The present Information Document provides a
brief
overview of the background, objectives, approach and resultsof
the second OCPStaff
Seminar, heldin
Ouagadougou between 14 and 18 March 1988.1.
BackgroundThe 1988 OCP
Staff
seminar was calIed by Director OCPpartly
as a follor^r-up to the Financiat Management Seminar heldin
March 1987, andpartly in
orderto
providean opportunity
for
seniorstaff of
the progrsmmeto jointly
discuss and agree upon anumber
of
necessary modificationsto
the Planof
Operationsfor
thethird
Financial Phase, 1986-L991, as reflected separatelyin
document JpC9.5.In its
eighth sessionin
Novembec 1987, the Joint Programme Committee (JpC) discussed the rapid spreadof
resistanceto
temephos which had been encountered by OCP during the earlypart of
1987. The necessary purchaseof
additional and moreexpensive quantities
of
insecticldes, coupled with the severelogistical
problemsencountered as a
result of
the Programme's larger operational area, had 1edto
asevere
financial
cash-f1ow problemfor
OCP. As aresult,
the March 1!BJ FinancialManagement Seminar was organized
in
orderto
mobilize the collective experience ofall
senior programmestaff
with a viewto
:(a) identify practical
cost reduction opportunities(b) sensitize Progranme
staff to
the gravefinancial situation
facing gCp, and thus(c)
increase productivity and overall cost-effectivenessof all
programmeoperations.
By the middle
of
1987 the priceof B.t.
H-14 had been reduced by 4317u,
a resultof
more competitive bidding and an appeal by the Director-Generalof
liHOto
the chemical companies concerned.fn

ivermectin was registered wj-th the French regulatoryauthorities.
The extremely promising resultsof
theivermectin trials
carried out in1987 ana 19BB 1ed senior
staff of
OCP, aswell
as the Expert Advisory Committee, to concludethat
a supplementary meansof
controlof
onchocerciasis hras now availableto
the Programme. Certain modificationsto
the Planof
operationsfor
the third Financiat Phase (1986-1997) therefore became indispensable, since the opportunity offered by ivermectin woutd have bothfinancial,
organizational and human resourceimplications.

Ob.iectivesAgainst the above background, the specific objectives defined by Director QCP
for
the March f988 Staef Seminar vrere as follows:(a) To review the Plan
of
Operationsfor
the three remaining yearsof
the thlrd Financial Phase(i.e.
1989, L99O and 1991), including estimatesof
cost and resource requirements,in
viewof
the additional neansof
control offered byivermectin;
(b) To review the implementation
of
the recommendations made during the lp$l Financial Management Seminar,in
orderto
ensurethat
those proposals which had contributedto
inproved productivity and cost-effectiveness weremaintained and pursued.
3 Approach and results
The 19BB seminar was held
in
Ouagadougou between 10 and 14 March 1988, andinvolved some 40 members
of
OCP's senior technical and administrativestaff
from thefield
and from headquarters.The
first
three days were oriented towards modificationsto
the Plan ofOperations, and took the form
of
a seriesof
group work and plenary discussions. Twoworking groups were set up and presented with a number
of specific
technical issues and questions coveringlarviciding
cessationcriteria,
reinvasion zones and relatedactivities,
entomological surveillance,larviciding tactics in
extension areas,research, increased use
of
ivermectj.n, resource requirementsfor
EpI, andadministrative support
activities.
A consensus "blueprint" was as a
result
workedout,
which subsequently provided the inputto
the modificationsto
the Planof
Operations. The proposals presentedseparately
to
JPCin
docunent JPC9.$ therefore represent modifications developedthrough, and exchange
of
views and ideas among, the seniorstaff of
the Programme,and, equally important, are modifications which have the
full
commitmentof
the wholeof
OCP behind them.The remaining two days
of
the Seminar hrere geared towards folIow-upof
the 1987Financial Management seminar, as
well
as briefings and discussions withfield staff of
a numberof
administrative and managerial arrangementsin
the Progranme.The foIlow-up presented
in all
89 specific recommendations and ideas from 1987which either had been
fully or partially
implemented,or
were under active considera-tion
by the responsiblestaff
concerned. The recommendations were distributed into broad areas as follows:1l
issuesrelating to aerial
operations and vector control;20 reconmendations dealing
with
"cache" replenishmentof larvicide
andfuel;
13recommendations
relating to
administrative support andfinancial
mattersi 27 recommendations pertainingto
the vehiclefteet
and the garages; and 14recommendations concerning entomological and epidemiological surveillance.
4.
Lessonsfor
the futureThe organization
of
annualStaff
Seminarsoffers
a unique opportunity for Director OCPto
sensitize senior Progrnmmestaff to
the various new developnents andkey issues facing OCP, and these events have therefore by now become a standard
feature
of his
Eanagement approach.I

The focus and issues considered on
this
annual occasionwill
be adaptedto
theparticular
situation prevailingat
any given pointin
time. Consequently, the 1987seminar was oriented
to
the very serious cash-flow problem which had developed byearly 1987, and
all
resources were mobilizedto identify practical
recommendationsfor
cost reductions. The 1988 seminar, on the other hand, was mainly usedto
benefit from theparticipants' collective
and accumulated experience and knowledge ingenerat,ing a consensus "blueprint"
for
nodificationsto
the Planof
Operations for thelast
three yearsof
thethird
Financial phase.The format
for
the 1989 seminar has not yet been deterroined. The lessonslearned from previous years
