(Paper submitted by ths Delegation of the United States of America) The delegation of the United States of America wishes to call attention, in conne xion with technical education, to the importance of stimulating the production, use, arid exchange of films and other audio-visual media. In this connexion, it wishes to present the following resolutions, which were adopted by the Association of American Medical Colleges on 18 June 1943 at its Chicago session.

The Association of American Medical Colleges has proposed, and is endeavouring to establish, a Medical Film Institute in the United States, for the purpose of creating a centre of study, development and organization for the motion picture and other audio-visual media in the field of medicine,

"WHEREAS the Association of American Módica! Colleges endorses the objective stated in Article II, sub-paragraph (o) of the Constitu- tion of the World Health Organization 'M»to promote improved standards of teaching and training in the health, medical and related professions'}

and

"WHEREAS films can improve and intensify medical instruction, are a powerful tool of health education, an important method of medical research, and a unique vehicle of international medical information and commuai cation; and

"WHEREAS the pot<mti»"H ties ef medical films are great but still largely unfulfilled because the production of effective medical films is complex and often costly, existing information on them insufficient, their distribution poorly organized, and facilities and abilities for their utilization far fror> universal; and

"WHEREAS national organizations able to plan, initiate, and co- ordinate effectively the development of medical film production, distribution, and utilization do not now existj be it

"RESOLVED that the Association of American Medical Colleges request the United States Delegation to the World Health Assembly of the World Health Organization to present the need for the establishment in the member countries of national agencies capable of

(a) providing leadership in perfecting, organizing and co- ordinating the production, dissemination, and application of filme and other audio-visual media in medicine, health, and their related sciences;

(b) representing effectively their respective national medical film interests with the World Health Organization and in other international relations so that maximum benefit can be derived from films and other audio-visual media in world-wide medical instruction, health education, and medical research."

In view of the recognition by the United Nations, UNESCO, PAO and other specialized agencies of the importance of tüD use of films in both technical and public education, it is recommended that the Director- General and the Executive Board of the World Health Organization stimulate the extension of the use of films in technical and public education in health and co-operate closely in this matter with other specialized agencies«
