INTRODUCTION
E x p e r i e n c e with high buildings h a s shown that t h e t i m e r e q u i r e d f o r c o m p l e t e evacuation c a n exceed t h a t which i s c o n s i d e r e d n e c e s s a r y f o r t h e s a f e e g r e s s of a l l o c c u p a n t s . Studies of the 'chimney e f f e c t ' and
o b s e r v a t i o n s of s m o k e movement in f i r e s have shown that p r e s e n t m e a s u r e s f o r containing a f i r e on a lower s t o r e y will not u s u a l l y p r e v e n t t h e m o v e m e n t of s m o k e t h r o u g h e l e v a t o r , s t a i r and o t h e r v e r t i c a l s h a f t s t o t h e u p p e r
s t o r e y s of a high building. Occupants of high buildings, and p a r t i c u l a r l y t h o s e o n upper s t o r e y s , m a y be f a c e d with s e v e r e s m o k e conditions f r o m f i r e s o c c u r r i n g in s t o r e y s below t h e m , b e f o r e t h e i r own evacuation i s p o s s i b l e .
T h e m e a s u r e s d e s c r i b e d i n t h i s document a r e designed a s a m e a n s of i m p l e m e n t i n g t h e r e q u i r e m e n t s of NBC Subsection 3 . 2 . 6 . , and a r e intended t o m a i n t a i n s a f e conditions f o r o c c u p a n t s of a high building who m a y h a v e t o

I SCOPE O F MEASURESThis document includes a n u m b e r of detailed m e a s u r e s t h a t m a y b e i n c o r p o r a t e d i n a building in o r d e r to comply with the r e q u i r e m e n t s r e l a t i n g to c o n t r o l of s m o k e that a r e included in Subsection 3 , 2 . 6 . of t h e National Building Code. It is not t h e intention to exclude o t h e r m e a n s of attaining the s a m e o b j e c t i v e s . W h e r e s m o k e c o n t r o l methods o t h e r t h a n t h o s e d e s c r i b e d i n t h i s document a r e developed, they m a y be b a s e d o n t h e
information in Appendix B, Mechanisms of Smoke Movement i n Buildings.
Smoke c o n t r o l m e a s u r e s r e q u i r e d by NBC Subsection 3 . 2 . 6 . v a r y depending on t h e height and occupancy of a building. In a s p r i n k l e r e d building, the r e q u i r e m e n t s f o r c o n t r o l of s m o k e movement a r e m i n i m a l
( s e e M e a s u r e A in Chapter 2 ) . In v e r y t a l l buildings, l i m i t s a r e placed on p e n e t r a t i o n of s m o k e into exit s t a i r s , f i r e f i g h t e r s ' elevator and a l l f l o o r a r e a s o t h e r t h a n t h e one on which f i r e o c c u r s . This i s achieved by M e a s u r e s
B, D, F, H and I in Chapter 2 . In c e r t a i n buildings of l e s s e r height and
l i m i t e d population, exit s t a i r s and f i r e f i g h t e r s ' e l e v a t o r s a r e p r o t e c t e d , and s m o k e m a y b e expected t o e n t e r upper f l o o r a r e a s . T h i s a p p l i e s w h e r e M e a s u r e s , C , E , G and J , d e s c r i b e d i n Chapter 2, a r e employed. In o t h e r buildings, t h e s p r e a d of smoke into shafts and floor a r e a s i s a c c e p t e d , but a r e a s of refuge a r e provided that a r e maintained s m o k e f r e e , can be reached by a l l people in t h e building within a few m i n u t e s and a r e linked t o o u t d o o r s by s a f e m e a n s of e g r e s s . They a r e d e s c r i b e d i n M e a s u r e s K and L in C h a p t e r 2 .
