The twenty-first session of the Executive Board was convened in accordance with resolution EB20.R'25, adopted by the Board at its twentieth session.
In accordance with the instructions of the Board, the minutes of the Board and
those of its Standing Committee on Administration and Finance have been sent in
mimeographed form to Member governments.In this volume the resolutions are reproduced in the serial order in which they were adopted by the Executive Board. However, in order to facilitate the use of the volume in conjunction with the Handbook
of Resolutions and Decisions, they have been grouped by title in the table of contents under the subject- headingsof the Handbook. There has also been added, beneath each resolution, a reference to the section of the
Handbook containing previous resolutions on the same subject. The fourth edition of the Handbook -which is indexed both by subject and by resolution symbol- contains most of the resolutions adopted up to and including the Tenth World Health Assembly and the twentieth session of the Executive Board.

Executive Board Special Fund : Emergency assistance to Ceylon
The twenty -first session of the Executive Board was held in the Palais des Nations, Geneva,
from 14 to 28 January 1958, under the chairmanship of Sir John Charles, with Dr Dia E. El- Chatti and Dr P. E. Moore as Vice -Chairmen. Dr Hafez Amin and Dr A. da Silva Travassos were elected Rapporteurs. The list of members and other participants is given in Annex 1 and the membership of committees and working parties in Annex 2.
At this session (the agenda for which appears on page 1), the Board adopted the resolu- tions contained in this volume.
The Standing Committee on Administration and Finance 1 held nine meetings, beginning on 8 January, and considered the items falling within its terms of reference as laid down by
resolution EB16.R12.The report of the Board on these items, incorporating the examination and recommendations of the Standing Committee as well as the Board's own examination and recommendations, is published separately as Official Records No. 84.
The Standing Committee on Non -governmental Organizations 2 held two meetings, at which it considered new applications from organizations for admission to official relations and carried out the biennial review of organizations already in relationship. Its report will be found in Annex 11.

APPOINTS Dr C. Díaz -Coller as a member of the Committee on Malaria Eradication for the duration of his term of office on the Executive Board, in addition to Sir John A. Charles, Dr M. Jafar, Lt -Col.
C. K. Lakshmanan and Professor N. N. Pesonen, already members of the Committee; and
2.
DECIDES that, if any member of this committee is unable to attend, his successor or the alternate member of the Board designated by the government concerned, in accordance with Rule 2 of the Rules of Procedure of the Executive Board, shall participate in the work of the Committee.

EB21.R9 Executive Board Special Fund : Emergency Assistance to Ceylon
The Executive Board,
Having noted the request of the Government of Ceylon for urgent assistance in combating epidemics likely to arise as a result of the floods which have recently stricken Ceylon;

Considering that this situation constitutes an emergency as defined in Article 28 (i) of the Constitu- tion, and qualifies for assistance from the Executive Board Special Fund under the terms of resolution EB15.R59; and
Having considered the report of the Director -General on the emergency assistance provided to Ceylon from the Executive Board Special Fund and his report on additional assistance required;
1.
NOTES with approval the actions taken by the Director -General in collaboration with the Chairman of the Executive Board to provide assistance to the Government of Ceylon from the Executive Board Special Fund, the estimated cost of which would not exceed US $11 500; and
2.
AUTHORIZES the Director -General to provide the additional assistance requested by the Government of Ceylon, from the Executive Board Special Fund, provided that the cost of that assistance, added to the assistance described in paragraph 1 above, shall not exceed US $20 000;
3.
RECOMMENDS to the Eleventh World Health Assembly that it adopt the following resolution : The Eleventh World Health Assembly,
Having noted the action taken by the Executive Board at its twenty -first session to provide emergency assistance in an amount not exceeding US $20 000 from the Executive Board Special Fund to the Government of Ceylon;
Considering that the amount used from the Executive Board Special Fund has to be replaced to bring the fund to the amount of US $100 000, as established by resolution WHA7.24 of the Seventh World Health Assembly; and
Noting that there is a sufficient cash balance available in the Assembly Suspense Account to replace the amount used from the Special Fund,
AUTHORIZES the Director -General to transfer the amount necessary to reimburse the Executive Board Special Fund from the cash balance of the Assembly Suspense Account, taking into account any reimbursement of these costs received from the Government of Ceylon, thereby bringing the credit in the Fund to its established amount of US $100 000.

Having noted resolution 665 C (XXIV) adopted by the Economic and Social Council at its twenty - fourth session concerning a forecast of the scope and trend of programmes and expenditures of the United Nations and the specialized agencies during the period 1959 -1964;
Noting the functions and powers of the Economic and Social Council as provided in Articles 62 and 63 of the Charter of the United Nations;
Having considered the report of the Director - General on this subject; 2 Considering Article 28 (g) of the Constitution;
Recalling the resolutions 3 in which the Health Assemblies considered that the general programme of work covering a specific period provided a broad general policy that will serve as an appropriate framework for the development of detailed annual programmes; and
Recognizing that it is not possible to determine precisely the cost of future programmes,

CONSIDERS that the general programme of work covering a specific period, adjusted if necessary to the period referred to in the resolution of the Economic and Social Council, provides the most appro- priate and practical forecast of the scope and trend of the future programme of WHO;

Believing that co- ordination of all resources and efforts for malaria eradication is essential for the eventual success of the programme; and

Malaria Eradication Special Account The Executive Board,
Considering the request of the World Health Assembly, in resolution WHA10.32, that the Board and the Director - General " take definite and specific steps with a view to obtaining contributions to the Malaria Eradication Special Account from all possible sources so as to enable the Organization to provide increased assistance towards achieving world -wide malaria eradication ";
Having considered the report of the Director - General on the Malaria Eradication Special Account;
Considering that the programme of malaria eradication has now been developed; 2
Considering that, thanks to a few contributors, funds are at present available in the Special Account sufficient to finance malaria eradication activities planned to be carried out by the Organization during 1958, although funds are not yet in the Account to meet such costs in 1959 and future years; and
Recognizing that the success of the malaria eradication programme depends on the energetic pursuit of planned activities over a considerable number of years,
1.
THANKS the donors whose contributions to the Special Account have made it possible for the malaria eradication programme to get under way;
2.
EXPRESSES the hope that governments will make voluntary contributions to the Special Account;
3.
REQUESTS the Director -General to take such steps as are necessary, including adequate publicity, to obtain funds for the Special Account from governmental sources and from other sources such as founda- tions, industry, labour organizations, institutions or individuals;

RECOMMENDS to the Eleventh World Health Assembly that it adopt the following resolution : The Eleventh World Health Assembly,
Having considered resolution EB21.R41 of the Executive Board,
1.
REAFFIRMS the decisions of the World Health Assembly concerning the need for and method of obtaining funds for the Malaria Eradication Special Account, as reflected in WHA10.32;

2. RECOMMENDS to the Twelfth World Health Assembly the convening of a special ad hoc committee
of the whole for the purpose of announcing pledges to the Special Account for 1960, the Director - General in the meantime to continue to try to obtain contributions from governments and other sources to the Special Account;
5.
DECIDES to study further steps relating to fund -raising for the Malaria Eradication Special Account at its twenty- second session.

Status of Collections of Annual Contributions and of Advances to the Working Capital Fund The Executive Board,
Having considered the report of the Director -General on the status of collections of annual con- tributions and of advances to the Working Capital Fund as at 31 December 1957;
Noting with satisfaction that the payments in respect to the 1957 assessments have been better than in prior years and that all active Members have paid their advances to the Working Capital Fund; and Noting that, unless payments are received before the opening of the Eleventh World Health Assembly from Bolivia, Cuba, Ecuador and Uruguay, those Members will be subject to the provisions of paragraph 2 of resolution WHA8.13 of the Eighth World Health Assembly,
1.
URGES those Members to liquidate their arrears before the opening of the Eleventh World Health Assembly;
2. REQUESTS the Director - General to communicate to those Members the contents of this resolution; and
3. FURTHER REQUESTS the Director - General to submit to the Eleventh World Health Assembly a report
on the status of annual contributions and of advances to the Working Capital Fund, with particular reference to those Members, if any, which are subject to the provisions of paragraph 2 of resolution
WHA8.13 of the Eighth World Health Assembly.

Having examined the report by the Director - General on the status of the Publications Revolving
Fund,1
NOTES with satisfaction the revenue from the sale of WHO publications;

Noting that, after reserving a sum of $19 000 recommended to be used as casual income for the 1959 budget, and a sum of $27 584 to cover the estimated cost of printing Volume II of the International Classification of Diseases, there remains a balance of $89 607,
RECOMMENDS that the Eleventh World Health Assembly adopt the following resolution : The Eleventh World Health Assembly,
Having considered the recommendation of the Executive Board relating to the withdrawal of funds not needed in the Publications Revolving Fund,
AUTHORIZES the transfer of $89 000 from the Publications Revolving Fund to Miscellaneous

The Executive Board,
Having considered the terms of reference of the Standing Committee on Administration and Finance as laid down in resolution EB16.R12 and a proposal made by the Standing Committee to expand them,
DECIDES that the terms of reference of the Committee shall include the review of the status of the Publications Revolving Fund in addition to those set forth in resolution EB16.R12.

UNICEF /WHO Activities The Executive Board,
Having considered the report of the Director -General on the developments in activities assisted jointly with UNICEF,
Having noted a report from the representative of UNICEF on the collaboration between the two agencies, that no UNICEF activities in the field of health are either proposed or undertaken without the prior technical approval of the World Health Organization; and
Noting that UNICEF plans to assist the malaria eradication programme to the amount of between
$7 000 000 and $8 000 000 in 1958, in 1959 and 1960,

NOTES the report of the Director -General;

NOTES with satisfaction that UNICEF continues to regard its support to the programmes of basic maternal and child health services, including environmental sanitation where appropriate, communicable - disease control, malaria eradication, and nutrition as different approaches leading to improvement of maternal and child health;
3.
EXPRESSES the hope that the UNICEF Executive Board will continue to give maximum assistance for malaria eradication in the future;
4.
WELCOMES the proposed expansion of UNICEF's aid to nutritional activities and to integrated maternal and child health projects; and
5.
EXPRESSES its satisfaction with the continued close and effective collaboration between the two organizations.
