S i n c e t h e p o t e n t i a l d i f f e r e n c e i n t h e s h e a t h must be i m p o r t a n t , i t ' s impos- s i b l e t o a p p l y t h e s e c o n d i t i o n s f o r t h e q u a s i - n e u t r a l plasma e q u a t i o n s d i r e c t l y . In o r d e r t o r e c e i v e t h e e f f e c t i v e bounda- r y c o n d i t i o n s which a r e v a l i d f o r t h e plasma e q u a t i o n s i t ' s necessary t o e x p r e s t h e p o t e n t i a l d i f f e r e n c e i n t h e s h e a t h a s a f u n c t i o n of t h e p a r t i c l e f l u x e s t o a n e l e c t r o d e .
