The forty- seventh session of the Executive Board was held at WHO headquarters, Geneva, from 19 to 29 January 1971, under the chairmanship of Dr B. Juricic, with Dr B. D. B. Layton and Dr J. Anouti as Vice - Chairmen. The Rapporteurs were Dr S. Bédaya -Ngaro and Dr V. P. Vassilopoulos. The list of members and other participants, and the composition of the committees, will be found in Annex 1. The Board adopted the 64 resolutions contained in this volume.
The Standing Committee on Administration and Finance, in the course of 10 meetings beginning on 11 January, considered the items falling within its terms of reference as laid down by resolution EB46.R1. In addition to the Standing Committee's own members, a number of other members of the Board and their alternates and advisers attended its meetings in accordance with resolution EB46.R16. The Board's report on the proposed programme and budget estimates for 1972 and related matters is issued separately as Official Records No. 190.

EB47.R5 Salaries for Professional and Ungraded Categories of Posts The Executive Board,
Having examined the report of the Director -General 2 on salaries and allowances for professional and ungraded categories of posts, including the annexed report of the International Civil Service Advisory Board;
and
Noting that the General Assembly of the United Nations has approved an 8 per cent. increase in gross salary scales for the professional and ungraded categories, after consolidation of two classes of post adjustment into the base scales, effective 1 July 1971,
RECOMMENDS to the Twenty- fourth World Health Assembly the adoption of the following resolution regarding the remuneration for the ungraded posts:
The Twenty -fourth World Health Assembly,
Noting the recommendations of the Executive Board with regard to remuneration of staff in the ungraded posts,
1. CONCURS in the recommendations of the Board; and in consequence
2. ESTABLISHES the salary for the post of the Deputy Director -General at US $44 500 before staff assessment, resulting in a revised net salary of US $28 850 per annum;
3. ESTABLISHES the salary for the Assistant Directors -General and Regional Directors at US $39 150 before staff assessment, resulting in a revised net salary of US $26 132.50 per annum;
4. NOTES that, consequent upon the revision of salary rates for these officials, appropriate revision will be made of the post adjustment rates; and
5. DECIDES that these adjustments in remuneration shall be effective from 1 July 1971.

Considering that it is desirable to avoid making additional assessments on Members for the year 1971,

Having considered the Director -General's report on the use of the Executive Board Special Fund in 1970;
RECOMMENDS to the Twenty- fourth World Health Assembly the adoption of the following resolution:
The Twenty- fourth World Health Assembly, Recalling resolutions WHA7.24 and EB15.R59;
Having considered the recommendations of the Executive Board on the Executive Board Special Fund, and
Noting that the amount of $100 000, being the established level of the Fund, has been expended for the purchase of cholera vaccines and fluid for rehydration in cholera on account of cholera outbreaks in some Member States of the Organization,
L CONCURS with the Director -General's recommendation to bring the Executive Board Special Fund to its established level of $100 000 by transferring this amount from miscellaneous income available at 31 December 1970; and
2. AUTHORIZES the Director -General to transfer $100 000 from miscellaneous income available at 31 December 1970 to the Executive Board Special Fund to reimburse the Fund for the expenditure incurred for cholera outbreaks in 1970, thereby bringing the credit in the Fund to its established amount of $100 000.

Recalling resolution WHA19.7 on the Revolving Fund for Teaching and Laboratory Equipment for Medical Education and Training,
1. CONSIDERS that the policies and conditions governing the operation of the Fund are satisfactory;
2. DECIDES that the Fund should be continued and maintained at the present level, which is $400 000;
and
3. REQUESTS the Director -General, whenever in his opinion circumstances warrant, to submit to the Executive Board proposals for possible revision of the level and financial arrangements of the Fund and of the conditions governing its use.

Having considered the estimates included in Official Records No. 187, Annex 4, for personnel and other services to be financed from the Special Account for Servicing Costs, and the report of the Executive Board thereon; and
Recalling resolution EB37.R26 noting the establishment of the Special Account for Servicing Costs and its uses in accordance with the report submitted to the Board at its thirty- seventh session,2 which enables the Director -General, as needs arise, to use the funds at his discretion,
1. NOTES that the provision for the support services required for programmes to be carried out from sources other than the regular budget and the Technical Assistance component of the United Nations Development Programme will need to be adjusted to take account of the nature and scope of such pro- grammes; and
2. RECOGNIZES that the Director -General is responsible for providing the support services to be financed from the Special Account for Servicing Costs essential for the effective implementation of the programmes to be carried out from sources other than the regular budget and the Technical Assistance
component of the United Nations Development Programme.

Noting that, unless payment is received from Bolivia before the Twenty -fourth World Health Assembly, convened for 4 May 1971, it will be necessary for the Assembly to consider, in accordance with Article 7 of the Constitution and the provisions of paragraph 2 of resolution WHA8.13, whether or not its right to vote should be suspended at the Twenty -fourth World Health Assembly;
Recalling that resolution WHA16.20 requests the Executive Board " to make specific recommendations, with the reasons therefor, to the Health Assembly with regard to any Members in arrears in the payment of contributions to the Organization to an extent which would invoke the provisions of Article 7 of the Consti- tution ";
Noting that Bolivia has not fulfilled the conditions accepted by the World Health Assembly in resolution WHA15.9; and
Expressing the hope that Bolivia will arrange for payment of its arrears before the Twenty -fourth World Health Assembly, so that the provisions of Article 7 of the Constitution need not be invoked by the Health Assembly,
1. URGES Bolivia to arrange payment of its arrears before the Twenty -fourth World Health Assembly, convened for 4 May 1971, thus fulfilling the conditions previously accepted by the World Health Assembly for the settlement of its arrears;
2. REQUESTS the Director -General to communicate this resolution to Bolivia and to continue his efforts to obtain payment of its arrears;

Having considered the report of the Director -General on Members in arrears in the payment of their contributions to an extent which may invoke Article 7 of the Constitution;
Noting that, unless payment is received from the Dominican Republic before the Twenty- fourth World Health Assembly, convened for 4 May 1971, it will be necessary for the Assembly to consider, in accordance with Article 7 of the Constitution and the provisions of paragraph 2 of resolution WHA8.13, whether or not its right to vote should be suspended at the Twenty- fourth World Health Assembly;
Recalling that resolution WHA16.20 requests the Executive Board " to make specific recommendations, with the reasons therefor, to the Health Assembly with regard to any Members in arrears in the payment of contributions to the Organization to an extent which would invoke the provisions of Article 7 of the Consti- tutionff.
Noting that the Dominican Republic has made no payment to the Organization in respect of its assessed contributions since 4 May 1966 and further noting that, as a result, the Dominican Republic is in arrears for the balance of its 1965 contribution and for the full contributions for the years 1966 to 1970;
Noting that the Dominican Republic has indicated to the Twenty -first, Twenty- second and Twenty - third World Health Assemblies that it intended to make payment of its arrears, without result; and
Expressing the hope that the Dominican Republic will arrange for payment of its arrears before the Twenty -fourth World Health Assembly, so that the provisions of Article 7 of the Constitution need not be invoked by the Health Assembly,

The Executive Board,
Having considered the report of the Director -General on Members in arrears in the payment of their contributions to an extent which may invoke Article 7 of the Constitution;
Noting that, unless payment is received from Haiti before the Twenty -fourth World Health Assembly, convened for 4 May 1971, it will be necessary for the Assembly to consider, in accordance with Article 7 of the Constitution and the provisions of paragraph 2 of resolution WHA8.13, whether or not its right to vote should be suspended at the Twenty -fourth World Health Assembly;
Recalling that resolution WHA16.20 requests the Executive Board " to make specific recommendations, with the reasons therefor, to the Health Assembly with regard to any Members in arrears in the payment of contributions to the Organization to an extent which would invoke the provisions of Article 7 of the Consti- tution ";
Noting that Haiti has not fulfilled the conditions accepted by the World Health Assembly in resolution WHA1 9.29, while having made partial payments; and
Expressing the hope that Haiti will arrange for payment of its arrears before the Twenty -fourth World Health Assembly, so that the provisions of Article 7 of the Constitution need not be invoked by the Health Assembly,
1. URGESHaiti to arrange payment of its arrears before the Twenty- fourth World Health Assembly, convened for 4 May 1971, thus fulfilling the conditions previously accepted by the World Health Assembly for the settlement of its arrears;
2. REQUESTS the Director -General to communicate this resolution to Haiti and to continue his efforts to obtain payment of its arrears;
3. REQUESTS the Director -General to submit a report on the status of contributions from Haiti to the Ad Hoc Committee of the Executive Board which is to meet prior to the discussion on arrears in contributions by the Twenty -fourth World Health Assembly; and
4. REQUESTSthe Ad Hoc Committee to consider the circumstances relating to the arrears of Haiti, should this Member, at the time of its meeting, still remain in arrears in the payment of its contributions to an extent which may invoke Article 7 of the Constitution, and to submit to the Twenty -fourth World Health Assembly on behalf of the Board such recommendations as it deems desirable.

EB47.R24 Proposed Effective Working Budget Level for 1972 The Executive Board,
Having examined in detail the proposed programme and budget estimates for 1972 submitted by the Director -General in accordance with the provisions of Article 55 of the Constitution;
Considering the comments and recommendations on the proposals made by the Standing Committee on Administration and Finance; and
Being concerned at the large increase in assessments on Members for 1972 which will follow the implemen- tation of the increase in professional salaries,
1. TRANSMITS to the Twenty- fourth World Health Assembly the programme and budget estimates as proposed by the Director -General for 1972 1 together with its comments and recommendations; 2
2. REQUESTS the Director -General to review the programme and budget having regard to the discussions at the Executive Board and to report to the Health Assembly on the practicability of amending the programme in such a way as to reduce the total expenditure required; and
3. RECOMMENDS to the Health Assembly that it approve an effective working budget for 1972 of $82 805 000, subject to such reduction as may prove possible in the light of the Director -General's report.
