Co-operation with UNESCO in the fundamental education project in Haiti
(Working paper)
In response to a request from UNESCO, the Interim Commission of the World Health Organization at i t s fifth session authorized the appointment of a medical officer and a sanitary engineer to serve in the Pilot Project in Fundamental Education which UNESCO proposed to undertake in Haiti, For this purpose the Interim Commission authorized a budget allocation of $22,ООО.1
The UNESCO Pilot Project was discussed with representatives of the Pan American Sanitary Bureau in Washington on 22 April 1948 and i t was agreed that the proposed financial commitments night prove inadequate and that a thorough joint survey of the area was desirable. This opinion was communicated to the Director-General of UNESCO-
On 9 June the Director-General of UNESCO informed the Executive Secretary of certain difficulties which might be expected to affect the Pilot Project.-. These included bad communications, laçk of a safe wa.ter-supply and the possibility that the Marbial Valley, the proposed site of the project, might

be unsuitable for agricultural development.
UNESCO therefore considered as essential prerequisites to the implementation of the scheme:
( 1 ) Certain measures by the Haitian Government to facilitate the carrying out of -the Project;

( 2 ) A broader survey of the area by experts from WHO and РАО working with the UNESCO Consultant now stationed in Haiti,
It was intended that this survey should load to the preparation of a more detailed working-plnn and budget, covering the activities of the Project for perhaps the first five years of its operation, and to negotiations with the Haitian Government to establish a suitable administrative and legal framework for the Project.

The Government of Haiti and РАО were advised of this conclusion and their co-operation was requested.
In the light of the above facts, the Committee on Relations may wish to recommend to the Health Assembly that i t consider the appointment of an expert to carry out a preliminary survey, lasting approximately two months, of the situation in the Marbial Valley from the point of view of health and sanitation. This appointment would be made with the understanding that the survey would lead to the preparation of a detailed working-plan and budget
