Accelerating the employment and

participation of women in the work of WHO

(Draft resolution proposed by Dr Qhing Qhing Dlamini,

Dr J. Larivière and Dr Méropi Violaki-Paraskeva)

The Executive Board,

Recalling earlier resolutions of the Executive Board and the Health Assembly on this subject, and in particular resolution WHA46.24;

Reaffirming the urgent need for a better balance between women and men on the staff of WHO and more equitable participation in the Organization's programme of work;

Noting with concern the slow rate of progress being made towards this goal;

Particularly concerned that women continue to be grossly under-represented at the highest levels and also, grade for grade, less often in positions of designated responsibility than men,

1. REQUESTS the Director-General and the Regional Directors:

(a) to ensure that, in cases where qualified women have not applied for a vacant post in the professional category, the Programme Manager concerned and the Division of Personnel undertake an active search for such candidates;

(b) to see to it that the short-list of candidates submitted to a selection committee for professional category posts includes qualified women candidates;

2. URGES the Director-General to give priority consideration, for all future vacancies at the D.2 and ungraded levels, to appointing women candidates;

3. REQUESTS the Director-General to report annually to the Executive Board on action taken to

increase the number of women at the most senior levels.

R e a f f i r m i n g t h e u r g e n t n e e d for a better b a l a n c e between w o m e n a n d m e n o n t h e staff o f W H O a n d m o r e e q u i t a b l e p a r t i c i p a t i o n in t h e O r g a n i z a t i o n ' s p r o g r a m m e o f w o r k ;
