II. Description of the project

1. Aim and objective

The objective of the project is to improve postal services and

exchanges among countries belonging to the same economic groups and among neighbouring countries*

The aims are:

— to improve the standard of surface and airmail routeing

— in the Congo;

— in all the neighbouring countries, viz. Zaire, Central African Empire, Angolas

— to utilize the centre as the future Brazzaville multinational school.

2. Nature and constituent parts of the project The project comprisess

— an engineering study (buildings, mechanized handling, and organization) to be completed early in 1980;

— construction of a building to dimensions estimated on the basis of designs already made in other countries, and to be phased over two years: 1980 and 1981;

— installation of equipment and mechanized handling system in 1982.

III. Justification of the project 1» Economic and financial analysis

Context and benefits

The Brazzaville mail sorting centre has acted for many years as a

transit centre for countries of the interior. Brazzaville also has very good connexions to the sea through the excellent port of Pointe—Noire and the Conge—Ocean railway. The standard of the existing postal supervisory staff augurs well for the quality of service at the regional centre to be

established*

Benefits for neighbouring countries of the interior: improved services;

for the Congo, benefit of postal transit charges.

exchanges in this region of Central Africa (Burundi, Rwanda, eastern Zaire

and the United Republic of Tanzania).

Context and benefits

Bujumbura is particularly well placed to receive this regional transit centre, since it is a well-equipped port on the eastern shore of Lake

Tanganyika with good connexions with Dar-es-Salaam, enabling it to deal with both outward and inward traffic for Burundi, Rwanda and north-eastern Zaire.

The benefits for neighbouring countries are rapid routing at lower costs, and, for Burundi, the benefit of postal transit charges.

The project consists of the construction of a regional transit centre capable of improving the standard of mail and parcel services in the United

Republic of Cameroon and neighbouring countries.

Context and benefits

The United Republic of Cameroon is at present facing many problems

caused by a shortage of postal equipment* Because of its privileged situation at the heart of the Gulf of Guinea, the Douala centre, with its port, its constantly growing airport and its north/south railway, in is called upon to play an increasingly important role. Present postal

installations are outmoded and saturated. The construction of a new centre,

which is urgently required, would also have the following benefits:

- fast and cheaper routeing for neighbouring countries;

- receipt of postal transit charges for the United Republic of Cameroon.

Context and benefits

National and international mail is currently sorted in an outdated building in which over 200 officials work. The new centre, which will be established on a site already reserved by the Malagasy Administration near

the railway station and the airport will facilitate fast and cheaper routeing of mail to other countries while enabling Madagascar to collect postal

transit charges.

Observations: The "hyper-continental" nature of Africa calls for

increasing use to be made of air transport. No real discussion has yet taken place between the postal administrations and airlines serving the

African countries.

The establishment of a "permanent contact committee" with minimum membership is required. It might be based at the headquarters of one of the Restricted Postal Unions or in any well-situated African capital.

The indicative annual budget for permanent and semi-permanent staff

is $US 0.25 million (1978 value).

The project is designed to provide training for middle-grade and senior postal managerial staff in the central region for Portuguese-

speaking and French-speaking countries.

2. Nature and constituent parts of the project

The project will be carried out in the following stages:

- first stage: technical study: feasibility and requirements

(study in course of preparation by UPU/APTU;

- second stage: construction of buildings;

- third stage: running costs.

Expenditure could be reduced if the host country of the school agreed

to provide the land as a contribution in kind*

Context and benefits

There is already an international training school at Abidjan, but this school is already insufficient. Being situated at the heart of the central subregion, Brazzaville is well placed to house such an inter- country school, particularly since it is the headquarters of a Restricted Postal Union of which at present 12 African countries are members*

The total cost cannot be calculated until a preliminary study has been made of the needs of all the countries taking part in this project.

An indicative credit of $US 2 million (1978 value) could be earmarked for

the four—year period.

The long-term objective is to enable the postal administration to provide regular and reliable services in all parts of the country; the short-term objective is the gradual inprovement of mail transport

throughout the country, and particularly in rural areas, without excessive

postal charges for users.

on the one hand to provide regular and reliable mail transport and, on the other to provide a limited rural passenger bus service.

The Postal Administration is at present using six vehicles which it hires from contractors for the transport of mail, particularly to remote areas. Such transport is neither regular nor reliable. of a service could solve the problem.

1* Aim and objective

t^ aim of the project is to enable the postal services, and in

particul^: Postal sorting and distribution service, to help to open up

the country by providing a better quality of service.

2. Nature and constituent parts of the project

The project comprises the establishment of a centre at Oiagadougou of a size ani organizational standard to meet present and future postal

traffic needs.

The Posts and Telecommunications Administration has already carried out a study and would be prepared to purchase the necessary land. All Eat remains is to finance the cost of buildings and equipment.

III. Justification of the project

1. Context and benefits

The Upper Volta being a land-locked country in the Sahel area of .estern Africa, the postal services, and in particular the postal sorting

^ddistribution centre, will undoubtedly help to open up the country if

increase the reliability and speed of its operations.
