The Economic Commission for Africa,

Havin~ cc~sidered the report of the second session of the Working Party on Manpower and Training (E/CN.14/428) and noting with satisfaction and appre- ciation the recommendations contained in the said report,

Recallin~General Assembly resolution 2083(XX) of 20 DQcember 1965 and Economic and Social Council resolution 1274(XLIII) of 4 August 1967, on the development and utilization of human resources,

Bearing in min~ that many African Governments have found it difficult to take appropriate aCoion on Commission resolutions 125(VII) of 22 February 1965 and 173(VIII) of 24 February 1967 with p2.rticular regard to the development of national machinery for manpower planning and training programming,

Recognizing that Africa's-greatest asset in her bid for economic devel- opment and social advancement lies in the development of appropriate skills and attitudes of its people,

Conscious of the fact that development efforts in the African region are constrained by the shortage in certain categories of trained manpower and by lack of the desired "skill-mix" as well as by the increasing numbers of un- employed able-bodied persons,

(a) Draw up appr-opr-Late mel:·~m-term programmes in training based on the assessed :needs and requirements of member countries in critical ar-eas of" manpower- and training;

(c) Provide more t~chnical assistance to member States for the collec- tion and. processing of manpower and emploJ'ffient data and for the d evoLopuerrt of effective national machinery for human resources p Lanni.ng ;

(d) Endeavour to co-ordinate their efforts and harmonize their pro- grammes of human resources development through education and training both at the regional and country levels and to take advantage of ECA's co-ordinating role in programmes for devel- opment in Africa;

(e) Provide the ECA with more resources in order to be able to assist member countries to take effective action in the planning and utili- zation of their human resources.

2. Calls upon African Governments:

(a) To take positive action through their appropriate organs, and in co-operation with the ECA, in working out operational pro- grammes of technical assistance for the exchange and/or employment of African specialists willing to offer their services, and to this end to take advantage of the Roster of African Specialists established and maintained by the ECA secretariat;

(b) To adopt feasible measures and practical programmes for the accel- eratedtraining of middle-level and technical personnel and other categories of skilled manpower needed for development, and to en- courage private employers of labour to be more closely associated with these programmes;

(c) To adopt appropriate measures which will ensure the effective super- vision and periodic evaluation of the implementation of the training and employment provisions in foreign investment agreements, and to establish special panels which will effectively promote the employ- ment of nationals and the development of indigenous manpower;

(d) To 'undertake appropriate studies and take the necessary measures to ensure that existing high-level, middle-level and technical manpower are being effectively utilized as well as take ste~ to see that their training institutions are also being fUlly utili~e1;

(e) Tooonsider the feasibility of establishing revolving loan funds, alongside with, and supp.Lemerrtary to existing scholarship schemes, for providing further oppo r tum ties for nationals

3. Requests the ExecutiVB Secretary to provide African Governments ~!ith teohhical assistance i'1 the above tasks;

4. Requests the Execu,ivd S0c~etary;

(a) To carry out a feasibility stv1y for establishing an African Scholarship and Fellowship 5tUld for training African'specialists and research fello.~;

(b) Su.bject to the approval of the Executive Committee, to take appro- priate action for the establishment and operation of the fund in consultation with member States, and in oollaboration with the Assooiation of Afrioan Unive~sities and other organizations operating s cho Lar-sh'tp programmes for Afr:coans;

(0) To initiate a feasibility stcdy on the establish~entof Regional and/or Su~-~egional Centres for Teaching Materials and Human
