The Regional Committee,

Following its review and detailed discussion of the report of the Regional Director on the work of WHO in 1977;

Noting that the work of the Regional Office during the past year was in accordance with the new programme policies and guidelines laid down by the Regional Committee;

Noting that all Member States have committed themselves to the primary health care approach and the principles of the expanded programme on immunization, particularly through the use of resources for cooperation among countries of the Region;

Noting with satisfaction that the Regional Office is cooperating effectively with financial instructions and other development agencies,

1. APPROVES the clear and concise report of the Regional Director;

2. CONGRATULATES the Regional Director and ENCOURAGES him to continue along the same lines;

3. REQUESTS the Regional Director to continue and expand the Regional research programmes;

4. REQUESTS the global and regional levels of WHO to abide by the official channels of communication, particularly in the management of all aspects of the research programme in the African Region;

5. INVITES Member States to give high priority to the establishment of national health councils or similar bodies;

6. REQUESTS the Regional Director to ask the Director-General to continue to seek ways of increasing extra-budgetary resources.
