“European integration without integration of European societies?”
Fourth HEIRS Conference

Beyond the political and economic history of European integration, a history of the growing social integration of European societies has become a necessity. Our aim is to tackle some interrelated topics which underline patterns of convergence and resistance related to labour, migration, and social policies in a historical perspective.
Undoubtedly, the confrontation of market-driven mechanisms, on the one hand, and the advent of Welfare-State systems, on the other hand, has resulted in tensions, which nurtured the process of homogenisation, interdependence and exchange among competitive social models.
Potential topics for the focus theme include, but are not limited to:
- The free circulation of labour has long been hampered by Member States, for instance through the persistence of bilateral accords. Did migration accelerate or slow down the process of European integration?
- How did the European construction and the recent enlargements, together with the unresolved question of Europe’s colonial legacies, challenge the European identity as a post-national construction?
- How did these issues, among others, become an object of social policies (e.g. working conditions, standards of living, housing conditions, regional and urban planning…)?
- How did the process of convergence of European societies influence the course of European integration? Or, on the contrary, to what extent has the process of European integration perpetuated or strengthened the divergent views of national social policies?
HEIRS’s fourth conference aims to stimulate the dialogue between historians and scholars from other disciplines in the area of social sciences.
The deadline for application is December 14, 2007 Practical Information
HEIRS encourages papers by PhD students and young scholars. Papers can be submitted in either French or English. They should be no longer than 8.000 words.
Those who are interested should submit a 500-word abstract of their proposal by December 14, 2007. The abstract should be sent by e-mail to all the conference organizers, Flavia Cumoli, Mazyar Khoojinian, Nicolas Verschueren: [email protected]
Applicants will be notified of the results by January 7, 2008. They should send their final papers to the organizers for circulation among participants and panel discussants no later then March 31, 2008. The presentations should last no more than 20 minutes, thus allowing time for discussion.

Par-delà l’histoire politique et économique de l’Intégration européenne, une histoire du processus d’intégration sociale des sociétés européennes est devenue une nécessité. Notre objectif est
d’aborder quelques problématiques entrecroisées, qui soulignent dans une perspective historique les processus de convergence et de résistance se rapportant au travail, aux migrations et aux
politiques sociales.
Il ne fait aucun doute que la confrontation des mécanismes de marché, d’une part, et l’émergence des systèmes d’Etat providence, d’autre part, a généré des tensions qui ont alimenté le processus d’homogénéisation, d’interdépendance et d’échanges entre des modèles sociaux concurrentiels.
Parmi les pistes de recherche envisageables que nous souhaitons développer :
- La libre circulation de la main d’œuvre a longtemps été contrariée par les Etats Membres, notamment à travers la persistance des accords bilatéraux. Dans cette optique, les migrations ont-elles contribué ou freiné le processus d’intégration européenne ?
- La construction européenne et son processus d’élargissement actuel, sans parler de la question de l’héritage colonial dans certains Etats membres, ont-ils constitué un véritable défi à l’identité européenne comme construction post-nationale ?
- Quelles politiques sociales ont-elles été mises en œuvre pour répondre à ces questions (p.ex. conditions de travail, standards de vie, conditions de logements, planification urbaine et régionale…) ?
- Par quel biais le processus de convergence des sociétés européennes a-t-il contribué à la mise en place de l’intégration européenne ? A contrario, dans quelle mesure le processus d’intégration européenne renferme-t-il les différentes perspectives des politiques sociales nationales ?
Le quatrième colloque HEIRS cherche à stimuler le dialogue entre historiens et chercheurs d’autres disciplines des sciences sociales.
Les propositions de communications sont à présenter pour le 14 decembre 2007 au plus tard.
Informations pratiques
L’HEIRS encourage la contribution des doctorants et des jeunes chercheurs. Les communications doivent être présentées en anglais ou en français. Elles ne doivent pas dépasser 8.000 mots.

Les candidats seront informés des résultats le 7 janvier 2008. Ils devront envoyer leur présentation finale aux organisateurs, pour diffusion aux participants et aux discutants des panels, le 31 mars 2008 au plus tard.
