Amendment to the rules of procedure of the Commission

(Note by the secretariat)

Rule 69 of the Rules of procedure of the Economic Commission for Africa

reads as follows :

"The Connicsion shall subnit to the Economic and Social Council once ."i year a full report on its activities and plans, including those of its subsidiary bodies. For those years during which the Commission does not hold a session, its report, approved by the Chairman and circulated to Governments of member States for their comments and any necessary modifications, shall be submitted to the Economic and Social Council by the Executive Secretary"*

The provision contained in the second sentence of this rule uas applicable at a time when the Conference of Ministers of the Commission held its meeting on a biennial basis.

By resolution 330 (XIV) on restructuring of intergovernmental machinery for development and co-operation in Africa adopted on 27 March 1979 at its fifth meeting held in Rabat, Morocco, the Conference of Ministers decided that its meetings should be held annually*

By this decision the second sentence of rule 69 became inapplicable.

The Technical Preparatory Committee of the TFhole is therefore requested

to recommend to the Conference of Ministers at its sixth meeting, that rule 59

of the rules of procedure of the Commission be amended to road as follows*

"The Connission shall sufcnit to the Economic and Social Council once a year a full report on its activities anr' plans, including those of its subsidiary

bodies".

At its first meeting the Technical Preparatory Ccnnittee of the Tfhole unanimously approved the following draft resolution for submission to the Conference of Ministers, for action s

The Conference of Ministers,

Recalling its resolution 330 (XIV) of 27 March 1979 on restructuring of

intergovernmental nachinery for developnent and co-operation in Africa,

Having taken note of the report of the Technical Preparatory Conmitee of the TThole and the recommendations contained therein.

Decides to amend rule 69 of the rules of procedure of the Connission by deleting the second sentence of that rule which shall henceforth read as follows:

"The Commission shall submit to the Economic and Social Council once a year a full report on its activities and plans, including those of its subsidiary bodies".
