embodied in the region of M’CHEDELLAH during the period of the big lands’ confiscations, which took place after the war of 1871 that leaded to the construction of the settlement center known as "Maillot".

This study is included with the local historical studies that try to highlight the history of M’CHEDELLAH during the French colonization between 1871 – 1900, which is the period of the growing up of the members of the colonists and the European migration (the ALZAS and the LORIN) toward the region, who constituted an European center in 1882. so the real aims of the French colonization, behind constituting this center began to be revealed at the expense of the inhabitants, which are: disconnecting the society and beating its unity and weakening their economy by confiscating their livelihood the land» and controlling their essential resource “the water“.

Abstract : For Fanon Frantz and Marcuse Herbert the dependence is

not an external phenomena as it was psychological, in the present essay, we try to study this dimension in the works of this tow thinkers. Fanon critiqued the African society under the colonial system and consider the decolonization as a violent phenomena it changes outright nature of a new emerging society, the decolonization gave birth to a new history of the African man. Marcuse criticized the European society which has lost the critical imension, and reduced to the one –dimensional consumer society.

The necessity of bigining a new history of the new man for THE THIRD WORLD and EUROPE.

FANON: try to discover the man behind the new colonialism, he tries to invent a new history of African society.

MARCUSE: seeks genuine European man, he wants to reinstall the rational and critical dimension What European man lost since the technology development that resulted in the installation of totalitarian systems.

Abstract: After a short history on the mental health and the mental

disorders (concepts and theories), this article discuss the mental health in Algeria in a sociological, economic and political context through the evolution of psychiatry in Algeria, the policy of mental health as well as the epidemiologic situation (health through the figures), while putting in value difficulties as regards psychiatric infrastructures and psychiatric personnel, as well as progress, and projects both on ministry level or field.
