(a) that Member Governments

concur-

i.n the opinion that advantagos would accrue from utilizing the services of the Commission in iho economic and social field as frequently as possible and from the decentralization of United Nations Technical Assistance activities;

(b) that the limited resources available for Teohnical Assistsnoe projeots in which Member Governments are interested must be turned to the fullest possible account, and that oonsequently the knOWledge and experienoe accumulated by the Commission1s Secretariat should be drawn upcn as fully as possible in the selection, execution and evaluation of Technical Assistanoe projects in order to ensure the maximum utilization of available resources,
