that the U n i t e d Nations General A s s e m b l y , in resolution 4 3 / 2 2 3 , e s t a b l i s h e d the a s s e s s m e n t of Belize at the rate of 0.01% for the y e a r s 1989 to 1991;
Recalling the principle established in resolution W H A 8 . 5 , and c o n f i r m e d in resolution W H A 2 4 . 1 2 , that the latest available U n i t e d Nations scale of assessments should b e used as a b a s i s for dotermining the scale of assessments to b e u s e d b y WHO;
Recalling further that the Twenty-sixth W o r l d Health A s s e m b l y , in r e s o l u t i o n W H A 2 6 . 2 1 , affirmed its belief that the scale of assessments in WHO should follow as closely as possible that of the U n i t e d Nations；
DECIDES:
(1) that Belize shall b e a s s e s s e d at the rate of 0.01% for the financial period 1 9 9 0 - 1 9 9 1 and future financial periods；
(2) that one-ninth
Belize's a s s e s s m e n t relating to the y e a r 1990 shall b e r e d u c e d of 0 . 0 1 % . 一
