AGREEMENT WITH THE INTERNATIONAL OFFICE OF EPIZOOTICS
The Director-General has the honour to inform the Health Assembly that on 4 and 8 August i960 an exchange of letters took place between the World Health Organization and the International Office of Epizootics in order to establish the basis for the relations between these two organizations.
The text of this exchange of letters is submitted to the Health Assembly for approval, in accordance with Article 70 of the Constitution, and is attached to this document.^"
The following draft resolution has been drawn up for consideration, should the Health Assembly approve the terms of this exchange:
"The Fourteenth World Health Assembly,
Having considered the principles to govern the relations between the International Office of Epizootics and the World Health Organization set out in an exchange of letters of 4 and 8 August i960,
APPROVES the exchange of letters establishing the relations between these two organizations."

LETTER DATED 4 AUGUST I960 FROM THE DIRECTOR-GENERAL OF THE WORLD HEALTH ORGANIZATION TO THE DIRECTOR OF THE
INTERNATIONAL OFFICE OF EPIZOOTICS
"I have the honour to refer to the conversations held between the
representatives of the International Office of Epizootics and the World Health Organization concerning the institution of formal relations between our two organizations.
Pursuant to these conversations, I would therefore propose that the following provisions should govern the relations between the International Office of Epizootics and the World Health Organization.
Co-operation and Consultation
1. To facilitate the accomplishment of their respective tasks as set forth-in the Constitution of the World Health Organization and in the International Agreement for the creation of the International Office of Epizootics signed in Paris on 25 January 1924, the World Health Organization, hereinafter referred to as "WHO", and the International Office of Epizootics, hereinafter referred to as "OIE", agree to act in collaboration and to keep each other informed on matters of common interest, particularly those concerning zoonoses.
Reciprocal Representation
2. Representatives of WHO shall be invited to attend the sessions of the Permanent Committee and Regional Conferences of OIE and to participate without vote in the deliberations of these bodies with respect to items on their
agenda in which WHO has an interest.
Representatives of OIE shall be invited to attend the meetings of the World Health Assembly and the Executive Board of WHO and to participate with-
out vote in the deliberations of these bodies with respect to items on their agenda in which OIE has an interest.
4. Appropriate arrangements shall be made by agreement between the Director- General of WHO and the Director of OIE for participation of WHO and OIE in other meetings of a non-private character convened under their respective
auspices which consider matters in which the other organization has an interest.
Annex I
Exchange of Information and. Documents
5. Each organization agrees to keep the other informed concerning projected activities and programmes of work in which there may be mutual interest.
6. Subject to such arrangement as may be necessary for the safeguarding of confidential material, exchange of technical documents shall be made between WHO and OIE.

LETTER DATED 8 AUGUST I960 FROM THE DIRECTOR OF THE INTERNATIONAL OFFICE OF EPIZOOTICS TO THE DIRECTOR - GENERAL OF THE
WORLD HEALTH ORGANIZATION
"I have the honour to refer to the conversations held between the
representatives of the International Office of Epizootics and. the World Health Organization concerning the institution of formal relations between our two organizations, and to your letter dated 4 August 1960.
The International Office of Epizootics agrees on its part that the follow- ing provisions should govern the relations between the World Health Organization arid Itself;
