COMMITTEE ON ADMINISTRATION AND FINANCE

Proposal by the Delegation of Canada

The Delegation of Canada proposes that the Committee on Administration and Finance take the following action:

1. Adopt the appropriation resolution (Appendix 1)

to cover the period 1 September 1948 - 31 December 1948.

2. Adopt the resolution relating to the working capital fund (Appendix 2).

The Health Assembly resolves that:

1. For the period 1 September 1948 to 31 December 1948 the budget of the Miorld Health Organization- (with such additions as are required by paragraph II below) is as follows:

Amounts not exceeding the above shall be available for the payment of obligations incurred during the period from 1 September 1948 to 31 December, 1948.

II. In addition to the above, any amounts unexpended at 31 August 1948 out of the Field Services Budget approved by the Interim Com- mission are hereby allocated under the same headings and added to the budget as set out in I above, and shall be available for the repayment of obligations incurred during the period from 1 September to 31 December 1948.

III. The Director-General is authorized, with respect to all parts of the budget, to transfer credits between chapters in sections, and, with the concurrence of the appropriate Committee of the Executive Board, to transfer credits between sections in parts, and between parts.

page 3 IV. The Director-General shall report to the next subsequent regular session of the ¿executive Board all transfers made under thy authority of paragraph III hereof, together with the circumstances relating thereto.

V. The Director-General is further authorized, with respect to any amounts allocated to States under the'provisions of paragraph II • hereof, to transfer unobligated balances at the end of thp year 1948 as an addition to any.allocation to the respective State for the ensuing year.

VI « Notwithstanding the provisions of Regulations 13 and 16 (e) of the provisional Financial Regulations, the Director-General is further authorized to transfer as an addition to the working capital fund any balances remaining in the appropriations made for t he financial year 1948.

Dttaft Resolution relating to the forking • Capital Fund

The Health Assembly RESOLVES that:

The working capital fund shall be established for the fincial year 1948 at the amount of US* 1.650.000.

Members shall male advances to the working capital fund in accordance with the scale adopted by the Health Assembly for contributions of members to the budgets of the World Health Organization for the financial years 1948-1949.

The Director-General is authorized:

(a) To advance from the working capital fund such sums as may be necessary to finance the appropriations for the years 1948-1949, pending receipt of contributions from members;

sums so advanced shall be reimbursed to the working capital fund as soon as contributions are available;

(b) To advance such sums in 1948-1949 as may be neces6aiy to meet unforeseen or extraordinary expenses, providing that not more than US* 250.000 may be used for such purposes, except that with the prior concurrence of the Executive Board a total of US* 500.000 may be used. The Director- General shall report to the next convening Health Assembly all advances made under this clause and the circumstances relating thereto, and shall make provision in the estimates for reimbursement of the working capital fund except -when such advances are recoverable from some other source.

. The Executive Board is authorized:

(a) To use, not to exceed, US^ 300.000 of the working capital fund as the special fund to be used at the discretion of the Board to meet emergencies and unforeseen contingencies, this authorization being made to comply with Article 58 of the WHO Constitution. Any amounts used under this authorization

are to be replaced by making specific provision therefor in the next year's annual budget.
