This working group forms part of the EGA Programme of, WorX and■■Priorities, . , ,(1978-75). The n.M.G.A. resolution 2211 (XXI) among other things requested tne ih;:
Secretary General to pursue within the limits of available resources the-implementa tion of the work rvrograinme covering, training research etc. and the 10th Session of EGA (First Conference of Ministers) discussed the demographic levels and trends
of the region and. endorsed the population programme of the secretariat as reviewed by the-Technical Corwittee of experts. The Conference adopted for the first time:a: ...
resolution:on population (No. 230(X)) which requested the Executive Secretary, as;
part of the Commission's work programme3 to carry out- a study of population levels
and trends in relation to economic and social development. More recently, the EGA Conference of African Ministers meeting in Nairobi in February 1975 adopted resolution 273(XII) inviting the Executive Secretary to continue studies on variouspopulation growth variables and to study the demographic problems of high fertility
and sub-fertility in those parts of Africa where they exist.In the same manner, the Pegional Post World Population Conference Consultation held at Lusaka in April 1975 made specific recommendations on areas of population work which should be pursued by the EGA Secretariat. The representatives wanted among
other things., more work on research and studies on fertility and mortality especially
infant mortality.The above recommendations had earlier been endorsed by the Second Session "
of the Conference of African Demographers at Addis Ababa in May 1974. This
workshop will bring together African experts working on various aspects of.fertility together to examine the factors that influence both fertility differentials and the pattern of change in Africa. Attention will particularly be given to the influence on fertility of education, occupation, marital patterns and urbanization. It is anticipated that such findings should give us future guidelines on expected fertility change in the region. Such knowledge is indispensable for future planning strategy in the region since the size, structure and the growth of population is greatly
influenced by the level of fertility.
The tine proposed for. the. workshop coincides with a period in which niore
and more African countries are ra-defining their population policies and re-examining the role various population progranuaes are playing in population dynamics. The
workshop will be attended by about 25 experts made up of government demographers,
health statisticianss and other scholars involved in fertility and related studies
in the region.Probable date of commencement July 1^79. :
Duration: Five months including preparations. The workshop will last seven

with projections into ,1981 •: Itvwould be recalled that the World Population Conference' took cognizance of the high level o£ mortality in developing countries, particularly- infant mortality (WPC Resolution V and XIV; WPPA para. 5). The Conference further identified this problem as particularly serious in Africa, noting that it constitutes one pf the-contributory causes of the hi^h fertility rates prevailing in the region;;It therefor© suggested that governments of theiregion should accord the greatest : priority to the reduction of the high mortality levels through the improvement of
public health facilities, environmental eon4i$ions3 sanitation and the extension of basic preventive health services with emphasis on maternal and child health. ■-• ;■•.:■■The African Regional Post-World*Population Conference Consultation held in
Lusaka,; ?arcMa in 1975 also stressed ti^ne^d to■ reduce mortality level in Africa :■= ^ both ^s a means of improving thequality^ of3;i£e:and as a means of encouraging ; ■■
mothers j:o adopt faraily planning to reduce the level of fertility. This subject was- accorded the highest priority at the Lusaka Consultation.
TJiere is. a.grpwing interest in the subject on the African continent. More
evidence is bringing, £qlight a fundamental and most striking feature of African
mortality, namely the heavy incidence of deaths in the second and third years of ; life. This is obviously the result of the combined effects of gastrointeritis (a non-specific outcome p£ poor nutrition) combined with infectious and parasitic
diseases such asmeasles.and malaria. Thus considerab^eiattention is being focused
on the subject both by^Governments and a number of African universities and reseatch ■ institutions. ^Huch, of this effort remains largely.^coordinated and not streamlined v to answer^tjhe most-jpr^ssing questions about mortality- levels patterns and-trends andtheir influence piv other elements of population dynamics and population policy < ■ orientation.,; - ... ... .- : ' . ■ ;■; ;; -'-.: >';.:/.. ■ "■'.'■: '.;;>.■"■■-.-■,
.There is, therefore a great need to examine the prevailing situation in an effort
to draw on available data and to outline the shortcomings of past wbrk in this field '
with a view to proposing remedial action fox future research and policy orientation.II. OBJECTIVES OF THE PROJECT ';:J'f■"''[' /';
A prime objective of the workshop which will bring African experts in the field together, will be to examine the levels, patterns and trends o£ mortality particularly
infant and childhood mortality in the region and, where data is available, the
prevailing causes. These deliberation^ should enable the experts group to make
recommendations 6n the appropriate policies and programmes needed to combat the major
killer diseases in the region.One particular aspect that will be given adequate attention will be the hypothesis
that the pattern and levels of childhood mortality in the region are different from

It is expected in the long run that the recommendations rf'tne Expert Groufr will stimulate greater interest in mortality research and studies by governments ancf African universities, and that the results of such studies should foster better, appreciation: ''*■
of the role of mortality in population dynamics and in the socio-economic development process.. Such evidence should enable poveraments in .the region to adopt their health se^yviqes:planning and action to. the,areas rab-st likely to' decrease mortality-levels '■ ;

data on data from other .surveys and, studies; .undertaken in- the region would have beeil : ' available and analysed to.provide adequate information for the work of the group. ' ' '• ; The EGA programme of analysis of census data from the 1970 round of censuses has •■"•' ■>*:
already started ,and should provide vital information for participants. ; '■" '" : - It is expected that participants will gain a better insight on the mortality- conditions in their respective, countries and that this should-enable them appreciate'■-' in a clearer way the effects of mortality levels, patterns and: trends on -population ■*:;i>:

The workshop.will be attended by about 25 experts made up of Government demog raphers, health statisticians and other scholars involved in demographic data colled^ ' tion, research and analysis,:of mortality.data from African .countries. : ; " ;:
The following research projects of the; EGA-Population. Division's-'work' programme' are related to -..the workshop.: Studies: on mortality iiicludingteveis, patterits, trends and pr_eparatipn. o£ life tables. (Project 9..482^'04 for 1978-^:, Study'6f the relation ship pf :infant, and childhood, mortality to fertility levels and-patterns in selected African countries, Project. 9.482,;09 for (1079) and micro studies on the relationship between family size and, the health and welfare of the individual and the family
(Projects 9.481.03 and 9.481.26 for 1978-79). Other related EGA projects include the nutrition programme being implemented by the Women1s Section of the Social Development Division. The results of the .WHO Surveys of Infant and Early Childhood Mortality and Fertility Patterns (UNFPA I.R. 4410) being undertaken in a number of developing " ' countries including Algeria, Sierra Leone and Sudan,'should yield important information for the Eseting. It is anticipated that from all these sources, a clearer picture of the mortality situation on the continent should emerge and that future polipy and i project planning would hence forth be based on more accurate information.

Staff members and regional advisers in the EGA Population Division as well as other international staff that carried out the WHO Surveys of Infant and Early Child hood Mortality and Fertility Patterns (UNFPA I.E. 4410) will participate as discussion leaders. One staff member of the UN Population Division, staff members of IFGPD and RIPS as;well as two consultants"will participate in the Working Group.
As stated above, one/two consultant will be recruited to prepare documents and

Summary description of Project: Justification, objectives and relevant information
Like the Regional Inter-agency Co-ordination meeting on Population, this meeting was held on an annual basis from 1971 until 1974 when the fourth one;
was held. It was intended that it should hecone a biennial meeting; frotr then . onwards, but; it has not been possible to hold it again since 1974 and mainly to
lack of resources. ■.-_■'■..-.
The meeting brings together representatives of the various governmental and non-governrcental and international and bilateral organisations working in the
field of population in Africa so that they;nay .exchange information on their programmes of activities, which have sometimes, ix\ the past, >een carried out concurrently and without sufficient knowledge of what other organizations were doing in the same field,
often in the same country. These meetings, by providing an opportunity for consulta tion and discussions araon*? the donor agencies, and representatives of countriesof the region, can contribute to the.establishment of a closer rapport between the
needs of the countries and the ageiicies* programmes, on a broad basis. The ;provision of a forum for these-constiltations has been valuable in the past and
should be more effective in the future, narticularly in view of the guidance
provided by the World Population Conference and the Post-WPC Regional.Consultation
in Lusaka. :■
It is proposed that the meeting be held for three working days in November 1978 at EGA, to be attended by-representatives of the international, governmental,
inter-governmental and private organisations working in the field of population
in Africa, as well as by representatives ,of the African states which are members of the United Nations Population Commission and representatives of the East African Community, OCAM, and UDEAC.The budget makes provision for attendance by a Feadquarter staff member (whose expenses haye been divided between this project ani the Sixth Regional
Inter-agency Co-ordination Meeting) and the African representatives mentioned above.
Probable date of commencement: September 197$
Duration: Five months including preparatory work. The meeting will be held for three days in November 107B immediately preceding or following the Regional Inter-agency Go-ordination Meeting on Population.
Type of support to be provided by ECA Secretariat
The FCA Population Division will organise the Seminar and will provide secretaries for the workshop and ECA support yd 11 also include the translation, printing and publication of documents.

Information >
This meeting was held annually at the EGA Headquarters from 1971 through 1974 and was to'be held biennially thereafter. Unfortunately It has not been^pqssihle to hold it after 1974 for a number of reasons especially for lack of funds.
The purpose of these meetings is to bring together representatives-of the Specialized Agencies and the UNDP for consultations with one another and with ECA staff so that they may develop a coordinated approach to their activities in the field of population in Africa to ensure the most effective utilisation of the
resources available to the Agencies and to ECA. These meetings foster co-operation among the Specialized Agencies in the implementation of their populatio^programmes in Africa, and encourage the development of co-operative programmes m which each Agency is responsible for activities falling within its particular area of
competence. These meetings will follow-up on the activities agreed upon ac the ACC Sub-Committee on Population, in particular the monitoring of the tfPPA.
It is proposed that the meeting be held for three working days in November 1978 at ECA, to be attended by representatives of the UN Specialized Agencies working in the field of population in Africa and representatives of the three
regibnal demographic training and research centres located in Africa. _The>necessary preparatory work and assembling of documentation will be undertaken sufficiently
in advance to ensure adequate preparation of all aspects of the meeting.
Allowance Has been made in the budget for attendance by one Headquarters staff member. It is to be noted that the costs have been divided between this meeting
and the Fifth Meeting of Non-UN Organizations Interested in Population Work-in Africa, which will be held either immediately before or immediately after this
meeting.

The Conference was established by the Conference of Ministers in 1971 as a body distinct from the Conference of African Statisticians which had been dealing with the Commission's work programme in the field of population prior to the . ..
■■establishment of, the Conference of African Demographers. The establishment of '
the Conference gave the opportunity to experts other than statisticians to review,.
the work programme of EGA in the" field of population; thus to do" away with "the"
statistical bias given to population projects in the ECA before this.
The work programme which the. Conference of African Demographers reviews is ,. .,
a regional programme which should backstop and supplement country projects. , $toe-.;.
assistance given by the ECA to the countries in the field of population helps the ..countries, to develop suitable policies for the solution of their population
problems within the context of economic and social developments .
Closely related are the other research activities of the ECA Population Division, the ECA Technical Committee of Experts which reviews all the work programme of ECA and the ECA Conference of Ministers which approves the ECA work programme once every two years.
Future assistance for the Conference will be determined "by the Conference itself at its third session due to be held in I978.

As part of its contribution to current .efforts to foster demographic.research in Africa, the Fertility and Mortality Studies Section, Population Division of EGA, intends to carry out two surveys on the interrelations among infant and' . childhood mortality, socio-economic factors and fertility. Infant and childhood.;
mortality represent a major part of total mortality in Africa. Thus the Regional Post .World Population Conference Consultation held in Lusaka in April 1974 called for greater work-on research and studies on mortality especially infant mortality, fertility oe, and the relationship1 "between population and development. This'call' was repeated by the Second Session of the .Conference of African .Demographers at -.,
Addis Ababa in May 1-974 when it reviewed the EGA work programme in Population. ':
The. general lack of empirical data on the .determinants of fertility and mortality as .well as... the interrelations between levels of mortality and socio- economic factors, and fertility have hindered policy makers in Africa from making and following viable policies and programmes in these.vital .fields*
Consequently, the ECA intends to carry out two surveys composed of three
rounds in three monthly intervals in two countries in Africa, . -.These will be household sample surveys using questionnaires and interviewers to collect data ' on demographic variables relevant for this study- Through this study EGA hopes to be able to throw more light on the determinants and consequences of mortality in infancy.rand early childhood :and how-the:se; influence-Reproductive, behaviour of parents. Such data will be indispensible for socio-economic planning 3,nd research. The study will also involve the development and testing of Research Methodology which can become useful for similar projects in other, areas of thecontinent* ■ ..■'•: '■ ■- "
The operation will entail -.on attempt to determine the present level of
fertility and infant and second year mortality and to establish any interrelations
<$?-■ these11 variables to socio-economic factors prevailing in tile area under study.
This project will collect information which can be profitably used to guide policy and programme decisions at the national and sub-regional levels. ..■/■:.
The surveys will be carried, out in collaboration'with the'local statistical,' .
offices and the UH Regional Demographic Training- Institutes of Yaounde and Accra, The data will be analysed and published by SCA after the findings havediscussed with the national authorities concerned.

Summary description of Project: Justification objectives and relevant information
Thve project calls for the recruitment of two consultants, one French-speaking
and due English-speaking. Their task will be to collect all the case studies
which have already been undertaken and those which will be completed in the courseof the year and to undertake an analys^iof such studies which will be submitted to national experts in the course ofiraife meeting. ; Accordingly the aim of the meeting will be to find (1) a standard method for the design of case studies;
(2) a way of utilizing case studies for the development of African countries;
(3) the application of resolutions emanating from national seminars based on case
studies. ■;..-•
The meeting will be held in two languages: Fr/eiifch and English. It will be necessary to have interpreters to ensure the smooth running of the meeting.
Each consultant will receive copies of ease studies whichhave been undertaken.
The studies will constitute the working papers for the preparation of a . document to be submitted for discussion at the meeting. . ; ,;,
The holding of this meeting, which will bring together experts from a large
numbe'r of African countries, falls within the context of the work of the Population
Division. In fact, the project for the preparation of case studies on the inter relationship between population growth and socio-economic development began in 1971 with the request by the Conference of Ministers of EGA contained in resolution 230(X) at its first meeting in February 1971.In accordance with the programme, 10 macro- and micro case studies were
submitted td the African Population Conference held in Accra in 1971. Since then
the project has continued and at present 26 case studies have been completed and three are nearing completion.At its third meeting in February 1975,by resolution 273 (XII) the Conference of Ministers of EGA requested the secretariat to continue the studies on the inter
relationship between population growth and socio-economic development and,: inaddition, to undertake a study to define the population programme within the context of basic services such as maternal and child health, community development,
agriculture and rural and urban development.1 ■=■ ;■;:
These case studies led to the holding of national seminars, two of which took
place in 1975 in Lome" (Togo) and Bamako (Mali).The aim of this meeting will be to bring together all the national experts and

The advisory meeting of experts on case studies is part of the programme of national seminars approved in the work programme of the Division. It will be held for btie week in a place to be determined in due course.

Under the African Census Programme, about 25 countries have conducted or are planning to conduct a population census; for most of these countries this will be the first complete census ever taken, Most of the government officials responsible for evaluation and analysis of population census data have thus very little experience and/or no training on the subject. As long- range and immediate objectives, the project is directed towards the training of African demographic statisticians and demographers in the evaluation and analysis of population census data. So far, it is recognized that due to the lack of specialized personnel, considerable investments of national and
international funds in population census had not always resulted in full use of census data for development planning. Thus this Seminar will be organized to ensure the fullest possible utilisation of census data in development
