The main objective of the PANAFTEL network is the installation of reliable telecommunication systems to facilitate the establishment of high-quality telephone and telex systems between two African countries without the need to go through centres outside Africa.

Observations: One of the objectives established for the Decade is the early achievement of a satisfactory level of management and improved administration of telecommunications systems and services. In order to achieve this objective, it is necessary to make an overall survey on the management of all African telecommunications organizations. The survey will relate in particular to assessing and evaluating the func- tioning of the organizations, with a view to identifying the problems met with in each phase of the administrative operations. Lastly, a reasonable reorganization will be proposed with a view to meeting the needs and requirements of the service in the near future. The total cost of the project covers the provision of experts for

For the implementation of this project, the various centres will have to be given, an average, three months' specialist service for each technical sector, or a total of 600 man/months.

Four towns have become so large that the load on their equipment has already reached saturation point. The project is to finance an extension of the four telephone exchanges concerned, increasing their initial

Description of the proiect 1. Aim and ob;ectiveThis project comes within the framework of the general plan for the development of telecommunications, of which the purpose is to ensure complete coverage of the territory and to integrate the majority of exchanges in Gabon in an entirely automatic network.

II. Description of the oro iect 1. Aim and obiective
The purpose of this project is the installation of a new coastal station at Libreville in order to permit the flow of radio communications with ships.
2. Nature and constituent parts of the oroiect This project comprises ~he following:
the construction of the receiving centre (including accommodation for the head of the centre);
the provision of equipment, of aerial material and of generating sets for the receiving station, and for the transmitting station;
the connexion between the stations.
III. Justification of the proiect 1. Economic and financial analvsis
Context and tenefits
This project offers great advantages to Gabon, which has 800 km of coastline, and which is now about to provide itself with ports with a view to intensifying its activities in the field of the development of mineral ores, timber and foreign trade.
