Transportation and Per Diem Allowances f o r Members of the Executive Board

(Note from the Secretariat)

The World Health Assembly may wish to consider the question of whether or not transportation expenses and/or per diem

allowances shall be paid to members of the Executive Board, In accordance with Article 29 of the Constitution, the Executive Board w i l l act on behalf of the whole of the Health Assembly, and herefore the members of the Executive Board are elected to represent the Health Assembly and not their individual governmentsо

A review of the practices employed by the United Nations and other specialized agencies indicates generally that transportation expenses and a per diem allowance are paid to members of the comparable governing body. (See appendix to

this document).

Therefore, i t is recommended that the Health Assembly consider the following resolution;

Considering the f a c t that the Executive Board, in accordance with A r t i c l e 29 of the Constitution, represents the Health

Assembly, THE WORLD HEALTH ASSEMBLY RESOLVES ; that 1. Members of the Executive Board shall be reimbursed f o r their actual transportation expenses between their normal residence and the place of meeting of the Executive Board, the maximum allowance being restricted to the equivalent of f i r s t - c l a s s accommodation by recognized public transport v i a an approved route from the capital city of the member to the place of the meeting.

diem allowance of $20„00 per day during such travel and during necessary attendance of the place of the meeting,

¿xcept that the allowance of 020¿00 shall be reduced to

$10<,00 f o r each f u l l day (midnight to midnight) when travelling by sea. Such per diem allowance shall be in lieu of a l l other

expenses incidental to the journey*

3» When the-Executive Board meets in the same location as the Assembly, and at approximately the same time, 'then only such per diem allowances shall be paid as are made

necessary by the additional duties caused by membership on ' the Board»
