RESEARCH TRAINING IN HUMAN RBPRODUCTION (HRP)

1. INTRODUCTION

The Special Programme of Research. Development and Research Training in Human Reproduction was established in 1972 as the main instrument within WHO for the promotion, coordination and support of international research and development of technology relating to human reproduction and family planning.

Since 1972, several new methods of fertility regulation have been developed or improved, studies have been cmpleted on the safety of methods in use and

~i.,der development, health service research projects have been completed and extended, and a n~~mber of research institutions in developing countries have been strengthened. The scope of the programme has been augmented by the itddition of a major programme element on infertility, related particularly to developing countries. and by a significant growth in the study of the safety and etricacy ot tamlly planning methods in wide use.

The objectives of the Programme may be summarized as follows:

- To promote, support and coordinate international research in human reproduction and family planning of special relevance to developing countries by developing improved methods of fertility control for men and women that are safe, cost-effective and acceptable, as well as other technology for the treatment of infertillty that can be delivered through family planning and general health servlces as part of primary health care.

To promote and support national self-reliance In family planning research in developing countries through Institutional development and research training.

2. TERMS OF REPERSNCE OF THE POLICY AND COORDINATION ADVISORY COMMITTEE Functions

The Poliry and Coordination Advisory Committee (PCAC) acts as an advisory body to the Director-General of WHO, making recommendations on matters related to the policies, strategies, financing. overall organization, management and impact of the WHO Special Programme of Research, Development and KeSearCh Training In Human Keproduction ( H K Y ) .

( b l Countries elected by WHO regional committees

Twelve Member States clcctcd by the WHO Regional Committees for three-year terms with one-third rotating oEf each year. When electing members, the Regional Committees will be asked to take into account a country's financial and/or technical support to the Programme as well as its interest In the field of population/Eamily planning as demonstrated by national policies and programmes.

( u ) Other interested countries and non~qovcrmncntal agencies

Up to three members to be elected by PCAC for one-year terms.

Governments, agencies, foundations and other bodies may declare their candidacy sixty days in advance of the PCAC meeting when selection will be made, which will be the meeting prior to the one to be attended.

The following three Organizations - United Nations Fund for Population Activities, World Bank and International Planned Parenthood Federation -

which, by their policies and financial/operational contributions, have shown an interest in the field of population/Eamily planning.

At PCAC's most recent meeting in November 1985 certain revisions were made in its terms of reference. As from 1986, PCAC recommended that the Regional Committees should be requested to elect the twelve Member States forming cateqory (b) for three-year terms of office. In 1986 one member should be elected Erom the Eastern Mediterranean Region. In order for the period of appointment of members initially elected by the Regional Committees to be staggered, PCAC has recommended that the member elected from the eastern nedlterrariear~ Reylurl bt10uld reLire on 31 Drcn~bel 1987. Annex I outlines elections to be held in 1986 for terms of office taking efEect upon election or Erom 1 January 1987.

The twelve major donors to the Special Programme in 1985 were Australia, China, Cuba, Denmark, Finland, Federal Republic of Germany, India, Netherlands. Norway. Sweden, Thailand and United Kingdom.

These countries. Eorming Category (a) of PCAC membership, will automatically be invited to the 1986 PCAC meeting and are therefore not c?llglble Eor election by the Regional Committees.

Governments and organizations which have not been elected for membership of the PCAC may, subject to its prior approval, attend its meetings as observers. The Regional DlrecLor will be pleased to coloaur~lcate the name of any such government or organization to the PCAC.

The Regional Committee for the Eastern Mediterranean is hereby requested to elect from among the Member States of the Region, not included in the list of major donors mentioned above, one member for category (b) of PCAC.

Election should take into account a country's financial and/or technical support to the Special Programme as well as its interest in the field of populatlon/family planning as demonstrated by national policies and programmes.
