The course on Planning Techniques to "be held at Douala
(Pan-African
Institute for Development,IPD)
and atKinshasa
(Lovanium University),
falls within the frameworkof the new policy of IDEP, henceforth intent on collaborat¬
ing with the institutions for economic research and develoo-
ment existing in Africa. Besides IDEP, the Faculty of
Economics of Lavanium University, 1RES

will contributeto the programme as well as the researchers and experts in planning ch/sen from Africa especially from the Central
African sub-region.
The aim of the course is to introduce a selected group of third year students from Kinshasa University
(Lovanium),
graduates of the IPD and civil servants from planning departments in the Central African sub-region, toeconomic planning techniques and the problems involved in
their application. It will thus be necessary to create
actual planning conditions, hence to. devote part of the
time to the study of the economic and social structures of
the countries. Moreover, the techniques actually employed and, broadly speaking, planning experiences of the coun¬
tries will constitute the main focus of interest.
Given the very nature of planning, it will not be possible to ignore certain fundamental economic problems
such as economic integration, the rôle of foreign capital
in the financing of development, etc.

2 — The course will last for three weeks and about thirty
trainees are expected to participate. They will "be selec¬
ted by the Lovanium University authorities, the IPD heads and, where civil-servants are concerned, by IDEP. It is proposed to make the course quite open and at the end of
each lecture, there will be discussions between lecturers
ánd participants. Differences in the training background
of Lovanium University students, the IPD students and the
civil servants should provide an interesting exchange of
views. In addition, participants aro requested to submit
papers or short memoranda on the topics which will be dealt with.
3 — Each topic may serve as the basis for one or more lectures, depending on the number of papers presented. The lecturers will give talks intended to bring out the problems posed and
the solutions adopted, etc. Their talks will be in the form
of original contributions and studies in planning problems
rather than formal lectures.

The first, for two weeks in Douala(14—26
February1972).
- 1st weeks participants from the IPD will be given
a short and intensive course to enable them to participate more fruitfully to the Kinshasa phase
of the course.
- 2nd weeks a seminar for second year students of the
IPD on Development Strategy.
