On p r e l i m i n a r y estimates 1977 oil c o nsu mptio n in the

seven m a j o r co untries was 2.7% above 1976. Increases in U.S. (+4.9%) and Japan (+3.4%) were above the OECD average, ref l e c ti ng stronger economic a ctivity than in Europe.

In the seven countries the three m a jor product groups gr e w at the following rates: mo tor gasoline 2.3%, middle d i s t i l l a t e s 2.9%, heavy fuel oil 1.7%. However, the rates

for m i d d l e d i s t i l l a t e s and heavy fuel oil cover large differences be t w ee n regions. E u r o p e ’s marked decli ne in heavy fuel oil con­

sumption (-7.4%) reflects good h y d r o - e l e c t r i c i t y conditions and signi f i c an t g r o w t h of nuclear power.

M i dd le d is t i l l a t e consumption remained v i rtu all y unchanged in Europe w h il e in the U.S. and Japan the increase was around 5%. The 8 . 6 % increase in U.S. heavy fuel oil use is mainly due to high er oil u se by thermal power stations repl acing natural gas (an un de r l y i n g trend) and hyd r o- e l e c t r i c i t y (the 1977 d r o u g h t ) .

Oil stocks increased 8% during the year. Thus total oil r e q u i re me nt s increased by 4% and exceeded c o n s u m p t i o n by 1.3% points. OECD oil production increased by 4.7% due to additional North Sea and Alaskan production. C r u d e oil imports g r e w by 3.5%. Since European imports fell 7.6%, the rise was due to the sharp increase of 22% in U.S.

imports, of whi c h a pproximately one third was d u e to stock increases.

Avera g e crude oil import prices (domestic currencies) rose by +5.5% against 12.9% in 1976. Main product prices increased 9.9%, however, against 7.3% in 1976.

1977 OP E C production was 2% above the 1976 level. The biggest a b s o l u t e and relative gains were achieved by Saudi- Arabia. The only two reductions occurred in Kuwait (-14%) and in Iran (-4%).

P r o d u c t i o n outside the OECD and OPEC increased sharply

(+8.5%) d u e m a i n l y to significant gains by.th e Soviet Union (6.8%) M e x i c o (13.8%) and Egypt (34%).

2. L A T E S T TRENDS C o n s u m p t i o n

Dur in g the last two or three mon ths the downward drift in c o n s u m p t i o n which had become apparent in all three regions about m i d - 1 9 7 7 (see Graph 1 - 2 ) appears to have come to a halt.

Oil stocks

A f t e r a third quarter pause, stockbu ild ing in Europe and Japan resu m e d again towards the end of the year; the rise

in U.S. stocks continued uninterrupted. The seven countries' c o m bi n ed stocks reached a new record level in December 1977.

In E u r o pe refiners' assessments of their product stocks have cha n g e d since Oct ob er with the number of those judging their product stocks excessive decreasing.

P r o d u c t i o n

A f t e r some slight reductions in Alask an and No rth Sea

out p u t in Oc tob er/November, OECD pro duction in December again

r e a c h e d its form e r peak of S e ptember 1977. Latest information

on the N o r t h Sea indicates that bad weath er cond ition s may have

impeded f u r t h e r output increases in January. Alaskan production,

on the o t h e r hand, has remained at the 0.7 mbd level reached in

the A u t u m n of 1977.

Crud e oil imports

Since August - September 1977 crude oil impo rts have increased somewhat in all three regions (see G r a p h 12). The change was most pronounced in Europe (see G r a p h 7).

OPEC producti o n

In the closing months of 1977, OPEC p rod u c t i o n was r e l a ti v el y stable around the yearly average of 31 mbd.

C r ude oil import prices

C r ude oil landed in the seven countri es in D e c e mber was, on average and in dolla r terms, a little c h e a p e r than in

November. In terms of national cur rencies the d ro p was more

p ronounced owing to the appreciation of o t h e r c u r r e n c i e s

against the dollar.
