GENERAL TNFORMATION

Aerial Operations were suspended in Sierra l-eone

for

most

of

the wet season and

until

the end

of

the year due

to

political unrest. I-arye amounts

of Jet Al

and

Insecticide disappeared during that time (see Table 11).

Some tribal unrest, which required some treatment suspensions, was observed in the Tamale-Salaga-Togo border triangle of Ghana from February to June.

1.1

Hydrolory

The rainy season was short but heavy.

It

started late - mid July - and ended abruptly

at

the end

of

October. Discharges observed

in

1994 surpassed those

in

1993 (see

Annex 1). River

flooding was observed throughout

the

Programme area. The following discharge differences were observed :

In

the hydrological computer programme PERLES was installed by ORSTOM

in April

and programme Hydrom by

Mr

Kone

in

August.

A total of

88 satellite beacons were exploited by OCP. They were:

49 beacons OCP/WOA 22 beaaos OCP/EOA

5 beacons FAC/Benin

12 beacons HYDRONIGER (5 in Guinea, 5

in

Mali, 2 in Cdte d'Ivoire).

The following breakdowns were observed:

9 pressure sensors got broken (2 were destroyed) 2 solar panels stolen

1 complete station destroyed by mentally disturbed person

I

complete station removed by flood 2 batteries stolen.

The maintenance of the stations is conducted by five teams of hydrologiss; nro OCP teams and three national teams from Guinea and Sierra

lrone.

They carried out:

'118 calibrations

1 station dismantled and returned to base 1 transfer of station N0 10160 at Fifa (Tinkisso)

installation of new water gauge on

loutou

river

32 repairs and maintenance of HYDRONIGER and OCP stations.

Treatment

Annex 2 shows the maximum extent of aerial larvicide treatment and

At

the end

1994 treatment suspensions were extended to : Baoule,Bagoe (except Kankelaba),

White Bandama and tributaries

Mole,Kulpawn with tributaries and White Volta below Daboya

Alibori,

Sota and tributaries.

In the West, considerable treatment suspensions could be made due to good entomological and hydrological results whereas in the East treatment suspensions were reduced compared

to

the previous year due to a heavier wet season.

1.3

Aerial Contract

1994 was the second year of the current three-year contract and the eighth successive ybar

that

Evergreen

Helicopters have been working for OCP. In

general, Evergreen's performanie was very sitisfactory and relations between Evergreen and OCP staff have continued in a spirit of

friendly

cooperation. Annex 4 gives a comparison of total revenue hours flown by Lontracted treatment aircraft during the past five years. 1994 shows a 9Vo reduction in hours flown in 1993, which reflects the phasing out of rivers as stated under 1.2.

Aircraft

availability consistently

met the

contract requirements. There were

no

majol accidents and few

iignificant

bieakdowns.

Minor

maintenance problems were swiftly and

efficiently dealt wit[. Ttre

spray system has proven

to be

very accurate

and

reliable.

Breakdowns and operational-deiayi due

to

spray system malfunction were marginal -(see Table 6). Spray Sysiem calibration accuracy rCmained well within the contractual 5

in

Annex 5.

replaced N1601X which was phased out after an accident

in

1993.

In

the West, three

of

six line pilots were replaced during the

year.

Despite this relatively high turnover,

the

new

piloti

were swiftly- trained and integrated

into

routine sPraylng

operations.

In the East, nro pilots were replaced. Further, a new chief pilot was appointed at lCara [iase in November. See 5.1 Personnel movement.

1.4

Fuel and Insecticldes

Tabtes ? and 8 state the registered insecticide usage for the whole Programme area whereas

6 compares the total registered insecticide consumption over the past five years.

The amount

of

chemicals applied

in

1994 was similar

to

the quantity- consumed

in

the previous year. However, benrien producs and Zones, some significant changes took place.

in

the WLst the usage of Abate was reduced due to a temporary-shortage of the product, which rcsulted in an increased consumption of phoxim and pyraclofos.

In the Eas! usage of phoxim was reduced considerably due to a different discharge pattern of

rivers.It-wasiepl"i"A

Uy medium to high dischargC products like pyraclofos, permethrin and carbosulfan.

The heavier wet season is well reflected by an increased consumption of permethrin in both 7anes.

The East saw a slight reduction in the pyraclofos consumption which was substituted by the use of Vectron.

Vectron, the new synthetic pyrethroid, arrived late

in

the year.

It

was selectively used -in

Cdte d'Ivoire

only.-Ute

p5rraltofos,

it

is mainly used at medium discharge. Although the diagnostic dose

oi

the product is half

of

the pyraclofos dosage, its use is more expensive due to a much lower carry.

The relatively large losses of Jet A1 in the West, as stated under 4.4 and in Table 11 result,

to a

large

"it"ni

from inadequate means

of

drum refilling f19m a.tank truck without a

measuri-ng device. As drums are filled with varying amounts of fuel the loss might actually only be

i

,rnaccountable inacorracy. The use

of

a flowmeter-controlled-refilling- device

(piitol)

would eliminate the inaccuracy. However, an agreement has been reached between OCp

*a

the Supplier which should bear the cost

of

losses when they are observed and accepted by

botbparties.

Part of the losses has thus been reimbursed by the Supplier.

1.5

Vehicles.

The

Kara-stationed Mercedes Benz truck 02-OI-80 broke down

in

September during a mission to Cdte d'Ivoire and was out of operation up to the end of the year.

A

replacement Mercedes from Ouagadougou,

IN

4130 BF, rras in such a Poor technical condition that

it

could not be used for any

major

mission.
