1-Market conditions in 2005
Birth of the carbon marke t
The European Union Allowances trading scheme (ETS) was implemented on 1st Januar y 2005 under the leadership of the European Directive imposing an 8% reduction on CO 2 emissions by the end of 2012 in the framework of the application of the Kyoto Protocol . Thi s emerging market enables companies (12 000 installations representing 2 billion tonnes o f CO2) subjected to the Directive to better manage their non-compliance risk . With power producers being obligated to have allowances corresponding to their real emissions, CO 2 prices have become one of the fundamentals of the electricity market, almost as important a s fuel prices .
The price of the CO2 allowance on Powernext Carbon, the spot market launched on 24 Jun e 2004, reached a high of 28 .93 € on 11 July, and its value has fluctuated between 20 and 23 € since then . The spot market price is much correlated with the price of the different maturitie s listed on the European Climate Exchange (ECX) futures market . As both spot and future s markets share the same underlying, the price differential is equivalent to the cost of carry , with all things being equivalent, i .e . the short-term interest rate . Powernext Carbon prices and those of the December 2005 maturity have logically converged towards the end of the year . As far as the price of the December 2008 maturity is concerned, it is well below the level o f the spot price and that of previous maturities, which partly showcases the uncertaintie s hovering over the CO2 Trading System and the Kyoto Protocol's second phas e implementation, as well as over the certificates of emission reduction arising from projec t mechanisms (CDM or JI) included in the ETS .

Price evolution on the power market in 200 5
Powernext Day-AheadTM and Powernext Futures TM prices have clearly been oriented upwar d in 2005 . On Powernext Day-AheadTM, the baseload average price was established at 46 .67
€/MWh, and the peakload price at 56 .88 €/MWh versus 28 .13 €/MWh and 33 .71 €/MWh respectively in 2004, which represents an increase of more than 60% .
Powernext Day-AheadTM first registered several price spikes at the beginning of March, the n at the end of June, and finally at the end of November with a record of 154 .763 €/MWh on the baseload and 254 .9686 €/MWh on the peakload on 28 November .
Despite these spikes, the price average annual volatility ' remains comparable with the 200 4 figure with 25% on the baseload and 37% on the peakload .

On Powernext Futures TM , the calendar 2006 price started a rising trend in February . After a temporary calm between July and October, it shot back up in November to reach the record level of 57 .55 €/MWh.

As far as the monthly and quarterly maturities are concerned, the second semester of 200 5 proved to be far more expensive than the first one but also than the second semester of 2004 . The baseload December 2005 contract has closed at 67,53 €/MWh, that is to say more tha n twice the last closing price of the December 2004 contract .
The volatility is measured by the standard deviation of absolute price variation from one day to the other , expressed in percentage.

Whereas the year 2004 was close to seasonal norms, 2005 saw more extreme condition s especially temperature-wise, as well as an aggravation of the drought situation . Harsh col d periods were first registered in February-March, and afterwards from the end of November t o the end of December with temperatures greatly inferior to seasonal norms . On the other hand, the end of spring and the beginning of summer were mostly warm and dry . As far as the beginning of the autumn is concerned (September and October), it proved to be a lot milder than usual .

In 2005, weather conditions have played a more important role in the evolution of Powernext Day-AheadTM 's prices than in 2004 . The discrepancy between the day-ahead forecast of th e
Powernext Weather France index and its 30-year average proved especially well correlate d with Powernext Day-AheadTM's prices in 2005 . The correlation with Powernext Day - AheadTM's prices is negative and strong during winter time, positive and strong during summer time . There is however in general only a weak relationship between temperature and electricity prices during the interval periods between seasons except if temperatures are really very different from seasonal norms, as observed last October for example .

If it is widely known that meteorological data have an influence on short-term electricit y market prices, they are also one of the fundamentals of the CO2 allowances market via the electricity generation mix . As a matter of fact, a drought leads to a decrease in hydrauli c generation to the benefit of higher CO2-generating production means . In this respect, the drought which affected southern Europe is a factor of tension on the CO2 price at th e European level . From the same point of view, the peakload production capacity implemente d during harsh winters comes from thermal units producing a lot of CO2 .
Electricity production and consumptio n
Two electricity consumption records were broken on 26 January and on 28 February 2005 , caused by the very harsh winter that crossed France towards the beginning of the year . Power consumption was also relatively high in June because of much higher temperatures than th e seasonal average . Yet, it was lower than usual in October because of a milder start of autumn . It finally shot back up in November and in December because a higher domestic househol d heating usage .

After a sustained call to conventional thermal production means for help facing the cold snap at the beginning of the year, the nuclear production took over from April on to reach ver y high levels, i .e . 85% of the total production in August . The hydraulic production also went up in April and in May before retrieving to a historically low level . The total 2005 hydrauli c power production was notably down 13% compared to 2004 because of a particularly sever e drought observed during the year . Conventional thermal power production increased sharply starting in October .

The situation at the borders
The balance of electricity physical trades between France and its neighbouring countrie s measures the availability of power within the system . This balance remained positive throughout the year, except on 28 February when France found itself in a net buying position during two-third of the day, and at the end of December when it imported power for a fe w hours on 20, 21, 22 and 30 December . The import situation was closer to normal during th e
second part of the year, and reached a record level in December.
In general, the exports remained close to their 2004 levels while the imports sharpl y increased, especially from Germany which balance with France is net importer for the secon d consecutive year .

In accordance with the European Rule 2003-1228, since 1 st January 2006, the management o f interconnections is harmonised on the borders with the U .K ., Belgium, Germany, Italy an d Spain thanks to the implementation of annual, monthly and daily explicit auctions .
The price offuels
There was, in 2005, a climate of heavy tension on the price of energy commodities, main fuel s of electricity production in Europe, mostly because of the political context in the Middle East, but also because of the bad weather conditions over the Gulf of Mexico and the increasin g concerns over the availability of fossil energy in a context of sustained demand and globa l warming .
On the ICE FUTURES BRENT, the price of a futures contract increased by 66% from th e beginning of the year to 1 st September, when the highest value was reached . The price of

natural gas also increased sharply, especially during the last quarter of the year . Finally, th e price of coal lightly decreased, but still remained at historically high levels .
Even if the conventional thermal production only represents an average of 10% of the tota l power production in France, the fuel price increase is a crucial factor in determining the pric e of electricity on Powernext Day-AheadTM and Powernext FuturesTM , especially during the winter's peak periods when this type of production is called upon to provide the balanc e between consumption and production . Moreover, the persistence of fossil fuel's high prices i s
a factor in the increase of medium term electricity prices .
The notion of substitution between fuels is equally crucial for the comprehension of CO 2 market mechanisms . When technically possible, this substitution allows keeping i n perspective the fuel cost and the result of emissions relevant to each production mode . A s such, the decrease in coal prices might result in a more intensive utilisation of thi s combustible heavy producer of carbon dioxide, and consequently a higher tension on the CO2 market .

Volumes traded on Powernext in 2005 reached 82 052 517 MWh, or 19 670 274 MWh fo r Powernext Day-AheadTM and 62 382 243 MWh on Powernext Futures TM, which represented a tripling of volumes in comparison with the 2004 figures . On Powernext Day-AheadTM, the volume increase from 2004 to 2005 represented 39% with an end of the year particularl y active since a monthly volume high was registered in December with 2 072 694 MWh .

Powernext Day-AheadTM nPowernext FuturesTM
The volume increase on Powernext Futures TM was yet more pronounced as the trading volum e was multiplied by 5 between 2004 and 2005 . The monthly and quarterly maturities were th e most traded products as they represented more than 80% of the total trades (in MW) . The most traded profile was clearly the baseload which accounted for more than 70% of the tota l trades .
On Powernext Carbon, the volume increasing trend was stronger towards the end of the yea r and the start of the delivery periods for the futures contracts . A total of 4 372 000 tonnes o f CO2 were traded in 2005, or a daily average of 33 891 tonnes, which made Powernext th e most active CO2 spot market in Europe . This extremely favourable trend was confirmed at th e beginning of 2006 with a daily record of 326 000 tonnes traded on 16 January 2006 .

4- Liquidity on the power marke t
The liquidity on Powernext Day-AheadTM and Powernext FuturesTM kept asserting itself as rising market volumes guarantee greater trade fluidity . As far as Powernext Day-AheadTM i s concerned, the liquidity of an auction is also measured by its resiliency, i .e . the market capacity to absorb an additional order without sensibly changing the clearing price2.

In 2005, an additional 100 MW inelastic order on each hour of the day resulted in an averag e variation of 93 cents on the balance price . For a 50 MW order, the resiliency index was 4 8 cents . During the price spike periods, the resiliency deteriorated significantly because of th e uncertainty hovering over the market's clearing price . If these periods are not taken into account, the resiliency registered at 60 cents for 100 MW and 30 cents for 50 MW in 2005 . On Powernext FuturesTM, a continuous market supported by two quotation providers, th e liquidity is measured by the size of the bid/ask spread and the depth of the order book . In 2005, the average spread per maturity type was recorded as follows :

As it is the case on Powernext Day-Ahead TM, the liquidity on Powernext FuturesTM deteriorated during periods when prices became strongly volatile . The bid/ask spread widene d considerably at the beginning of summer and towards the end of the year .

1-Les conditions de marché en 2005 La naissance du marché du carbon e
Le Système d'Echanges de Quotas de l'Union Européenne (ETS) est entré en vigueur le l er janvier 2005 sous l'impulsion de la Directive européenne imposant une réduction de 8% de s émissions de CO2 d'ici à la fin 2012 dans le cadre de l'application du protocole de Kyoto . C e marché naissant permet aux entreprises soumises à la directive, soit 12 000 installation s représentant 2 milliards de tonnes de CO2, de mieux gérer leur risque de non-conformité . Le s producteurs d'électricité étant désormais tenus de détenir les quotas correspondants à leur s émissions, le prix du carbone est ainsi devenu une des données fondamentales du marché d e l'électricité, quasiment de même importance que le prix des combustibles .
Sur Powernext Carbon, marché au comptant lancé par Powernext le 24 juin dernier, le prix du quota de CO2 a atteint un plafond à 28,93 € le 11 juillet dernier puis a évolué entre 20 et 23 E . Le prix du marché au comptant est très corrélé avec celui des différentes échéances cotées sur le marché à terme European Climate Exchange (ECX) . Les deux marchés, comptant et terme , partagent en effet le même sous jacent, le différentiel de prix, toutes choses égales par ailleurs, se ramenant au coût de portage, c'est-à-dire au taux d'intérêt court terme . Le prix de Powernext Carbon et celui de l'échéance Décembre 2005 ont logiquement convergé à la fin de l'année . Quant au prix de l'échéance Décembre 2008, il se situe bien en-dessous du pri x comptant ainsi que du prix des échéances antérieures, ce qui illustre en partie les incertitude s qui règnent encore sur la mise en oeuvre de la deuxième phase du Système d'Echanges d e Quotas et du protocole de Kyoto ainsi que sur la prise en compte des crédits de réductio n d'émission provenant des mécanismes de projets (MDP ou MOC) dans le système ETS .

'évolution des prix sur le marché électrique en 200 5
Les prix sur Powernext Day-Ahead TM et Powernext FuturesTM ont été très nettement orienté s à la hausse au cours de l'année 2005 . Le prix moyen de la base s'est élevé à 46,67 €/MWh et
celui de la pointe à 56,88 €/MWh sur Powernext Day-AheadTM contre respectivement 28,1 3
€/MWh et 33,71 €/MWh en 2004, ce qui représente une augmentation de plus de 60% .
Powernext Day-AheadTM a connu plusieurs épisodes de pics de prix, au début du mois d e mars tout d'abord puis à la fin juin et enfin à la fin du mois de novembre avec un record à
154,763 €/MWh en base et 254,986 €/MWh en pointe le 28 novembre .
Malgré ces pics, la volatilité annuelle moyenne des prix reste cependant tout à fai t comparable à celle enregistrée en 2004 à 25% en base et 37% en pointe .

Sur Powernext FuturesTM, le prix du contrat annuel 2006 a amorcé une tendance haussière e n février . Après s'être stabilisé entre juillet et octobre, il est reparti nettement à la hausse e n novembre pour atteindre le niveau record de 57,55 €/MWh à la liquidation le 30 décembre . Entre le 3 janvier et le 30 décembre, le contrat Cal 2006 a augmenté de 70% en base et e n pointe .

Les conditions climatique s
Alors que l'année 2004 avait affiché des conditions climatiques proches des normale s saisonnières, 2005 a connu des conditions plus extrêmes du point de vue des température s notamment ainsi qu'une aggravation de la situation de sécheresse . Des périodes de froi d intense ont été enregistrées d'abord en février-mars puis de fin novembre à fin décembre ave c des températures bien inférieures aux normales saisonnières . En revanche, la fin du printemp s et le début de l'été ont été particulièrement chauds et secs . Quant au début de l'automn e (septembre et octobre), il s'est avéré bien plus doux qu'habituellement .

Les conditions climatiques ont joué un rôle plus déterminant dans l'évolution des prix d e Powernext Day-AheadTM en 2005 qu'en 2004 . L'écart entre la prévision pour le lendemain de l'indice Powernext Weather France et sa moyenne sur 30 ans s'est en effet avér é particulièrement bien corrélé avec les prix de Powernext Day-Ahead TM en 2005 . L a corrélation avec les prix de Powernext Day-Ahead TM est négative et forte en périod e
hivernale, positive et forte l'été . Il y a en revanche généralement peu de lien entre températur e et prix de l'électricité au cours des saisons intermédiaires sauf si les températures son t vraiment très différentes des normales saisonnières, comme on a pu le constater en octobr e dernier par exemple .

Si les données météorologiques influent notoirement sur le prix de marché de l'électricité à court terme, elles sont également un des fondamentaux du marché des quotas d'émission d e CO2 par le biais du mix de production électrique . En effet, la sécheresse entraîne un e diminution de la capacité de production hydraulique au profit de modes de production plu s générateur de gaz carbonique . A cet égard, la sécheresse qui a affecté cette année le sud d e l'Europe est un facteur de tension sur le prix du CO2 à l'échelle européenne . De même, le s capacités de production de pointe mises en oeuvre lors des grands froids sont des capacité s thermiques classiques fortement émettrices de CO2 .
La production et la consommation d'électricité
L'hiver très rude qu'a connu la France en début d'année a entraîné deux records d e consommation d'électricité le 26 janvier et le 28 février 2005 . La consommation a égalemen t été relativement élevée en juin sous l'effet de températures largement supérieures à l a moyenne saisonnière . En revanche, le mois d'octobre a été marqué par une consommation e n retrait du fait d'un début d'automne particulièrement clément . Enfin, la consommation es t repartie fortement à la hausse en novembre et en décembre notamment sous l'impulsion d'un recours accru au chauffage de la part des consommateurs domestiques .

Après un appel soutenu au thermique classique pour faire face à la vague de froid du début d e l'année, la production nucléaire a pris le relais à partir du mois d'avril pour atteindre de s niveaux très élevés représentant 85% de la production totale en août . La productio n hydraulique est également repartie à la hausse en avril et mai avant de se replier pour atteindr e un niveau historiquement bas . En cumul sur l'année 2005, l'électricité d'origine hydrauliqu e accuse une baisse notable de 13% par rapport à 2004 en raison de la sécheress e particulièrement sévère observée en 2005 . L'électricité thermique classique est repartie trè s vivement à la hausse dès le mois d'octobre .

La situation aux frontières
Le solde des échanges physiques d'électricité entre la France et les pays transfrontalier s mesure la disponibilité de l'électricité au sein du système . Le solde est demeuré positif tout a u long de l'année sauf au cours de la journée du 28 février au cours de laquelle la France s'es t retrouvée importatrice nette pendant les deux tiers de la journée ainsi qu'à la fin du mois d e décembre où le solde a été importateur quelques heures par jour les 20, 21, 22 et 30 décembre . La situation des imports est redevenue proche de la normale au cours du deuxième semestr e pour atteindre un niveau record au mois de décembre .
De façon générale, les exportations sont restées à un niveau proche des niveaux de 2004 alor s que les importations ont nettement progressé et ce particulièrement en provenanc e d'Allemagne dont le solde avec la France est importateur net pour la deuxième anné e consécutive .

Conformément au Règlement Européen 2003-1228, la gestion des interconnexions es t harmonisée depuis le ler
janvier 2006 sur les frontières avec l'Angleterre, la Belgique, l'Allemagne, l'Italie et l'Espagne grâce à la mise en place d'enchères explicites aux horizon s de temps annuel, mensuel et quotidien .
Le prix des combustibles
L'année 2005 s'est déroulée dans un climat de forte tension sur le prix des matières première s énergétiques, principaux combustibles de la production d'électricité en Europe, notamment d u fait du contexte politique au Moyen-Orient mais aussi des fortes intempéries sur le Golfe d u Mexique et de la préoccupation grandissante sur la disponibilité des énergies fossiles dans un contexte de demande soutenue et de réchauffement climatique .
Le prix du contrat à terme sur le Brent d'ICE FUTURES a ainsi augmenté de 66% entre l e début de l'année et le sommet de l'année atteint le ler septembre. Le prix du gaz naturel a également fortement progressé avec une très nette augmentation au cours du dernier trimestre . Le charbon, enfin, a amorcé une légère décrue mais demeure à des niveaux de pri x historiquement élevés .

Même si la production thermique classique ne représente en moyenne que 10% de l a production d'électricité totale en France, l'augmentation du prix des combustibles est u n facteur de tension du prix de l'électricité sur Powernext Day-AheadTM et Powernext Futures T M notamment lors des périodes de pointe hivernale où le recours à ces moyens de production es t déterminant car ils permettent le bouclage de l'équilibre consommation / production . La persistance de prix élevés sur les combustibles fossiles est de plus un facteur d'augmentatio n
des prix de l'électricité à moyen terme .
La notion de substitution entre combustibles est également fondamentale pour l a compréhension des mécanismes du marché du CO2 . Lorsqu'elle est possible techniquement, cette substitution permet de mettre en regard le coût du combustible et le bilan des émission s propre à chaque mode de production . Ainsi, la baisse des prix du charbon laisse augurer d'un usage plus intensif de ce combustible fortement émetteur de gaz carbonique et donc d'une tension sur le marché du carbone .

Les volumes négociés sur Powernext en 2005 s'élèvent à 82 052 517 MWh dont 19 670 27 4 MWh sur Powernext Day-AheadTM et 62 382 243 MWh sur Powernext Futures TM, ce qui représente un triplement des volumes par rapport à 2004 . Sur Powernext Day-AheadTM, l'augmentation de volume d'une année sur l'autre représente 39% avec une fin d'anné e particulièrement active puisqu'un volume mensuel record a été atteint en décembre ave c 2 072 694 MWh .

La croissance des volumes sur Powernext FuturesTM est encore plus marquée puisque le volume de négociation a été multiplié par 5 entre 2004 et 2005 . Les échéances mensuelles e t trimestrielles sont les plus traitées puisqu'elles représentent plus de 80% des transaction s réalisées (en MW) . Le profil le plus négocié est très nettement la base qui recueille plus d e 70% des négociations .
Sur Powernext Carbon, l'augmentation des volumes s'est accélérée à l'approche de la fin d e l'année et de l'entrée en livraison des contrats à terme . Au total, ce sont 4 372 000 tonnes d e CO2 qui ont été négociées en 2005, soit 33 891 par jour, ce qui fait de Powernext Carbon l e marché spot le plus actif en Europe . Cette tendance extrêmement favorable s'est confirmée e n ce début d'année avec notamment un record quotidien à 326 000 tonnes négociées le 1 6 janvier 2006 .
