Conditions of acceptance of items of correspondence
CHAPITRE UNIQUE
ARTICLE 142 Envois recommand~s
1. Les envois recommandds doivent porter au recto l'en-t~te tr~s apparent
"Recommand6" ou une mention analogue dans la langue du Pays d'origine.
2. Sauf les exceptions ci-apr~s, aucune condition spdciale de forme, de ferme-ture on de libell6 de l'adresse n'est exigde pour ces envois.
3. Les objets de correspondance qui portent une adresse 6crite au crayon on constitude par des initiales ne sont pas admis A la recommandation. Toutefois, l'adresse des envois autres que ceux qui sont expddi6s sous enveloppe h panneau
transparent peut 6tre 6crite au crayon-encre.
4. Les envois recommandds doivent 6tre rev~tus, . l'angle gauche de la suscrip-tion, d'une 6tiquette conforme au module C 4 ci-annex6, avec l'indication en carac-t~res latins de la lettre "R", du nor du bureau d'origine et du num6ro d'ordre de renvoi. Toutefois, il est permis aux Administrations dont le regime intdrieur s'oppose actuellement A l'emploi des 6tiquettes d'ajourner la mise k exdcution de cette mesure et d'employer pour la designation des envois recommandds des tim-bres "Recommand6" ou "R", h c6t6 desquels doivent figurer l'indication du.
bureau d'origine et celle du num6ro d'ordre. Ces timbres doivent tre apposds 6galement A l'angle gauche de la suscription.
5. Aucun numdro d'ordre ne doit 6tre port6 au recto des objets recommand6s par les Administrations interm6diaires.
ARTICLE 143 Avis de reception
1. Les envois dont l'expdditeur demande un avis de rdception doivent porter, au recto, l'annotation tr~s apparente "Avis de reception" ou l'empreinte d'un timbre "A. R." compldtdes par la mention "Par avion" lorsque l'expdditeur a demandd l'utilisation de la voie adrienne. L'expdditeur doit indiquer i 1'extdrieur de l'envoi
son nom et son adresse en caractres latins.
2. Ils sont accompagnds d'une formule de la consistance d'une carte postale, de couleur rouge clair, conforme au module C 5 ci-annex6 ; cette formule est 6tablie par le bureau d'origine ou par tout autre bureau h designer par 'Administration expdditrice et 'runie h l'objet extdrieurement et d'une mani~re solide. Si elle ne parvient pas au bureau de destination, celui-ci .dresse d'office un nouvel avis de reception.
SECTION II Registered items
CHAPTER I ARTICLE 142 Registered items
1. Registered items shall bear very conspicuously on the front the heading
"Recommandi" [Registered] or a similar indication in the language of the Country of origin.
2. Apart from the exceptions below, no special condition as to form, closing or method of address is prescribed for those items.
3. Correspondence bearing an address written in pencil or composed of initials is not admitted for registration. However, the address of items other than those which are sent in an envelope with a transparent panel may be written in copying-ink pencil.
4. Registered items shall bear at the left-hand corner of the address side a label C 4 in the form annexed showing in Roman characters the letter "R", the name of the office of origin and the serial number of the item. Nevertheless, it is permitted to Administrations whose internal regulations at present forbid the use of labels to postpone the introduction of this arrangement and to distinguish registered items by the use of stamps "Recommandi" [Registered] or "R" by the side of which should appear the indication of the office of origin and that of the serial number. These stamps should also be impressed at the left-hand corner of the address side.
5. No serial number shall be placed on the front of registered items by the intermediate Administrations.
ARTICLE 143 Advice of delivery
1. Items for which the sender requests an advice of delivery shall bear very conspicuously on the front the note "Avis de riception" [Advice of delivery] or the stamp impression "A.R.", completed by the indication "Par avion" [By air]
when the sender has asked for air transmission. The sender should show his name and address in Roman characters on the outside of the item.
2. They are accompanied by a form C 5, of the consistency of a postcard and light red in colour, in the form annexed ; the form is prepared by the office of origin or by any other office appointed by the despatching Administration and is securely attached to the outside of the item. If it does not reach the office of destination, that office makes out a new advice of delivery as a matter of course.
3. Lorsque 'expdditeur demande le renvoi par avion de l'avis de riception, le recto de la lormule C 5 doit porter, en caract~res trs apparents, la mention "Renvoi par avion" : une dtiquette "Par avion" est en outre apposde sur cette formule.
4. I1 n'est pas tenu compte du poids de la formule de l'avis de reception pour le calcul de la taxe d'affranchissement.
5. Le bureau de destination renvoie la formule C 5, dfiment remplie, ii d~cou-vert et en franchise de port, \ 1'adresse indiqude par l'expdditeur. Ce renvoi a lieu par le prochain courrier adrien si l'expdditeur a payd les Irais y relatils.
6. Lorsque l'exp~diteur r~clame un avis de r6ception qui ne lui est pas parvenu dans les d~lais voulus, il est proc6d6 conform~ment aux r~gles trac~es h l'article 144.
Le bureau d'origine inscrit en tOte de la formule C 5 la mention "Duplicata de l'avis de reception, etc.".
ARTICLE 144
Avis de r6ception demand6 post6rieurement au d~p6t
1. Lorsque 'exp6diteur demande un avis de r6ception post~rieurement au d6p6t de l'envoi, le bureau d'origine remplit une formule C 5.
2. La formule C 5 est attach6e h une r~clamation C 9 mentionn~e 5. l'article 155;
cette reclamation, apr~s avoir W revtue d'un timbre-poste repr~sentant la taxe due, est trait~e selon les dispositions dudit article 155, sauf que, en cas de distri-bution r~guli~re de 'envoi, le bureau de destination retire la formule C 9 et renvoie la formule C 5 AL l'origine de la mani~re prescrite h l'article 143, § 5. En cas de demande de renvoi de l'avis de rdception par voie adrienne, la lormule C 5 doit 9tre traitde comme le prdvoit l'article 143, § 3.
3. Le bureau de destination qui a requ une demande par voie tdldgraphique dtablit d'office un avis de rdception.
4. Les dispositions particulires adopt~es par les Administrations en vertu de l'article 155, pour la transmission des reclamations d'envois recommand~s, sont applicables aux demandes d'avis de reception formul~es post~rieurement au d6p6t.
ARTICLE 145
Envois recommandds A remettre en main propre
Les envois recommandds remettre en main propre doivent porter, au recto, l'annotation trs apparente "A remettre en main propre" ou la mention 6quivalente dans une langue connue dans le Pays de destination.
3. When the sender asks for the return of the advice of delivery by air the front of the form C 5 shall bear very conspicuously the indication "Renvoi par avion" [Return by air] ; a "Par avion" [By air] label is also affixed to the form.
4. The weight of the advice of delivery form is not taken into account in calculating the postage charge.
5. The office of destination returns the form C 5, duly filled up, unenclosed and free of postal charges, to the address shown by the sender. The form is returned by the first air mail if the sender has paid the relative charges.
6. When the sender enquires about an advice of delivery which he has not received within a reasonable time the procedure is similar to that outlined in Article 144. The office of origin enters at the head of the form C 5 the indication
"Duplicata de l'avis de rdception, etc." [Duplicate of the advice of delivery, etc.].
ARTICLE 144
Advice of delivery requested after posting
1. When the sender asks for an advice of delivery after the item has been posted, the office of origin fills up a form C 5.
2. The form C 5 is attached to an enquiry form C 9 referred to in Article 155;
this enquiry form, after having a postage stamp representing the charge due affixed to it, is dealt with in accordance with the provisions of the said Article 155 except that, where the item has been duly delivered, the office of destination withdraws the form C 9 and returns the form C 5 to origin in the manner prescribed in Article 143, § 5. Where return of the advice of delivery by air has been asked for, the form C 5 should be dealt with as prescribed in Article 143, § 3.
3. The office of destination which has received a request by telegraphic means prepares an advice of delivery as a matter of course.
4. The detailed arrangements adopted by Administrations, under Article 155, for the transmission of enquiries about registered items, apply to requests for advices of delivery made after posting.
ARTICLE 145
Registered items for delivery to the addressee in person
Registered items for delivery to the addressee in person shall bear very conspicuously on the front the note "A remettre en main propre" [For delivery to the addressee in person] or its equivalent in a language known in the Country of destination.
