3. Consumption of cement ■ '''" ' ' " V
The consumption of cement through the last, few years is a good indi cator of the reoent development and status of the cement-based.'industry.
-A look at the per ,capita consumption allows us to- compare the posi tion of the different countries amongst themselves and to1 relate their consumption to the consumption of the whole continent and of the world.
The trend of per capita consumption .,of cement since ■ i960, is shown in Table 4. A stagnation seems to have taken place since 1962 in all the countries. Gabon and Congo (Brazzaville) have stabilized at levels some what.higher than the average/for African.countries and-the other countries of $he sub-region at a considerably lower.level. ■■ : ■ . .

The urban consumption of cement products is mainly supplied by three
fairly .industrialized firms. One "is^situated.' in' Port Gentil andi ^the tw_
others1are in Libreville. One of the plants in Libreville having'an
annual, qapa city of 4OsO00 tpn:s;covers:, a varietyof .products, ranging from
blocks and pipes to prefabricated concrete houses. A total of 35
labourers are employed. . ' .

The:only building materials available in Chad are clay9 sand and stone. Fort Lamy is supplied by a quarry situated at a distance of 100
km and construction wood is imported from the Central African Republic. ,
Cement is imported and therefore is very expensive - about 4 to 5 times the world market price. The annual import is about-8^000 4
In Fort Lamy is located a plant producing concrete building materials
with terazao tiles.as staple product.' It is the "Societe africaihe_ de

The demand is growing faster than productions though the latter^has increased considerably during the last few years. In-1962 and 1963 the total production of concrete products-amounted-to 4O.5OO tons and" 6j;000 -
tons respectively. , . :■ , , ■
"ETJSHCO" foresees an increase in capacity along with the current modernization^ machinery and equipments bringing the capacity up to 3.5 mxllion m of asbestos -cement annually. Planned.- investments in !the near future would raise the capacity to 6 million m^ The cement-based industry is depending on the domestic cement production only. Annually Congo (Democratic Republic) produces about 250,000 tons of cement of
which 35s°OO tons are exported.
■6. Estimation of demand' " ';•■
Annex I provides a breakdown of the projected investment in construc tion into its various elements and,basic materials which serves as a basis for projection of the respective building material industries*
The methodology followed is in line .with the. one used in the pro jections -for the ¥est African sub-region,'.and makes, full use of.-the. . - . experience gained and information collected'during' a mission, to the" .

For tie'breakdown of investment in residential dwellings into ele- . rants of construction, three average dwelling Sizes have been chosen to.. ; represent the "low-cost house", the "medium-cost house" and the "high- cost house % Even if the floor areas assumed are not in 'complete* con- . formity with reality, it will not influence the demand for construction

The percentage shares of building materials are based on thej-present consumption and trends in-growth";of the respective materials and items. \ The future demand of cement-based building materials in each! country of the sub-rregion for 1970, 1975 and I98O is shown in Table 6* I
7. Proposed-programme for the establishment of new plant capacities.
On the basis of the consumption of cement-based building materials : given in T4ble 7 and the country features compiled in paragraph 5va.'/
phased programme fpr'the establishment of new plant capacities has been, drawn-up. 'This is shown in Table 8 according to the five principal items.
However toiproduce these five items only three types of plants are re
quired, because blocks, roofing slabs and concrete tubes; and pipejs are
normally (though not necessarily) produoed in the same factory. ;;■ The shortage of cement-based building materials over the years in ..
Table 8 ha^ been calculated by first deducting the present capacity from the demand^ in 197O? 1975 and-1980 respectively and then adding 20 per ? cent to blicks, slabs and. pipes to cover breakage;.and to provide for f miscellaneous items (sidewalk tiles, fencing grilles, lamp posts,! etc.) not included;.in the demand estimates of Tables 6 and 73 and 10 per cent. ;
to tiles, for wastage- From the resulting figures further deductions. :_;!
are made, on a decreasing scale, for the non-industrialized production ; carried oui by contractors on building sites, in order to arrive at the j net shortage to be covered by new capacities. An exception to th;is is
the shortage ,of cement and granno tiles and roofing tiles which ip in- .
tended to 1>e covered entirely by factory production. ! ;
The programme proposes a total new capacity of 83,000 tons to be ■ available in 1970,, 445,000. tons for 1975 and 865,000 tons for I98O. The
number of new units required in the period I97O-I9SO .for this purpose is
80. They vary in size from 2,000 .tons to 75,000 tons but the-majority j of them ar^ smaller in order to economize in transport costs. The invest ment requirements will amount to about $1 million around 1970, about $4
million by: 1975 and almost $9 million by I98O. ' ! j
The annual cement consumption of these new units will be in ,the range of 12,500 tons in 1970, 659OOO tons in 1975 and 128,000 tons in ; I98O. These figures represent a comparatively low percentage of /the estimated total cement consumption. . nevertheless, the share going into ■ cement-based industries is expected :to almost double in the period 1970 \ to 1980, following the trend towards a higher use of cement-based products in building and construction as this industry develops and become;s more .

The expe'oted' input/output structure of the.sector is shown in ■
