Aerial Contract1993 was the first year of the seventh Aerial Contract. The performance of the contractor, Evergreen Helicopters [nc. was satisfactory. Coordination and cooperation between EHI and OCP staff have continued to improve and the working relationship was good.
The Ayres Turbo Thrush fixed wing aircraft and the Cessna liaison aircraft were no longer included in the new Aerial Contract, although the Cessna was made available to the OCP on request during the first three months of the year.

certain rivers from treatment and more extensive tactical suspension were contributing factors to this reduction.Aircraft
availability consistently met the contracted requirement.On 19 October,
EOA
helicopter N1601X was forced to autorotate into the Kpaza river in Togo during treatment, due to power failure. The pilot was fortunately uninjured and the aircraft repairable.In June, helicopter N58424 arrived in the Programme area
to
replace N16008, which was lostin l992.It
was the first helicopter in the OCP with a Global Positioning System (GPS) already installed.The
GPSis a
very accurate satellite controlled system which greatty facilitates navigation, invaluable during conditions of poor visibility and can help to reduce flight time. Almost all Pilots and some Aerops personnel have, in the meantime, privately invested in a hand-held version of the GPS.Spray System performance continued
to
be very accurate. The Spray System Calibration Error, i.e the difference benveen the registered chemical usage and the amount of product actually dispensed, remained well within the contracttal5Volimit
as shown in Annex 5.Aircraft breakdowns due to Spray System problems resulted in a total of 46.8 hours delay to treatment. Other breakdowns resulted
in
174.8 hours delay. (See Table 6).Personnel changes included the appointment of a new chief pilot at Kara Base in October See 5.1. Personnel movement EHI.

InsecticidesAnnex

compares the total registered insecticide consumption over the past five years forthe whole Programme area. Due to the hydrological conditions and the numerous treatment suspensions in the East, the pattern of insecticide consumption for some products changed considerably against the previous year.
Abate - For this product, which can be used at all discharges, consumption in the East resembled that
of
L992.ln the West however, it almost doubled. It was used in many basinsat lower discharges.in preference to Bt, in order to reduce flight time.

combinationof climatic
factors mentionedin
1.1 and the shortage of product at the beginning of the year. In the West, this was the result of a deliberate decision as explained above.Phoxim
- This
low/medium-discharge product was mainly usedin
those basins suffering from real or threatened Abate resistance. Consumption in the East was the same as last year but in the West, its use was more selective and consumption was reduced.Permethrin - Spraying of this high-discharge product continued to be restricted to six cycles per year in any given watercourse. Its consumption in both Zones remained similar
to
1992.Carbosulfan - As another choice for high-discharge conditions, consumption of this product was 50Vo less
than
1992 quantitiesin both
Zones.It is
more expensive than Permethrin per litre and more costly to apply than Permethrin or Srraclofos. Its low usage was due to both the preferanceof
Permethrinor
Plnaclofos as a first choice during high discharge conditions, and the short duration of the wet season east of Guinea, where many rivers were suspended.Pyraclofos - Used at medium and high discharges, consumption in the East remained the same as
in
1992 but decreased in the West.Vectrorl the

the year.The political unrest in Togo which started in November L992 continued
into
1993. Due to a general strike, some insecticide deliveries were blockedin
the port of L,om6 for several months. Deliveryof

a considerable delayin
its avaitability. Aerial operations, however, remained unaffected by this.2
