EB26.R15 Assistance to the Republic of the Congo (Leopoldville)

The Executive Board,

Noting the report of the Director-General2 on assistance to the Republic of the Congo (Leopoldville) including inter alia the requests addressed to the Director-General by the Secretary-General of the United Nations on 18 and 20 July 1960 for immediate assistance in the health situation in the Republic of the Congo and the exchange of letters between the Secretary-General of the United Nations and the Director-General ; Noting resolution S/4405 adopted by the Security Council of the United Nations on 22 July 1960 regarding the Republic of the Congo in which, inter alia, the Council invited " the specialized agencies of the United Nations to render to the Secretary-General such assistance as he may require " ;

Considering Article VII of the Agreement between the United Nations and the World Health Organiza- tion in accordance with which " the World Health Organization agrees to co-operate with the Security Council in furnishing such information and rendering such assistance for the maintenance or restoration of international peace and security as the Security Council may request " ; and

Recalling that the Director-General on 22 July informed the members of the Board in writing of the situation and on 28 July consulted in writing the members of the Executive Board with regard to the establish- ment of a Special Account for assistance to the Congo and the delegation of authority to the Chairman of the Board to accept contributions to this account, both of which proposals were accepted in writing by all the members of the Board,

1. COMMENDS the Director-General for the promptitude and efficacy of the measures taken by him to provide assistance in the field of health in the Republic of the Congo ;

2. REQUESTS the Director-General to continue to render such assistance, paying special attention, as he has already done, to the training of staff from among the local population and calling upon the greatest possible number of States Members of the Organization to participate in such assistance;

3. REQUESTS the Director-General to report further to the Executive Board at its twenty-seventh session and to the Fourteenth World Health Assembly; and

4. THANKS the International Committee of the Red Cross and the League of Red Cross Societies for their generous response to the appeal made by the World Health Organization, as well as the governments which have helped in the emergency health programme undertaken.
