The seventieth issue vf the ECA training information notice brings you information on current training opportunities. both within and out- .side the region, available to Africans.

This Notice is in two sections:

The aim of this Notice is to bring to the attention of member States training opportunities avail- able to them through external aid;

to stimulate interest in taking advantage of available facilities;

and to. encourage them to utilize these facilities for the training of personnel needed for tho implementa- tion of priority programmes in

?ational development effort.

As some of the opportunities listed in the Notice are of direct interest

A.I WORLD INTELLECTUAL PROPERTY ORGANIZATION Medium of- instruction, English, Arabic, French and Spanish Level: Professional

Location: Training will take th0 form of participation in teraing courses and/or individual training at national or regional

industrial property or copyright offices of developed or devlop- ing countrids -and/or at WIPO Headquarters (in Geneva). Also

:,lcase refer to additional infC'rmation given under each course.

Duration: As indicated below under each course

Candidates: Training is available both for persons who have no experience in these fields and for persons who already have some experience. WIPO will try to choose the form of training which best suits the needs of the applicant's government and the

applicant himself/herself:.

Admission: Depending on the training programme, applicants must have a good knowledge of one of the following languages: Arabic, English, French, Spanish. Before lUPO acts on any applican, i t may ask the applicant tc take a language test.

Any award of a fellowship is SUbject to a medical examination that shows the applicant to be in good health.

departments concerned ,..lith industrial property matters, have no or little background in the field of industrial property, as well as for officialS who are not in charge of the day-to-day implementation of their country's

industrial property laws, but whose responsibilities

require some familiarity with industrial property. These courses will cover the whole spectrum of industrial

property and provide the participants with general informa- tion on the main elements of the industrial property system

(patents, trademarks and industrial designs) and the main international agreements concerning industrial property.

The Colombo courses \'lill also deal l'lith copyright.

Advanced Courses (a) General

IP/ACI. One interregional course on the legal, 'administrative and economic aspects of industrial

property, to be held in Strasbourg (France) for

20 to 30 participants from all regions. The course, which will be held

in

English and French,

is

designed to meet the training needs of senior or middle level officials of industrial property offices or related institutions of developing countries.

(b) Patent

infor~ation

and documentation

IP/AC2. One interregional course on patent information

and documentation, in English, expected tobe held in

Moscow, (Soviet Union), for about 25 participants from

all regions;

IP/AC3. One interregional course on patent informatiion and ,documentation, in English and French, to be hwld at the

"European Patent Office, in the Hague (Neth,-,rlands), for about 15 participants from all regions;

Courses IP/AC2. and 3. above are designed to me~t the training needs of officials of industrial property offices, government departments dealing with industrial property matters and

industrial and technological development, as well as from public research and develop~ent (R & D) institutions who are users or potential users of patent information.. Post- secondary education in a technical field will be required.

These courses Hill focus on t.ho use of patent documents as a source of technological information.

(c) Trademarks

IP/AC4. One r~gional course with emphasis on trademarks, in Spanish, for 10 to 15 participants from Latin lilllerican countries. The tentativQ venue of the course is Madrid

(Spain) •

IP/ACS. One regional course on the law and administration of trademarks, in English, for about 30 participants from countries of Asia and the Pacific, to b~ held in Canberra

(Australia), in March 1988;

IP/AC6. One interregional course on trademarks, in French, for for 10 to 15 participants frOIc all regions, to be held in

Europe.

Courses IP/AC4. to IP/AC6. above will cover all aspects of trademark legislation and administration. The courses will be open to officials from industrial property offices involved or expected to be involved in the administration of the trade- mark system of their countries as well as, for some of the

courses, officials from government departments dealing with national trade and export-pro~otionpolicies.

In addition to the courSES listed abov0, WIPO will continue to organize practical training programs for individuals or small groups, at national or regional industrial property offices of developed and developing countries and/or at WIPO headquarters in Geneva, depending on available placement possibilities, as well as special a j hoc training events at the national or regional level, usually in the framework of specific projects.

Applications: Applicants should generally be employed in a

government office responsible for the administration of industrial property, copyright or related matters. However, they may also be government officials who arc expected to wor~ in such a

government office, whether already in existence or planned to be set up in the ne~r future. Attention is drawn to the information given on the nature and scope of each course or type of course

given in the list below, as 'Nell as to the particular qualification requirements mentioned in the said list. Furthermoro, governments are reqmfsted to propose only p.e r s on s who are expected, on

completion of their training, to work for some years in a

government department concerned with industrial property, copyright or related matters, or in related institutions.

The decision on the selection of candidates for training is tak,-,n by WIPO.

Unless otherwise stipulated in the application, applications will be considered as maintained during two years from the date of receipt of the application by WIPO. Unless renewed by the authority submitting the application, they will thereafter be considered as withdrawn.

Financial Arrangem8nts: Travel expenses are paid by WIPO

and/or by the government or organization cooperating with WIPO in the training. The same applies to subsistence expenses throughout the training period. Trainees will receive a daily allowance adequate to cover the cost of accommodation and meals, except in Certain cases where the allowance is replaced or

partly replaced by accommodation or meals free of charge.

Deadline: Applications can be submitted at any time of the year.

However, they will be considerod for training programs taking place not earlier than five months from the date of their

has been offered at rr.iEDE regularly for more than 20 years. It is designed to reinforce

the strategic management orientation, as opposed to the operational viewpoint, of experienced excecutives who share in the general

management responsibility on the top echelons of their organizations.

In considering applications, we stress the importance of

indepth experience at the senior

ma~agement

level. Past participants have averaged'46 years of age. Although age is not the determining factor, it is unlikely that anyone under the age of 35 will be

admitted. There are no formal educational requirements, but

applicants oust be nominated and sponsored by their companies or

organizations. Given the importance of group and classroom discussions and the large amount of reading required, a sound knowledge of English is essential.
